10.28.010 - Purpose.

Pursuant to Section 22519 of the Vehicle Code, the board of supervisors of the county of Imperial intends to regulate the parking of vehicles on off-street parking facilities owned or operated by the county.

10.28.020 - Regulations.

The stopping, parking or leaving standing of a vehicle on any county-owned or operated parking facility is prohibited as follows:

A. In areas designated for "Official County Cars Only" unless the vehicle is county-owned;

B. In areas marked "No Parking" or for beyond the maximum time allowed in areas where parking is limited to a specified time;

C. In areas designated as a "Loading Zone" unless the vehicle is being utilized for the loading or unloading of passengers or materials;

D. In areas designed for "Emergency Vehicle Parking" unless the vehicle is an emergency vehicle as defined by the law;

E. Where the stopping, standing or parking of the vehicle blocks or retards ingress or egress to a parking facility or is otherwise prohibited by law;

F. In areas designated for members of the board of supervisors, as approved by the board of supervisors;

G. In any area designated for the "County Employee of the Month" unless the vehicle is owned or was driven by the person granted the award of "County Employee of the Month" and such parked vehicle displays prominently from its dashboard the official insignia given to the county employee of the month for display while parked in the designated area.

10.28.030 - Official business.

County parking facilities shall be used in connection with county business only.

10.28.040 - Posting.

The county shall cause to be posted visible and legible signs giving notice of the restrictions applicable to each parking lot, zone or area. Additionally, signs shall indicate that vehicles parked in violation of restrictions may be removed as hereinafter provided.

10.28.050 - Enforcement officer.

The director of county property services is authorized to make arrests without a warrant for violations of this chapter, pursuant to Penal Code Section 836.5, and to issue notices of violation. Whenever a notice of violation or notice to appear has been issued pursuant hereto, a duplicate copy shall be filed with the superior court.

10.28.060 - Posting of bail.

Whenever a citation or warrant to appear is issued by the justice court, the amount fixed as bail for the violation may be deposited or mailed to the court as authorized by law.

10.28.070 - Removal of illegally parked vehicles.

Vehicles stopped, parked or standing in violation of Section 10.28.020 of this chapter may be removed from the property to the nearest public garage pursuant to Article 1, Chapter 10, Division 11, of the Vehicle Code.

10.28.080 - Removal of abandoned vehicles.

Abandoned vehicles shall be removed from county parking lots or facilities; provided, however, where an abandoned vehicle has a value of less than two hundred dollars ($200.00), it may be removed and abated as a nuisance pursuant to the Vehicle Code.

10.28.090 - Officer designated for removal.

The director of county property services is designated and authorized, pursuant to Vehicle Code Section 22669, to perform duties, relating to the removal of abandoned vehicles. In causing the removal of any illegally parked or abandoned vehicle, the director of county property services shall comply with the notice requirements of Sections 22852 and 22853 of the Vehicle Code.

10.28.100 - Violations—Penalties.

Any person violating a provision of this chapter shall be deemed to have committed an infraction and upon conviction thereof shall be fined in an amount and in the manner provided for in Section 42001 of the Vehicle Code. A person is guilty of a separate infraction for each and every day during which any violation of this ordinance is committed or continued.
