14.12.550 - Application for relief.¶
A. Any owner or agent may apply to the board of supervisors of the county for relief from any provisions contained in this chapter, or from any rule, regulation, standard or requirement which has been adopted pursuant to this chapter.
B. Such application shall be in writing, and shall cite the matter from which relief is sought, identify the property affected, and state the circumstance which justifies such relief. Such application shall also show the address to which notices may be mailed to the landowner, and shall be signed by the landowner or his agent.
C. The clerk of the board of supervisors shall cause notice of hearing on such application to be given by mailing a copy of the notice to the applicant and to the health officer.
D. Subject to the provisions of Section 14.12.030 of this chapter, the board of supervisors may, after hearing said matter, make an order suspending or modifying such provision, rule, regulation, standard or requirement with respect to the subject property, and for such time as the board may determine, if it finds that any special circumstance makes the same unjust or inequitable or a cause of hardship as applied to such property.
E. Subject to the provisions of Section 14.12.030 of this chapter, the board of supervisors may also, on its own motion, make orders suspending or modifying any provision contained in this chapter, or any rule, regulation, standard or requirement which has been adopted pursuant to this chapter, with respect to designated properties or areas, if it finds that any special circumstance makes the same unjust or inequitable or a cause of hardship as applied thereto.

14.12.560 - Appeals.¶
A. Every owner who is not satisfied with any determination, action or refusal to act by any officer or employee of the county with respect to the provisions of this chapter may appeal to the board of supervisors for relief therefrom.
B. Such appeal shall be in writing, and shall cite the determination or other matter from which relief is sought, identify the property affected, and state the circumstance which justifies such relief. Such application shall also identify the officer or employee in question. Such application shall also show the address to which notices may be mailed to the landowner, and shall be signed by the landowner or his agent.
C. The clerk of the board of supervisors shall cause notice of hearing on such appeal to be given by mailing a copy of such notice to the applicant, to the health officer and to the officer or employee in question.
D. Subject to the provisions of Section 14.12.030 of this chapter, the board of supervisors shall, after hearing said matter, by its order sustain, modify or overrule the determination or action of such officer or employee, or direct him to act, and may make such further order, requirement, condition or decision as the board may deem to be consistent with the purposes of this chapter.

14.12.570 - Applications for relief—Appeals—Filing forms and fees.¶
A. The board of supervisors may from time to time specify by order or resolution appropriate filing fees to be paid by a person upon filing an application for relief as provided in Section 14.12.550 or filing an appeal as provided in Section 14.12.560.
B. The board of supervisors may from time to time specify by order or resolution the form to be used for application for any relief or appeal provided is Sections 14.12.550 and 14.12.560, and any additional information which should be stated therein.
C. The board of supervisors may from time to time by order or resolution authorize a person who has an interest in land, but who is not the owner thereof, or his agent, to file any such application.
