12.24.010 - Definitions.¶
For the purpose of this chapter, the following words and phrases are defined and shall be construed as hereinafter set forth, unless it shall be apparent from the context that they have a different meaning:
A. "Boulevard" means a county street or highway which is defined as a "through" highway under Section 600 of the Vehicle Code.
B. "Intersection" means an intersection, as defined under Section 365 of the Vehicle Code.
C. "Vehicle" means a vehicle, as defined by Section 670 of the Vehicle Code.

12.24.020 - Designated.¶
Pursuant to the provisions of Section 21354 of the Vehicle Code, all of the streets or highways of the county which are designated as primary or secondary roads or highways on the Master Highway Plan of the county are designated and declared to be the boulevards of the county. In addition thereto the board of supervisors of the county may from time to time by ordinance declare and designate other streets or highways of the county as boulevards.

12.24.030 - Stop intersections—Designation—Marking.¶
A. Pursuant to the provisions of Section 21354 of the Vehicle Code, the board of supervisors may from time to time by ordinance designate any intersection under its exclusive jurisdiction as a stop intersection, and it may order the director of roads of the county to erect stop signs at one (1) or more entrances thereto.
B. Notwithstanding any other provision in this section to the contrary, the director of roads of the county, after taking into consideration sound, basic and standard engineering and traffic safety practices, may erect stop signs at one (1) or more entrances of any intersection under the exclusive jurisdiction of the county if he determines such stop signs are necessary in order to protect the traveling public.
C. As to any intersection of two (2) or more boulevards, the director of roads, after taking into consideration sound, basic and standard engineering and traffic safety practices, shall determine whether or not any stop signs are necessary, and if he determines that stop signs are necessary, he shall erect such stop signs at one (1) or more entrances thereto as he determines proper to protect the traveling public.

12.24.040 - Stop intersections—Location.¶
Pursuant to the provisions of Section 21354 of the Vehicle Code, and pursuant to Section 12.24.030 of this chapter, the following intersections are declared to be stop intersections and the director of roads for the county shall erect stop signs at one (1) or more entrances thereto, as hereinafter more particularly set forth for each such intersection:
- Washington Avenue. On Washington Avenue at the intersection of Washington Avenue and Potomac Street, stopping northbound and southbound traffic.

12.24.050 - Stop signs.¶
The director of roads of the county is authorized to place and maintain, or cause to be placed or maintained, appropriate stop signs upon each and every street or road intersecting a boulevard, at or near the property line of said boulevard. All stop signs erected under the provisions of this section, with the exception of stop signs which were erected prior to January 1, 1957, shall conform with the provisions of Section 21400 of the Vehicle Code. All stop signs erected prior to January 1, 1957, shall conform either to the requirements of said Section 21400 or to the statutory requirements in effect at the time that the said signs were erected.

12.24.060 - Observing signs.¶
Every operator of a vehicle traversing any street or road intersecting any boulevard and which street or road at the intersection has been signed or marked as required by this chapter shall stop such vehicle at the place where such street or road meets the prolongation of the nearest property line of the boulevard before entering such boulevard.
