17.10.010 Primary districts—Designated. ¶

In order to carry out the purpose and provisions of this title, the city is divided into the following designated primary districts:
A. R-1, single-family residence district;
B. R-2, two-family residence district;
C. R-T, townhouse residence district;
D. R-3, medium density residence district;
E. R-4, high density residence district;
F. C-O, commercial-office district;
G. C-1, neighborhood business district;
H. C-2, general business district;
I. C-M, commercial mix district;
J. M-1, light manufacturing district;
K. PF, public facilities district;
L. OSC, open space-conservation district. (Ord. 38 § 1 (part), 1972: prior code § 10-403.010)
17.10.020 Combining districts—Designated. ¶
In addition to the primary districts, the following combining districts may be used in combination to modify the primary zoning where special circumstances in the nature of the property or proposed development exist:
A. PD, planned development;
B. X, future development;

17.10.030 District regulations generally. ¶
Except as otherwise provided in this title, no structure shall be erected, reconstructed, enlarged, altered or moved, nor shall any building or land be used, except as hereinafter specifically provided and allowed in the districts in which such structure and land are located.
The districting regulations are as set forth in Chapters 17.12 through 17.40. (Ord. 38 § 1 (part), 1972: prior code § 10-404 (part))
17.10.040 Combining districts—Regulations generally. ¶
The combining districts designated in Chapters 17.36 through 17.40 shall be used only in connection with one of the previously-established primary zoning districts. (Ord. 38 § 1 (part), 1972: prior code § 10-405 (part))

The use of land for commercial cannabis activity, including any commercial cannabis activity requiring a license under Business and Professions Code Division 10, as may be amended from time to time, is prohibited in all zoning districts within the city; cannabis testing laboratories may be permitted in accordance with Chapters 17.28 and 17.30.
