15.08.010 - Unlawful storage.

It is unlawful for any person, firm, company, or corporation to keep or store, or to permit the keeping or storing of, within any building or upon any premises, street or place in the city, any gasoline, benzine, naptha, crude petroleum, or products of petroleum, or hydrocarbon liquid which will flash or emit an inflammable vapor at a temperature below one hundred ten degrees Fahrenheit, in quantities of more than one gallon, without the written permission of the city council.

15.08.020 - Permits to keep gasoline, etc.

All applicants for permission to store, keep on hand or use more than one gallon of any of the hydrocarbon liquids mentioned in this chapter shall make application for permission so to do in writing. Such application shall state the place where the liquids are to be kept and the amount thereof.

Before taking any action on any application filed with it under this chapter, the city council shall refer the same to the fire marshal for investigation, which officer shall recommend the conditions advisable to be embodied in the resolution granting such privileges to the petitioner.

15.08.030 - Tanks for gasoline, etc.

(a) On written permission of the city council, it is lawful to keep or store any of the hydrocarbon liquids mentioned herein in quantities of more than one gallon in which case the same shall be kept or stored in a tank or tanks coated with tar or other rust-resisting material and after such tank or tanks have been thoroughly tested for leaks; such tanks shall be buried in the ground, the top of same to be at least four feet below the surface, and completely covered with at least four feet of earth; provided, however, it is not necessary for the top of the tank to be more than eighteen inches below the ground if the surface above is covered with four inches of cement concrete and made impervious to all liquids. The tank shall be supplied with proper feed and vent pipes and pump, and each pump with an automatic cut-off. The tank shall be filled through a section of hose or pipe service. Gravity pressure or siphon process for taking oil from the tank, will not be permitted.

(b) All such storage tanks must be constructed of galvanized iron or steel and shall conform to the following schedule:

The provisions of this chapter shall not apply to gasoline or other fuel contained in the fuel tanks or reservoirs of motor vehicles nor to gasoline or other fuel contained within the body of a pump when the amount thereof does not exceed ten gallons in such pump.

All storage tanks shall be located at the place directed by the fire marshal or city council.
