2.06.010 - Office of city manager.¶
There is established the office of city manager in and for the town of Hillsborough. The city manager shall be appointed by the city council and shall hold office during the pleasure of the city council.

2.06.020 - Powers.¶
Subject to the direction of the city council, the city manager shall be the administrative head of the town government, with general powers to act as such. In addition to such general powers, and not as a limitation thereon, it shall be the duty of the city manager and he or she shall have power:
A. To see that all ordinances and regulations of the town are enforced;
B. To exercise control over all departments of the town government and to direct the work and duties of all subordinate officers (it being noted that the city attorney is not a subordinate officer);
C. To employ and dismiss all employees and all subordinate officers, including, without limitation, the authority under California Government Code Section 36510 to appoint the city clerk and the city treasurer (known as the director of finance), and to transfer employees from one department to another, except as otherwise provided by law or this chapter;
D. To attend all meetings of the city council unless excused therefrom by the mayor;
E. To keep the city council fully advised as to the affairs of the town and to recommend for adoption such measures as he or she may deem necessary or expedient;
F. To have general supervision over all public buildings, public parks, and other public property;
G. To perform such other duties as the city council may direct, by ordinance, resolution, or otherwise.

2.06.030 - Compensation.¶
The city manager shall receive such compensation as the city council shall from time to time determine; such compensation shall be in full for all services rendered. The city manager shall also be reimbursed for and shall be allowed traveling expenses when absent from the town on business pertaining to the office of city manager, upon completion of an itemized claim.

2.06.040 - Assistant city manager.¶
During any time when the city manager is unavailable or otherwise unable to act, as determined by the mayor or at his/her election by the city council, the assistant city manager shall be vested with the powers of the city manager unless otherwise restricted by resolution of the city council.
