12.36.090 - Issuing agency.

All official street addresses shall be issued through the office of the county planning department. The installation of various areawide and metropolitan area street addresses and street naming systems established by this chapter shall be accomplished progressively and in such a manner as the county planning department shall from time to time direct.

12.36.095 - Street names.

In consultation with the county 911 system coordinator, the planning department shall approve all new street names. Changes in approved street names for public streets officially recognized by the planning department shall be approved pursuant to Section 970.5 of the Streets and Highway Code. Street names and changes in street names for private road easements shall be reviewed and approved by the planning director in consultation with the county 911 system coordinator. The planning director may initiate a change in officially recognized street names. Street name identification signs shall only be permitted for approved street names and shall be constructed and installed as specified in the Kern County Development Standards.

12.36.100 - Street address requests.

Street addresses conforming to the provisions of this chapter shall be assigned by the county planning department upon request of a county official or the person owning, controlling, occupying or using any house, mobilehome, store or other habitable building situated on any officially named public way, easement or place by written notice and in such form as shall be approved by the planning director. Requests to address accessory buildings, pursuant to Section 12.36.070(A), shall require written justification from the applicant and approval by the planning director. Complete and accurate records of street addresses and street names issued and assigned shall be kept in a method and place approved by the planning director. Street address and street naming systems and records of the same shall be made available to the public and various governmental entities and utilities in a manner which promotes the purpose and intent of this chapter.

12.36.110 - Conflict.

No department, official or public employee shall issue any number or street name which is in conflict with the provisions of this chapter or use or allow to be used any such conflicting number or name on any permit, license or other public record without first having requested and obtained in writing approval of the same from the planning director. Except as specifically authorized by the planning director, no building permit, discretionary permit or business license shall be issued by the sheriffs department, planning department or building official for property which is in violation of the provisions of this chapter until such time as verification has been submitted from the property owner that the violation has been abated.
