10.04.010 - Adoption.¶
All of the provisions of the Uniform Traffic Ordinance 1960 Edition, adopted by the League of California Cities, except Sections 2 to 2.8 inclusive, Article II; Section 9.1, Article IX; Section 13a, 2 and 3, Article XIII; Sections 14.10a to F inclusive and Sections 16, 16.1, 16.2 and 16.3 of Article XVI, are adopted and made a Part of this chapter.

Three copies of the Uniform Traffic Ordinance are on file for Use and examination by the public in the office of the City Clerk.

10.04.030 - Renumbering articles.¶
Articles renumbered by virtue of the deletion of Article II of the Uniform Traffic Ordinance as numbered in said Ordinance after Article I Shall be changed to number one less than, as Designated e.g., Article III of the Ordinance Shall be renumbered Article II, etc.

10.04.040 - Article I—Modifications.¶
Article I of the Uniform Traffic Ordinance is modified to read as follows:
Section 1.20 Modifications.
In each instance where 9 A.M. is shown, to change the same to 8 A.M. o'clock.
In each instance where 7 A.M. is shown, to change the time to 8 A.M. o'clock.
In each instance in the Uniform Traffic Ordinance where the words "City Traffic Engineer" are Used, there Shall be and is hereby substituted in lieu thereof the Following:
"City Engineer" who Shall be one and the same Person as the duly qualified and Acting City Engineer for the City of Colton.
- In each instance in the Uniform Traffic Ordinance, where the words "Central Traffic District" is Used, the same Shall be deleted and the context of the sentence or paragraph where said expression appears, read to exclude said words and other words having meaning only when applied to that expression.

10.04.050 - Section 2.9 of Article II amended—When Vehicles May be removed from Streets.¶
Article II, subsection (a) of Section 2.9 is amended to read as follows:
Enforcement and Obedience to Traffic Regulations — Section 2.9. When Vehicles May be removed from Streets — Sub Section (a).
Any Vehicle that has been parked or left standing upon a Street or Highway for 72 or more consecutive hours.

10.04.060 - Section 9.1 of Article VIII amended—Stopping, standing or parking—In Parkways—Prohibited.¶
Article VIII, Section 9.1 of the Uniform Traffic Ordinance is amended to read as follows:
Section 9.1. Stopping or Standing in Parkways Prohibited.
No Person Shall Stop, stand, or park a Vehicle within any Parkway, provided, however at the locations hereinafter described 60 degree diagonal parking Shall be allowed between the Street side of the Sidewalk and the gutter lines:
Along the West side of 7th Street from the Curb return to a distance 80 feet north of the center line of "M" Street.
Along the north side of "M" Street from the Curb return to a distance of 120 feet East of the centerline of 8th Street.

10.04.070 - Section 9.2 of Article VIII adopted—Pedestrians to Use crosswalks in Business Districts.¶
There is adopted a section to be numbered 9.2, Article VIII, which section is to be a Part of the Uniform Traffic Ordinance adopted by reference in Section 10.04.010, hereof, to read as follows:
Section 9.2. No Pedestrian Shall cross a roadway other than by a crosswalk, in any Business District.

10.04.075 - Section 9.3 amended by adding subsections (k) through (n)—No parking areas.¶
There is added to Section 9.3 "No Parking" area as follows:
(k) Within fifty feet of an intersection, except passenger cars.
(l) Parking a motor Vehicle, so as to be visible from the public Right-of-Way, is prohibited on the Front Yard or Side Yard of residential Property except as follows: (1) in a garage or Carport, (2) in the Driveway connecting a garage or Carport with the adjacent Street or public Right-of-Way, (3) on Property without Off-Street parking in a garage, Carport or Driveway that is less than thirty-two feet wide and where the residence fronts on a Street, in which case two Vehicles May be parked in or on such a garage, Carport or Driveway, (4) Recreational Vehicles, including motorhomes, pickups with Campers, May be parked in Side Yards.
(m) On private or publicly owned Property without the Permission, express or implied, of the Owner or Person in lawful possession of such Property or in a manner different or for a period of time longer than the Permission which was given.
(n) On Property owned or operated by the City and Designated or set apart for Vehicle parking purposes by Employees of the City without direct or implied consent of the City or its authorized agent.

10.04.080 - Section 9.11(a) of Article VIII amended—Vendors parking near Schools—Prohibitions.¶
Section 9.11(a) of the Uniform Traffic Ordinance is amended to read as follows:
It Shall be unlawful for any Person, firm or corporation to sell items of confectionery, soft drinks, any type of food products or other Personal Property from any moveable or vehicular place of Business within 300 feet of any School in the City during any time when such School is in session or thirty (30) minutes thereafter.

