16.12.010 - Applicability.¶
The regulations set forth in this chapter and the adopted Daly City Standard Drawings and Specifications shall apply to all division of land lying wholly or in part within the city.

16.12.020 - Conformity to master plan.¶
In all respects, any land division made pursuant to this title shall be considered in relation to the general plan of the city, or any part thereof, or preliminary plans made in anticipation thereof.

16.12.030 - Streets—Public and private.¶
All lots on parcels created by division or redivision of land shall have access to a public street in accordance with the adopted Daly City Standard Drawings and Specifications. When private drives or streets are created to obtain such access, they shall be constructed to the same standards. If the city determines that the most logical development of land requires that lots be created which cannot be served feasibly by a public street, a private street may be approved. The subdivider shall submit a development plan showing the alignment with grade and material specifications of any proposed private street, with topography and means of access to each lot and drainage of the subdivision. Construction of the private street, as approved by the city engineer, shall be completed prior to completion of construction or occupancy of the lots. Public safety vehicles shall have adequate access to all sites prior to starting construction, to the satisfaction of the city engineer.

16.12.040 - Streets—Conformity to master plan—Alignment.¶
The street and highway design shall conform to any master plan of streets and highways approved by the city council and the right-of-way for any street or highway indicated on such master plan shall be dedicated. All streets shall, as far as practicable, be in alignment with existing adjacent streets by continuation of the centerlines thereof or adjustments by curves.

16.12.050 - Streets—Names.¶
All street names shall be approved by the city engineer.

16.12.060 - Streets—Geometric design.¶
A. Street Widths. The minimum street width shall be determined for each section by the planning commission on the advice of the city engineer.
B. Intersections. Streets shall intersect one another at an angle as near to a right angle as is practicable. Where collector streets or arterial streets intersect one another, they shall be preceded by a tangent of not less than one hundred feet.
At all street intersections, the property line at each block corner shall be rounded with a curve having a radius of not less than fifteen feet. When a collector street intersects any street, the property line at the block corner shall be rounded with a curve having a radius of not less than thirty feet. In either case, a greater curve radius may be required if the streets intersect at other than a right angle.
C. Cul-de-Sac Streets. Cul-de-sac streets shall not exceed five hundred feet in length and shall be terminated by a turnaround having a right-of-way radius of not less than forty-five feet.
D. Blocks. Blocks shall not exceed one thousand, eight hundred feet in length unless previous adjacent layout or topographical or traffic conditions justify a variation from this requirement. Large blocks shall be provided adjacent to major city streets in order to reduce the number of intersections. The minimum distance between intersection centerlines shall be a distance of two hundred and fifty feet. Offset intersections shall not be approved unless the offset centerlines are separated by a minimum of one hundred and fifty feet.
E. Private Streets and Drives. When private streets and drives are dedicated for access to serve more than one parcel or lot, the right-of-way width shall be the same as for public streets of the same classification so that future dedication is not prohibited by right-of-way design. Building setback will be according to Title 17 of this code, as though the right-of-way were developed to public street standards. The width of pavement may be less than designated in subsection (A) of this section.

16.12.070 - Streets—Structural design.¶
A. General. Structural design of the street shall conform to current practices of the California Department of Transportation and the adopted Daly City Standards Drawings and Specifications.
B. Sampling, Testing and Design. The developers shall be responsible for the sampling and testing of in-place and/or imported materials and the design based thereon necessary for determination of appropriate thickness of aggregate base and surfacing. Design factors shall include traffic index and "R" value of basement material.

16.12.080 - Lots—Generally.¶
All lots created under this title shall be capable of use as zoned, including all setback, height, lot coverage and other zoning ordinance standards applicable at date of filing of final map or parcel map. A tentative subdivision or parcel map may be filed incorporating zoning sought under amendment to the zoning ordinance, but no final map shall be filed until such amendment has been adopted and incorporated into the zoning ordinance.

16.12.090 - Lots—Size, shape and orientation.¶
The size, shape and orientation of lots shall be appropriate to the type of development contemplated. The following principles and standards shall apply:
A. Minimum area and dimensions of all lots shall conform to the requirements of the zoning ordinance of the city for the district in which the subdivision is located;
B. The side lines for all lots so far as possible shall be at right angles to the front property line, or approximately radial to the center of curvature if such front property line is curved. Topography or other design consideration may alter this requirement in the opinion of the city engineer;
C. No remnants of property shall be left in the subdivision which cannot conform to lot requirements or are not required for a private or public utility purpose;
D. Blocks shall have sufficient width for an ultimate layout of two tiers of lots therein of the size required by the provisions of this chapter or the zoning ordinance, unless the surrounding layout or lines of ownership or topography justify or require a variation from this requirement;
E. Lots without access to a street shall not be permitted;
F. Where a parcel is subdivided into lots of one acre or more, the city may require that the blocks be of such size and shape and be so divided into lots as to provide for the extension and opening of streets and alleys at such intervals as will permit a subsequent division of any parcel;
G. All lots shall drain to the street or to a developed drainage easement.
