10.20.010 - Definitions.

For the purpose of this article the following words and phrases are defined and shall be construed as hereinafter set forth, unless it is apparent from the context that they have a different meaning:

A. "Board" means the board of supervisors of the county of Kern.

B. "Director" means the director of roads of the county of Kern.

C. "Department" means the state of California, Department of Public Works, Division of Highways.

D. "State highway" means any highway of the state of California under the control and supervision of the department.

10.20.020 - No-stopping, no-standing and no-parking zones on state highways—Established.

Pursuant to the provisions of Section 22507 of the California Vehicle Code, local authorities may, after obtaining approval from the Department of Transportation, adopt an ordinance restricting the stopping, standing, or parking of vehicles on a state highway in their respective jurisdictions. According to this provision, the following zones are hereby established.

10.20.025 - Seventy-two-hour parking limitation on state highways.

Pursuant to the provisions of Section 22506 of the Vehicle Code, and in accordance with the approval of the State Department of Transportation of the State of California, which approval is on file with the clerk of the board of supervisors, from and after the 15th day of August, 1955, in the absence of a stricter limitation, it is unlawful for any person to park or leave standing any automobile, truck, or other vehicle, as defined in the Vehicle Code of the State of California, upon any state highway within the unincorporated area of the County for a period of seventy-two (72) or more consecutive hours. This section shall be inoperative and shall be of no force or effect at the expiration of six (6) months after the receipt by the board of supervisors of the county of written notice from the State Department of Transportation of the State of California of the withdrawal of its approval.

10.20.030 - No-stopping zones near the city of Bakersfield.

  1. No-stopping zone along the south side of State Highway 119 beginning fifty-one (51) feet west of the west gutter line of Compagnoni Street, thence westerly for a distance of six hundred fifteen (615) feet.

  2. No-stopping zone along the south side of State Highway 119 beginning fifty-one (51) feet east of the east gutter line of Compagnoni Street, thence easterly for a distance of one hundred seventy-three (173) feet.

10.20.050 - Signs and markings.

It is the duty and responsibility of the director to place and maintain, or cause to be placed and maintained signs of lettering declaring and indicating the foregoing regulations prescribed in this article. It is also the duty of the director to cause the passenger loading zones herein created to be painted as provided by Section 21458 of the Vehicle Code.
