10.08.010 - Definitions.¶
The Following words and phrases Used in this chapter have the meanings herein ascribed to them:
A. "Blinker Light" means a light whether colored or uncolored which emits an intermittent light.
B. "Person" means every natural Person, firm, copartnership, association or corporation.
C. "Street" means every Public Street, Alley, lane, Court, place, drive, bridge, viaduct or trestle intended for Use or Used by the general public.

10.08.020 - Erection Permit—Required.¶
No Person Shall erect or maintain or cause or Permit to be erected or maintained any Blinker Light upon or adjacent to any Street within the City, whether on public or Private Property, which emits a light the same as or similar to Highway warning, danger or signal lights and which Blinker Light is so located as to be visible from any Public Street, unless under and in accordance with the terms of a Permit in writing first obtained from the City Council.

10.08.030 - Erection Permit—Exemptions.¶
The provisions of this chapter Shall not apply to advertising Signs upon Private Property consisting of continuous or intermittent lights in the form of illuminated words, letters or figures or portraying any advertising scene, figure or emblem and so constructed, arranged and located as to be clearly distinguishable from a Highway warning, danger or signal light. Nor Shall this chapter apply to any government lighthouse nor to any warning, danger or signal light heretofore or hereafter erected or maintained as required by Law or under orders of any Board or Commission of the State.

10.08.040 - Erection Permit—Application.¶
Any Person desiring to erect or maintain any Blinker Light or lights upon or adjacent to any Street so located as to be visible from any Street Shall first make Application in writing to do so to the City Council, which Application Shall state the proposed location of such light or lights, and a brief description of the proposed light or lights. The City Council Shall consider every such Application, and if it finds that the Blinker Light or lights proposed to be erected will serve as a warning to Persons using the Street and will tend to increase the safety of the traveling public Shall issue a Permit in writing authorizing the erection and maintenance of such Blinker Light or lights. Such Permit Shall be valid until revoked and no charge Shall be made for any such Permit.

10.08.050 - Penalty for Violations.¶
Any Person violating any of the provisions of this chapter is guilty of a misdemeanor and upon conviction Shall be punished by a fine not exceeding one hundred dollars, or by imprisonment in the City or County Jail not exceeding thirty Days or by both such fine and imprisonment.