10.04.090 - Section 10 of Article X amended—Stopping, standing or parking—On certain Streets—Prohibited.¶
Article X, Section 10 of the Uniform Traffic Ordinance is amended to read as follows:
Article X, Stopping, Standing or Parking Restricted or Prohibited on Certain Streets.
Section 10. Twenty-four minute parking.
Green Curb marking Shall mean no standing or parking for a period of time longer than 24 minutes at any time, when authorized Signs, Parking Meters or Curb markings have been determined by the City Engineer to be necessary and are in place giving Notice thereof, no Operator of any Vehicle Shall Stop, stand or park said Vehicle adjacent to any such legible Curb marking or Sign or Parking Meter in Violation thereof.

10.04.100 - Section 10.2 of Article X amended—One hour parking.¶
Section 10.2 of Article X of the Uniform Traffic Ordinance, adopted by the City Council on the fifteenth Day of November, 1960 is amended to read as follows:
Section 10.2 One Hour Parking.
When authorized Signs, Parking Meters or Curb markings have been determined by the City Engineer to be necessary and are in place giving Notice thereof, no Operator of any Vehicle Shall Stop, stand or park said Vehicle between the hours of 8 A.M. and 6 P.M. or any shorter interval of time of any Day except Sundays and Holidays for a period of time longer than one hour.

10.04.103 - Section 10.6 of Article X amended—Regulation and authority of Off-Street parking.¶
Article X, Section 10.6 of the Uniform Traffic Ordinance is amended to read as follows:
Section 10.6. Regulation and Authority of Off-Street Parking.
The City Traffic Engineer is authorized to install and maintain Parking Space markings and signage as Shall be Approved by the City Traffic Committee for Off-Street Parking Facilities owned or operated by the City.

10.04.105 - Section 10.9 added to Article X—Parking in residence Districts.¶
Section 10.9, "Stopping, standing or parking restricted or prohibited on certain Streets" is added to Article X as follows:
Section 10.9 Parking in certain zones:
(a) Parking a trailer, or truck tractor with a trailer or semitrailer attached, or a truck with a load capacity of over one ton on a public street or the parking or standing, on any street, or portion thereof, of commercial vehicles having a manufacturer's gross vehicle weight rating of 10,000 pounds or more, including buses and recreational vehicles used for commercial purposes as defined in Section 260 of the California Vehicle Code or non-commercial recreational vehicles, in any nonresidential zone is prohibited.
(b) Parking a trailer, or truck tractor with a trailer or semitrailer attached, or a truck with a load capacity of over one ton on a public street or the parking or standing, on any street, or portion thereof, of commercial vehicles having a manufacturer's gross vehicle weight rating of 10,000 pounds or more, including buses and recreational vehicles used for commercial purposes as defined in Section 260 of the California Vehicle Code or non-commercial recreational vehicles, in a residential zone is prohibited.
(c) Notwithstanding subsection (b), the following shall be permitted in residential zones:
Any vehicle making pickups or deliveries of goods, wares or merchandise from or to any building or structure located on a restricted street, or for the purpose of delivering materials to be used in the actual bona fide repair, alteration, remodeling or construction of any building or structure upon restricted streets for which a building permit has been previously obtained.
Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.
Any vehicle owned by the City, County or State or a licensed contractor on their behalf, engaged in the installation, maintenance or repair of any public property, utility or highway.
Any authorized emergency vehicle as defined by the California Vehicle Code.
(d) For purposes of this section, a commercial vehicle is defined as in Section 260 of the California Vehicle Code as a "motor vehicle of a type required to be registered under the vehicle code used or maintained for the transportation of persons for hire, compensation, or profit or designed, used, or maintained primarily for the transportation of property." Section 260 further provides "passenger vehicles and house cars that are not used for the transportation of persons for hire, compensation, or profit are not a commercial vehicle." Moreover, Section 260 provides "any vanpool vehicle is not a commercial vehicle."
(e) For purposes of this section, non-commercial recreational vehicles shall be defined as a motorhome, travel trailer, truck camper, camping trailer, or other vehicle or trailer, with or without motive power, designed or altered for human habitation for recreational, emergency, or other human occupancy. "Recreational vehicle" specifically includes, but is not limited to: a "recreational vehicle" as defined by California Health and Safety Code Section 18010; a "truck camper" as defined by Health and Safety Code Section 18013.4; a "camp trailer" as defined in California Vehicle Code Section 242; a "camper" as defined in California Vehicle Code Section 243; a "fifth-wheel travel trailer" as defined in California Vehicle Code Section 324; a "house car" as defined by California Vehicle Code Section 362; a "trailer coach" as defined in California Vehicle Code Section 635; a van camper; or a van conversion.

