3.44.010 - Purpose of penalty.¶
In order to establish an additional means of collecting outstanding fees and charges billed by the city, a late payment penalty shall be imposed by the director of finance on all accounts receivable where such is not otherwise specified in the Daly City Municipal Code. The late payment penalty will compensate the city for its extra processing and capital costs on delinquent accounts and provide a financial incentive for timely payment.

3.44.020 - Scope of penalty.¶
All city billing statements for fees and charges shall contain a late payment penalty clause. These accounts receivable shall be due and payable within thirty days after the bill is mailed by the city.

3.44.030 - Amount of penalty.¶
A late payment penalty of one and one-half percent per month, or fraction thereof, shall be computed beginning thirty-one days from the billing statement mailing date. The late payment penalty shall be applied every month on the unpaid balance until payment in full occurs.

3.44.040 - Enforcement of penalty.¶
The director of finance shall be authorized to enforce the collection or abatement of a late payment penalty within the provisions of this chapter.
