Any person violating any of the provisions of this chapter shall be guilty of an infraction pursuant to § 42001 of the Vehicle Code of the State of California. Every person convicted of such infraction shall be punished upon a first conviction by a fine not exceeding One Hundred Dollars ($100.00) and for a second conviction within a period of one (1) year by a fine of not exceeding Two Hundred Dollars ($200.00), and for a third or any subsequent conviction within said period of one year by a fine of not exceeding Two Hundred Fifty Dollars ($250.00).
