16.32.010 - Granting of public use easements.

The subdivider shall grant all necessary easements for public utilities, sanitary sewers, drainage purposes, planting strips and/or other public purposes as may be lawfully required by the tentative map, prior to filing a parcel map, or on the final map.

16.32.020 - Utilities—Construction—City approval.

All utilities and public improvements which will be offered to the city for maintenance shall be designed, constructed and installed as approved by the city. Only those materials or methods of construction as approved by the city shall be permitted.

16.32.030 - Utilities—Underground.

All underground utilities, sanitary sewers and storm drains installed in the streets, service roads, alleys or highways shall be constructed prior to the surfacing of such street, service road, alley or highway, subject to the provisions of Section 5.40.220 (G) of this code. Service connections for all underground utilities and sanitary sewers shall be laid to such lengths as will obviate the necessity for disturbing the street or alley improvements when service connections thereto are made. Exceptions to the requirements of this section may be made upon approval of the city engineer where it is neither feasible nor desirable to install such facilities prior to the surfacing of such street, service road, alley or highway.

16.32.040 - Street lights and traffic signs.

The manufacturer, type and materials for all wiring, conduit, street light poles and appurtenances necessary for the completion of the street lighting system shall be approved by the city engineer and installed by the subdivider at his expense. Street traffic signs shall be of a type designed and at a location approved by the city council, or indicated as a requirement of the tentative map.

16.32.050 - Streets, curbs, gutters and sidewalks.

All streets, curbs, gutters and sidewalks shall be designed and constructed as required by the approved Daly City Standard Drawings and Specifications.

16.32.060 - Sewers.

Structures shall be installed as deemed necessary by the city engineer for drainage access and public safety. Such structures shall be placed to grades and shall be in accordance with the approved Daly City Standard Drawings and Specifications.

16.32.070 - Fire alarms.

The design, layout and location of the fire alarm boxes connecting to the city fire alarm system shall be installed by the subdivider at his expense and approved by the city engineer and the chief of the fire department.

16.32.080 - Railroad crossings.

Provisions shall be made for all railroad crossings necessary to provide access to, or transportation within the proposed subdivision, including the preparation of all documents necessary for application to the State Public Utilities Commission for the establishment and improvement of such crossings.

16.32.090 - Grading.

All grading operations, methods and degree of compaction and erosion control shall be in accordance with the requirements of the approved Daly City Standard Drawings and Specifications, and Title 15 of this code.

16.32.100 - Monuments—Location.

A. Permanent monuments shall be set in street areas located so as to define the street lines bounding each block. Due consideration shall be given to visibility of monuments one from another. The monuments shall be set at each street intersection, tangent point, angle point, center of cul-de-sac and at the terminus of dead-end streets. All monument lines will be straight lines between monuments in the center of the street right-of-way, except curves may have point of intersection monuments when the tangent monuments are not visible one from the next. All monument lines shall be entirely within the right-of-way.

B. Monuments will be established in the field to an accuracy of at least one part in ten thousand for distance and two seconds in angle.

C. The property lines will be indicated on the curb by a cross (+) where the property line extended intersects the center of the curb. One line of the cross will be on the lot line extended. The distance from the center of the cross to the property corner will be shown on the "As Built" plans required in Section 16.32.150.

16.32.110 - Monuments—Construction.

Where monuments are set as required by this code and Sections 66441, 66495 to 66498, inclusive, of the Government Code (Subdivision Map Act 1974), they shall be constructed according to the approved Daly City Standard Drawings and Specifications.

16.32.120 - Improvements.

No permanent improvement work shall be commenced until improvement plans have been approved by the city engineer. Three sets of plans and specifications will be submitted for approval. If corrections are required, they will be made and the plans resubmitted. When approved, one set will be returned to the subdivider and shall be available at all times on the construction site. All plans and specifications on the construction site will agree with the "approved" set. Improvements shall be installed to permanent line and grade and to the satisfaction of the city engineer and in accordance with the standard specifications referred to in Section 16.32.160. The minimum improvements which the subdivider normally shall make or agree to make, at the cost of the subdivider, which agreement shall be given prior to the approval of the final subdivision map and accompanied by a faithful performance bond, shall be as follows:

A. Grading, curbs and gutter, paving, drainage and drainage structures necessary for the proper use and drainage of streets, highways and ways;

B. Drainage, taking into consideration the drainage pattern of adjacent improved or unimproved property and treating upstream areas as though fully improved;

C. Street name signs of a type approved by the city;

D. Sidewalks where required;

E. Fire hydrants and a water system with mains of sufficient size and having a sufficient number of outlets to furnish an adequate water supply for each lot or parcel in the subdivision and to provide adequate fire protection, taking into account adjoining property and other portions of the existing system;

F. Sanitary sewer facilities and connections for each lot in accordance with the requirements of the appropriate governmental entity responsible for disposal of sewage;

G. Street lighting facilities;

H. Street trees;

I. Provision shall be made for all railroad crossings necessary to provide access to or circulation within the proposed subdivision, including the preparation of all documents necessary for application to the State Public Utilities Commission for the establishment and improvement of such crossings;

J. Fire alarm system;

K. Cable T.V. system;

L. Any other requirements established by the planning commission.

16.32.130 - Installation of utility facilities.

Services from public utilities where provided and from sanitary sewers shall be made available for each lot in such manner as will obviate the necessity for disturbing the street pavement, gutter, culvert and curb when service connections are made.

16.32.140 - Completion of improvements—"As built" plans.

A completed improvement plan "as built" shall be filed with the city engineer upon completion of the improvements specified in Section 16.32.130. "As built" plans shall be reproducible tracings. Upon receipt and acceptance of an "as built" plan, the city engineer shall recommend formal acceptance by the city council of the improvements.

16.32.150 - "As built" plans—Monument elevations.

Elevation on city datum shall be shown on the "as built" improvement plans for all monuments in the subdivision.

16.32.160 - Standards and specifications—Generally.

There are on file with the city clerk, three copies of the current California Standard Specifications as issued by the Department of Public Works, Division of Highways, and certain Daly City Standard Drawings and Specifications developed by the public works department of the city, and approved by the city council. The standards and specifications on file at the time of the approval of the tentative map by the city council shall be considered current during the life of the tentative map.

16.32.170 - Standards and specifications—Final map.

The adopted Daly City Standard Drawings and Specifications required in connection with a tentative map shall be those standards in existence at the time that the tentative map is approved by the city council and said Daly City Standard Drawings and Specifications shall also be applicable to the final map, so long as the final map conforms to the requirements of the tentative map.

16.32.180 - Standards and specifications—Variances.

If conformity to the standards, as set forth in this title, is not practical, the city engineer may approve a variance from the standards, based upon sufficient technical data and evidence to support the request for said variance.