10.04.107 - Section 12.3 of Article XII amended—Truck routes.¶
Article XII, Section 12.3 of the Uniform Traffic Ordinance is amended to read as follows:
(a) Whenever any Ordinance of this City Designates and describes any Street or portion thereof as a Street the Use of which is Permitted by any Vehicle exceeding a maximum Gross Weight limit of three (3) tons, the City Engineer is hereby authorized to Designate by appropriate Signs, either the Streets affected by the Ordinance or the Streets not affected, as the City Engineer determines will best serve to give Notice of the truck routes Designated by the Ordinance.
(b) When any such truck route or routes are established and Designated by appropriate Signs, the Operator of any Vehicle exceeding a maximum Gross Weight limit of three (3) tons Shall drive on such route or routes and none other except that nothing in this section Shall prohibit the Operator of any Vehicle exceeding a maximum Gross Weight of three (3) tons coming from a "Truck Route" having ingress and egress by direct route to and from restricted Streets when necessary for the purpose of making pickups or deliveries of Goods, wares and merchandise from or to any Building or Structure located on such restricted Streets or for the purpose of delivering Materials to be Used in the Actual and bona fide repair, Alteration remodeling or construction of any Building or Structure upon such restricted Streets for which a Building Permit has previously been obtained therefore.
(c) The provisions of this section Shall not apply to (1) passenger buses under the jurisdiction of the Public Utilities Commission, or to (2) any Vehicle owned by a public Utility while necessarily in Use in the construction, installation or repair of any public Utility.
(d) Those Streets and Parts of Streets established by Ordinance of the City Council are hereby declared to be truck routes for the movement of Vehicles exceeding a maximum Gross Weight of three (3) tons.

10.04.109 - Section 12.4 of Article XII amended—Commercial Vehicles prohibited from using certain Streets.¶
Article XII, Section 12.4 of the Uniform Traffic Ordinance is amended to read as follows:
Section 12.4 Commercial Vehicles prohibited from suing certain Streets.
(a) Whenever any Ordinance of this City Designates and describes any Street or portion thereof as a Street the Use of which is Permitted by any commercial Vehicle, the City Engineer is hereby authorized to Designate by appropriate Signs, either the Streets affected by the Ordinance or the Streets not affected, as the City Engineer determines will best serve to give Notice of the Ordinance.
(b) Those Streets and Parts of Streets established by Ordinance of the City Council are hereby declared to be Streets, the Use of which is prohibited by any commercial Vehicle. The provisions of this section Shall not apply to passenger buses under the jurisdiction of the Public Utilities Commission.
(c) Establishing valid posted combination of RS-2 and R20D-1(CA) signs on the following street intersections:
Johnston Avenue at Pennsylvania Avenue, facing westbound traffic
Citrus Street at Pennsylvania Avenue, facing westbound traffic
Laurel Street at Pennsylvania Avenue, facing westbound traffic

10.04.110 - Section 14.0 of Article XIII adopted—Parking Meter Zones.¶
There is adopted a section numbered 14.0, Article XIII, which is to be a Part of the Uniform Traffic Ordinance adopted by reference in Section 10.04.010 hereof, the section to read as follows:
Section 14.0 Parking Meter Zones.
Parking Meter Zones are those Streets or Parking areas established by Resolution of the Council as Zones within which the parking of Vehicles Shall be controlled, regulated and inspected with the aid of Parking Meters.

10.04.120 - Section 14.11(a) of Article XIII adopted—Parking Meter moneys disposition.¶
There is adopted a section to be numbered 14.11(a), Article XIII.
Section 14.11a Use of Money Deposited in Parking Meters.
All moneys collected from Parking Meters in this City Shall be placed in the General Fund of the City of Colton.

10.04.130 - Section 16.1 of Article XV adopted—Speed limits designated.¶
There is adopted a section to be numbered Section 16.a. Article XV.
Section 16.a. Establishing valid posted State Speed Limit in Certain Zones.
It is hereby determined upon the basis of an engineering and traffic investigation that the speed limit permitted by State Law upon the following streets is to remain as established for safe operation of vehicles thereon by reason of the designation and sign-posting of said streets as through highways and or) by reason of widely spaced intersections and it is hereby declared that the prima-facie speed limit shall be as hereinafter set forth on those streets or parts of streets herein designated when signs are erected giving notice thereof:

10.04.140 - Section 16B of Article XV adopted—Regulation of speed by traffic signals.¶
There is adopted a section to be numbered 16B, Article XV.
Section 16B. Regulation of Speed by Traffic Signals.
The City Engineer is authorized to regulate the timing of traffic signals so as to Permit the movement of traffic in an orderly and safe manner at speeds slightly at Variance from the speeds otherwise applicable within the District or at intersections and Shall erect appropriate Signs giving Notice thereof.

10.04.150 - Penalty for Violations.¶
Any Person violating any of the provisions of this chapter is guilty of a misdemeanor and Shall be punished by a fine not exceeding five hundred dollars or by imprisonment for a term not exceeding six Months, or by both such fine and imprisonment.
