Sec. 17.47. - Application of article.¶
(a) The provisions of this article prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.
(b) The provisions of this article imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the state Vehicle Code, this Code and other ordinances of this city prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

Sec. 17.48. - Stopping or parking in parkways.¶
No person shall stop, stand or park a vehicle within any parkway.

Sec. 17.49. - Parking for consecutive period of one hundred twenty hours—Prohibited.¶
No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any street or alley for more than a consecutive period of one hundred twenty hours.

Sec. 17.50. - Same—Removal.¶
In the event a vehicle is parked or left standing upon a street in the city in excess of a consecutive period of one hundred twenty hours, any member of the police department authorized by the chief of police may remove such vehicle from the street in the manner and subject to the requirements of Chapter 10 of the Vehicle Code of the state.

Sec. 17.51. - Parking for purposes of display or repairs.¶
No person shall park a vehicle upon any roadway for the principal purpose of:
Displaying such vehicle for sale.
Washing, greasing or repairing such vehicle except repairs necessitated by an emergency.

Sec. 17.52. - Parking on left-hand side of roadways.¶
(a) Subject to other and more restricted limitations, a vehicle may be stopped or parked within eighteen inches of the left-hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.
(b) In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
(c) The city traffic engineer is authorized to determine when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof.

Sec. 17.53. - Angle parking—Marks or signs to designate where permitted.¶
(a) Whenever provision of this Code or other ordinance of this city designates and describes any street or portion thereof upon which angle parking shall be permitted, the city traffic engineer shall mark or sign such street indicating the angle at which vehicles shall be parked.

Sec. 17.54. - Same—Method of parking in places where permitted.¶
When signs or markings are in place indicating angle parking as provided by the preceding section, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.

Sec. 17.55. - Same—Where permitted.¶
In accordance with the two preceding sections and when signs or markings are in place giving notice thereof, drivers of vehicles may stand or park a vehicle only as indicated by such marks or signs on the following streets or portions thereof:
(a) Repealed by Ordinance No. 627, § 1.
(b) North Plaza from Main Street on the east to North Imperial Avenue.
(c) South Plaza from Main Street on the east to Main Street on the west.
(d) "G" Street from South Ninth Street to Tenth Street.
(e) On the east side of North Imperial Avenue from "C" Street to "A" Street.
(f) On the west side of North Seventh Street from "E" Street to "D" Street.
(g) Both sides of North Fifth Street from "E" Street to "D" Street.
(h) Angle parking on Ninth Street is hereby prohibited, but parallel parking is permitted.
(i) On the westerly side of North Plaza Street between Main Street and "E" Street.

Sec. 17.56. - Parking adjacent to schools.¶
The city traffic engineer is hereby authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.
When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

Sec. 17.57. - Parking on narrow streets.¶
The city traffic engineer is hereby authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed thirty feet.
When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking.

