14.12.410 - Required.

A. No private system shall be installed except after issuance of a valid permit to do so by the health officer.

B. The permits and fees mentioned in this chapter shall be in addition to any permit or fee required by the county building inspection department in connection with such connection or installation.

14.12.420 - Fees.

A permit fee shall be paid to the county on application for a permit in respect to county service areas or other districts.

14.12.430 - Application—Easement required.

A. Connection Permit. An application for a connection permit shall contain or be accompanied by an easement permitting ingress and egress across the applicant's land for the purpose of inspection, maintenance, repair and replacement of the connecting line and connections.

B. Permit for Private System. An application for a permit to install a private system shall contain or be accompanied by an easement permitting ingress and egress across the applicant's land for the purposes of cleaning, inspection, maintenance, repair, modification and replacement of the private system as may be necessary.

14.12.440 - Easements—Additional requirements.

The easements provided under Section 14.12.430 shall also include the right to remove any obstruction as may be necessary to carry out the purposes mentioned in said section, or as may endanger or interfere with any connecting line or private system or the operation or maintenance thereof. Said easements shall also include the right to require the installation of, or the right to install, sampling and flow monitoring equipment and the inspection, monitoring, upkeep, repair, modification, operation, and maintenance thereof.

14.12.450 - Permit—Rights and agreements.

An application for any permit mentioned in this chapter shall contain, and shall be deemed to be, an agreement that the county may clean, maintain, operate, repair, modify and replace the connection or private system, as the case may be, as in this chapter provided, and an agreement to observe and conform to all of the rules and regulations, and to pay all of the rates and charges, prescribed in this chapter.

14.12.460 - Other permits contingent.

No building permit for any structure within an area to which this chapter applies shall be issued by the county building department until a valid permit has been issued pursuant to this chapter, or the health officer has determined that no permit therefor is required under this chapter.

14.12.470 - Inspection of installation work.

A. The connection or installations mentioned in this chapter must conform to the plans and specifications therefor appended to the permit.

B. The premises and work shall be open for inspection by the health officer or building inspector at all stages of construction.

C. No underground work shall be covered until it has been inspected.

D. The applicant shall notify the office where his application was filed when the work is ready for final inspection.

E. The work and installation shall be inspected by the health officer, or by the building inspector when authorized by the health officer.
