2.04.010 - Regular meetings.¶
A. Subject to subsection E of this section, the regular meeting of the city council shall be held on the second Monday of each month, unless such Monday falls on a holiday, i.e., on a day on which the city clerk's office is closed, in which case the regular meeting shall be held on the Tuesday immediately following the second Monday.
B. Subject to subsection E of this section, in the event that a second regular meeting of the city council is required in any given month, that meeting shall be held on the fourth Monday of the month, or if that Monday is a holiday, on the Tuesday immediately following the fourth Monday. (February 28th is the only date that could be a fourth Monday without having the day following be in the same month. However, since February 28th is not a holiday, such fact will cause no problem.)
C. Subject to subsection E of this section, each regular meeting of the city council shall be held at the building known as "Hillsborough Town Hall" (also known as "Hillsborough Community Center"), situated on the corner of EL Camino Real and Floribunda Avenue, and known as 1600 Floribunda Avenue, Hillsborough, California.
D. Subject to subsection E of this section, the city council shall commence its regular meetings at six o'clock p.m. The city council's regular six o'clock p.m. start time can be modified by the city manager, with the concurrence of the mayor or other presiding officer, to commence earlier depending upon the volume of business for the city council to consider at any given meeting. The city clerk shall provide written notice of the adjusted start time consistent with Ralph M. Brown Act. The city council's intention is to make use of an earlier start time for closed sessions, study sessions, joint meetings, ceremonial type events or any other city council purpose.
E. If good reason exists, in the judgment of the mayor or the city manager, to change the date (within the same calendar month), time, and/or place (within the town) of any regular meeting of the city council, the meeting may be so changed, and notice of such change and of the new date, time, and/or place of the meeting shall be posted on the three official bulletin boards of the town. Such notice shall be posted, in the case of the regular meeting of the city council described in subsection A of this section, by the end of the calendar month preceding the month in which such meeting is to be held, but in all events at least seven days before such meeting; and in the case of the second regular meeting described in subsection B of this section, notice shall be posted at least seven days prior to the date on which the second regular meeting is to be held, but in all events, by the third Monday of the month.

2.04.020 - Study sessions.¶
A study session of the city council may be held from time to time as part of a regular or special meeting agenda published in accordance with the Ralph M. Brown Act (Govt. Code Sections 54950 et seq.). However, no action shall be taken at any study session. The purpose of a study session shall be informational only.

2.04.030 - Mayor's and vice mayor's term.¶
Each year the city council shall select one of its members to serve as mayor and another to serve as vice mayor. The council members so selected shall take office at the first regular meeting of the city council held in December (that being the month following the month in which the election for city council members is held) and shall serve until the first regular meeting of the city council held in December of the following year.

2.04.040 - Mayor pro tempore.¶
In the event that neither the mayor nor the vice mayor is available to conduct a meeting of the city council or perform the ceremonial duties of mayor at a social or public function, that city council member present at the meeting or function who has the greatest number of years, months, and days served on the city council (whether consecutive or not) shall be mayor pro tempore for purposes of conducting such meeting or performing such ceremonial duties. In the event that two or more council members present have the same longest period of service, the one of them who was most recently mayor shall be mayor pro tempore. In the event that neither of the foregoing provisions decides the question, the tie shall be broken by lot.
