Kern County Municipal Code Art. I Parking Regulations

No person shall park or leave standing any vehicle in a space or area designated for the exclusive use of handicapped persons unless such vehicle displays a distinguishing license plate or a placard issued pursuant to Section 22511.5 of the Vehicle Code.

A designated space includes the adjacent area painted in a cross-hatched design which is used to facilitate entering and exiting a vehicle parked in the designated space.

The road commissioner shall cause placement and maintenance of appropriate signs giving notice of the regulations provided herein.

A. Parking spaces for the exclusive use of handicapped persons are established on streets in the unincorporated area of the county at the locations described in this article.

B. Parking spaces for the exclusive use of handicapped persons' vehicles and veterans' vehicles which display distinguishing license plates or placards (issued pursuant to Sections 22511.5 or 9105 of the Vehicle Code) shall be indicated by blue paint on the curb or edge of the paved portion of the street adjacent to the reserved space. In addition to blue paint, the reserved space shall also be indicated by a sign consisting of a profile view of a wheelchair with occupant in white on a blue background posted immediately adjacent to and visible from each blue curb space at a height of eighty (80) inches from the curb.

The provisions and requirements of Title 24, California Administrative Code relating to parking spaces or facilities for handicapped persons shall be applicable in the unincorporated area of the county of Kern and applicable to all parking facilities owned, operated, or controlled by the county of Kern.

The handicapped persons' parking space restrictions set forth in this chapter shall be in force and operative twenty-four (24) hours every day, holidays included, subject only to temporary parking and emergency parking prohibitions which may be established by the county.

Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons pursuant to Section 22511.5 of the Vehicle Code which are parked in any county owned, operated, or controlled parking facility in violation of Section 10.24.030, may be towed away at the owner's expense to the nearest public garage provided that such facility has been posted in accordance with the requirements of Vehicle Code Section 22511.8.

Violation of Section 10.24.010 shall be an infraction punishable by a fine of not less than two hundred fifty dollars ($250.00) or as otherwise provided for by state law.
