Fifty Miles per Hour (80 km/h) Speed Limit. Speed Limits Near Schools. 422-1. Alteration of Speed Limits. The prima facie speed limits set forth herein are based upon recommendations which have been made by the Director of Public Works who has made engineering and traffic surveys of the portions of County roads in question. The Board of Supervisors hereby determines, upon the basis of such recommendations and engineering and traffic surveys, that the speed limit of fifty-five (55) miles per hour (90 km/h) is more than reasonable or safe upon the portions of County roads referred to herein, and the prima facie speed limits which have been fixed by this chapter are hereby found to be the most appropriate to facilitate the orderly movement of traffic and to be reasonable and safe. (Ord. 2351, § 9, 12/6/2005) All units of measurement are cited in standard and metric terms pursuant to § 21351.3 of the Vehicle Code of California. Any amendment to this chapter shall be effective thirty (30) days after its enactment and when appropriate signs giving notice of the prima facie speed limit thereby determined and declared have been erected upon said County roads.

422-2. Penalties. Pursuant to § 42001 of the Vehicle Code of the State of California, it shall be unlawful and an infraction for any person to drive a vehicle upon the portions of County roads referred to in this chapter at a speed in excess of the prima facie speed limits prescribed herein. Every person convicted of such infraction shall be punished upon a first conviction by a fine not exceeding One Hundred Dollars ($100.00); for a second conviction within a period of one (1) year by a fine of not exceeding Two Hundred Dollars ($200.00); and for a third or any subsequent conviction within the said period of one (1) year by a fine of not exceeding Two Hundred Fifty Dollars ($250.00). The speed limit for the highways or portions thereof designated as follows is determined and declared to be five (5) miles per hour (ten (10) km/h): (Ord. 2351, § 9, 12/06/2005) (1) Bridge No. 4C-180 (Viaduct Bridge). Pursuant to Vehicle Code §§ 21109 and 22403, the prima facie speed limit for Viaduct Bridge (County Bridge No. 4C-180) on Ishi Pishi Road (County Road No. 9R100) is hereby determined and declared to be five (5) miles per hour (ten (10) km/h) for all buses, motor trucks and truck tractors. (2) Bridge No. 4C-48 (Zanes Road Covered Bridge). Pursuant to Vehicle Code §§ 21109 and 22403, the prima facie speed limit for Zanes Road Covered Bridge (County Bridge No. 4C-48) on Zanes Road (County Road No. 3J280) from Post Mile 0.087 to Post Mile 0.114 (P.K. 0.140 to P.K. 0.183) is hereby determined and declared to be five (5) miles per hour. (3) Bridge No. 4C-47 (Elk River Bridge). Pursuant to Vehicle Code §§ 21109 and 22403, the prima facie speed limit for Elk River Bridge, also known as the Berta Road Covered Bridge (County Bridge No. 4C-47), on Berta Road (County Road No. 3J260) from Post Mile 0.140 to Post Mile 0.166 (P.K. 0.225 to P.K. 0.267) is hereby determined and declared to be five (5) miles per hour. The speed limit for the highway or portions thereof designated as follows is determined and declared to be ten (10) miles per hour (15 km/h): (1) Bridge No. 4C-174. Pursuant to Vehicle Code §§ 22403 and 22404, the prima facie limit for Bridge No. 4C-174, which bridge crosses the Mattole River on the Ettersburg-Honeydew Road (County Road No. 5B010), is hereby determined and declared to be ten (10) miles per hour (15 km/h) for all buses, motor trucks, semi-trailers and trailers. 422-5. Fifteen Miles per Hour (25 km/h) Speed Limit. The speed limit for the highway or portions thereof designated as follows is determined and declared to be fifteen (15) miles per hour (25 km/h): (1) Bridge No. 4C-29. Pursuant to Vehicle Code §§ 22403 and 22404, the prima facie speed limit for Bridge No. 4C029 (Salt River Bridge), which bridge crosses the Salt River on Fulmore Road (County Road No. 2H040), is hereby determined and declared to be fifteen (15) miles per hour (25 km/h) for all vehicles. (1.1) Johnson Road (County Road No. 4G060) from Post Mile 0.034 to Post Mile 0.306 (P.K. 0.054 to P.K. 0.492) is hereby determined and declared to be fifteen (15) miles per hour when children are present. (2) Machi Road (County Road 4A032). Pursuant to Vehicle Code § 22358.3, the prima facie speed limit for Machi Road is hereby determined and declared to be fifteen (15) miles per hour (25 km/h) for all vehicles. (a) A 15 miles per hour prima facie limit in a residential district, on a county roadway with a posted speed limit of 30 miles per hour or slower, when approaching, at a distance of less than 500 feet from, or passing, a school building or the grounds of a school building, contiguous to a county roadway and posted with a school warning sign that indicates a speed limit of 15 miles per hour, while children are going to or leaving the school, either during school hours or during the noon recess period. The prima facie limit shall also apply when approaching, at a distance of less than 500 feet from, or passing, school grounds that are not separated from the county roadway by a fence, gate, or other physical barrier while the grounds are in use by children and the county roadway is posted with a school warning sign that indicates a speed limit of 15 miles per hour.
