10.12.010 - Authority.¶
Pursuant to Section 2006 of the Streets and Highways Code of the state of California the board of supervisors for the county of Imperial has appointed a county road commissioner. Pursuant to the provisions of Section 2.44.010, the board of supervisors has appointed the director of public works as the county road commissioner. The county road commissioner shall have all powers granted to the county in Article 6, Chapter 5 of Division 15 commencing with Section 35780 of the Vehicle Code of the state of California, and such additional powers as provided for by the board of supervisors of the county of Imperial.
The county road commissioner shall further have the power and authority to promulgate rules and regulations governing movements and operations made under permits, both annual and individual, issued by him or her pursuant to this chapter.

10.12.020 - Scope.¶
It is unlawful to operate and move vehicles and loads upon county highways that are not in compliance with requirements contained in the Vehicle Code of the state of California. Provided, however, the county road commissioner may, upon application in writing, authorize the operation and moving of vehicles and loads upon county highways in variance with such requirements.

10.12.030 - Permits.¶
Special permits requested pursuant to Section 10.12.020 of this chapter shall be categorized as follows:
A. Annual carryall (lift carrier) transportation permits;
B. Annual transportation permits: permits for vehicles of loads over legal limits;
C. Individual trip transportation permits: permits for extra legal vehicles or loads the movement of which requires a trip of short duration.
In addition to the permits hereinbefore categorized, the county road commissioner shall have the power and authority to issue annual permits for periods up to twelve (12) months for the "GREEN" and "PURPLE" weight classifications as established by the State Department of Transportation.
The road commissioner shall use the Department of Transportation standard application form and a standard permit form, modified by commissioner as necessary, for the application for, and the issuance of, all permits for overweight vehicles and loads. The standard permit form may be used as the standard application form. The application for a permit shall specifically describe the vehicle and load to be operated or moved and the particular highways over which permit to operate is requested, and whether the permit is requested for a single trip or for continuous operation.

10.12.040 - Permit fees.¶
Application for issuance of a permit required pursuant to Section 10.12.020 of this chapter shall be accompanied by a fee payable to the county road commissioner, as follows:
