10.12.010 - Permit required—Exceptions—Display.

No Person Shall operate a motor-driven, i.e., internal combustion powered, Vehicle on Private Property in the City without the Written Permission of the Owner or his duly authorized agent, save and except Vehicles being driven pursuant to express lawful authority or in the event of an Emergency to save life or Property or prevent injury thereto. The Operator of such a motor Vehicle Must carry such Permit on his Person when so operating a motor Vehicle and display the Permit to a Police Officer or other Person authorized to inquire.

10.12.020 - Muffler required—Modifying prohibited.

Any motor Vehicle operated pursuant to Section 10.12.010 of this chapter Shall be equipped with a standard factory installed muffler or its equivalent as prescribed by and in accordance with the specification of the Vehicle Code of the State. Without limitation upon the foregoing, the muffler Shall not have a cutoff, Bypass or similar device or any baffle plates removed therefrom, nor Shall the muffler be modified in any way so as to increase the Decibel level of the operation of the motor Vehicle from that resulting from standard factory installed equipments.

10.12.030 - Penalty for Violations.

Any Person violating any of the provisions of this chapter is guilty of a misdemeanor, and upon conviction thereof, Shall be punished by a fine not to exceed five hundred dollars, or by imprisonment in the County Jail not exceeding six Months or by both such fine and imprisonment.
