8.12.040 - Responsibility of owner or occupant.¶
A. The owner and/or occupant of any premises, business establishment, industry or other property, vacant or occupied, shall be responsible for the safe and sanitary storage of all solid waste generated and/or accumulated on the property.
B. The property owner or occupant shall store solid waste on his premises or property or shall require it to be stored or handled in such a manner as not to promote the propagation, harborage or attraction of vectors, or the creation of nuisances.

8.12.050 - Waste reduction and diversion.¶
In order to comply with the requirements of state law and to preserve resources, all persons and businesses are encouraged to minimize waste generation and divert recyclable materials from the solid waste stream.

8.12.060 - Designated solid waste storage areas and recycling access areas.¶
As required below, the design of certain buildings and facilities shall include designated areas that provide for proper storage, handling and collection of solid waste and for adequate, convenient and accessible collection and loading of recyclable materials.
A. The requirements of this section shall apply when a building permit is required for:
Any new or expanded commercial or industrial building or public facility;
Any new or expanded residential building having five or more living units; or
Any residential subdivision when solid waste is stored for collection in a location serving five or more units.
B. Solid waste storage and collection areas shall have a paved surface and shall be easily accessible for solid waste collection vehicles. Areas shall be properly designed and sized to accommodate storage containers of sufficient volume to handle the amount of solid waste expected to be generated by the proposed land use.
C. Where feasible, recycling access areas shall be located adjacent to solid waste collection areas. If separate from the solid waste area, the recycling access area shall be no less convenient for use than the solid waste collection area. Recycling areas shall have a paved surface and shall be easily accessible for collection vehicles. Recycling access areas shall be properly designed and sized to accommodate storage containers for the types and volumes of recyclable material expected to be generated by the proposed land use. The size of each recycling access area shall be equal to at least fifty percent of the size of the corresponding solid waste storage and collection area.

8.12.070 - Solid waste collection containers.¶
Property owners and occupants shall deposit all solid waste containing putrescible matter in containers which are nonabsorbent, watertight, vector-resistant, durable, easily cleanable and designed for safe handling with tight-fitting lids. When handled by permitted solid waste haulers and unless otherwise allowed by permitted solid waste haulers handling the container, container size shall be a minimum of ten gallons and a maximum of thirty-two gallons and shall not be loaded so as to exceed sixty pounds, including container weight. Containers for solid waste should be of adequate size and in sufficient numbers to contain, without overflowing, all the solid waste that a household or other establishment generates within the designated removal period and shall be equipped with adequate handles for lifting. Containers shall be maintained in a clean, sound condition, free from putrescible residue.

8.12.080 - Container—Recyclable wastes.¶
Properly prepared recyclable waste may be stored in open containers, provided such storage does not promote the propagation, harborage or attraction of vectors, the creation of nuisances or the generation or accumulation of litter.

8.12.090 - Use of "county" by permitted solid waste hauler forbidden.¶
No permitted solid waste hauler shall use a firm name containing the word "county."

8.12.100 - Container—Tampering by unauthorized person.¶
No person shall tamper with, modify, remove from or deposit solid wastes in any container that has not been provided for his use, without the permission of the container owner.

8.12.110 - Theft of recyclable materials.¶
No person shall remove recyclable materials from containers that have been provided for the specific purpose of collecting recyclable material. This includes bins or bags provided to residents and businesses by permitted solid waste haulers as well as county-approved collection containers installed in public areas and county-approved collection containers provided for the purpose of collecting recyclable material at public events.