Sec. 17.58. - Parking prohibited in specified places when signs etc., are erected.¶
The city traffic engineer shall appropriately sign and mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any such places:
At any place within ten feet to a point on the curb immediately opposite the mid-block end of a safety zone except in areas marked for parking.
At any place within fifteen feet of an intersection in the central traffic district or in any business district, except that a bus may stop at a designated bus stop.
Within twenty-five feet of the approach to any traffic signal, boulevard stop sign or official electric flashing device.
At any place where the city traffic engineer determines that it is necessary in order to eliminate unusual traffic hazard.
The east side of Western Avenue in the city.
The south side of Magnolia Street between First Street and Third Street.
On Main Street and First Street as follows:
a. On the north and south sides of Main Street between First Street and Los Flores Drive.
b. On the east and west sides of First Street from the south curb line of Main Street to a point one hundred sixty-five feet to the south.
c. On the south side of Main Street from the east curb line of First Street to a point one hundred ten feet to the east.
d. On the north side of Main Street from the east curb line of First Street to a point two hundred ten feet to the east.
On both sides of North Palm Avenue from Main Street to the alley between Main Street and E Street and on both sides of South Palm Avenue from Main Street to the alley between Main Street and G Street.
Beginning at the east curb line of "A" Street for a distance of three hundred fifty feet.
On the north side and south side of Leonard Street between 10th Street and Adams Street.
Commencing at the northeasterly intersection of South Plaza and South Fifth Street; thence north ;hg;easterly eighty-five feet (inclusive of existing no parking zone).
At any fire lane designated by the fire department in accordance with California Vehicle Code Section 22500.1.
Both the east and west sides of State Route 111 (North 8th Street) between A and B Streets.
The south side of State Route 78 (Main Street) for one hundred fifteen feet west of Highway 111.
Prohibit the stopping, standing and parking of motor vehicles on the east side of Imperial Avenue for thirty-five feet north of "J" Street except on Saturdays and Sundays.
Beginning at the southwestern most curb return of Highway 78/111 and the South Eastern Avenue intersection. Beginning at the point of the curb return of the southwestern most corner of Highway 78/111 (Main). Thence a prolongation along the south side of said curb in a westerly direction for a distance of nine hundred nineteen feet more or less to an end point of the restricted parking zone on the southern curb of state Highway 78/111.
Beginning at the alley before Willard Avenue and Cattle Call Drive at the entrance to Cattle Call Park, and throughout the public park on both sides of Cattle Call Drive, and ending at the intersection of Cattle Call Drive and Willard Avenue.
Beginning at the western end of the curb return of the southwestern corner of Highway 78/111 (Main Street) and South Eastern Avenue intersection. Thence in an easterly direction along the south side curb of Highway 78/111 (Main Street) for a distance of one thousand three hundred forty feet to the west property line of 1624 Main Street, thence in an easterly direction forty-five feet to a point where a seventy-foot long restricted parking zone begins in an easterly direction.
Beginning at the southeastern end of the curb return of the 2nd Street and D Street intersection, located in the east curb face of 2nd Street. Thence fifteen feet south following the east curb face to the end of the no parking zone. Said no parking zone curb shall be painted red.
Beginning at the southeastern end of the curb return of the State Highway 86 and Malan Street intersection, located on the east curb face of State Highway 86. Thence northeast following the east curb face to the southeastern end of the curb return of the State Highway 86 and K Street intersection.
Reduction of the no parking zone on "A" Street to a thirty-foot long no parking zone in front of the parks and recreation department office.
Myron D. Witter Elementary School 150 K Street, Brawley, CA 92227.
a. No Parking Zone. Beginning at the southeastern end of the curb return of the 1st Street and K Street intersection, located in the east curb face of 1st Street. Thence fifty-one feet south following the east curb face to the true point of beginning of a designated no parking zone. Thence fifty-five feet south following the east curb face to the end of the no parking zone. Said no parking zone curb shall be painted red, including the entire southeastern curb return.
b. Passenger Loading/Unloading Zone. Beginning at the southeastern end of the curb return of the 1st Street and K Street intersection, located in the east curb face of 1st Street. Thence one hundred seventy feet south following the east curb face to the true point of beginning of a designated passenger loading/unloading zone. Thence seventy feet south following the east curb face to the end of the passenger loading/unloading zone. Said passenger loading/unloading zone curb shall be painted white.
c. No Parking Zone. Beginning at the southeastern end of the curb return of the 1st Street and K Street intersection, located in the south curb face of K Street. Thence one hundred ninety feet east following the south curb face to the true point of beginning of a designated no parking zone. Thence one hundred feet east following the south curb face to the end of the no parking zone. Said no parking zone curb shall be painted red.
d. No Parking Zone. Beginning at the north-eastern end of the curb return of the 1st Street and K Street intersection, located in the north curb face of K Street. Four-way "STOP" at the intersection of J Street and Willard Avenue. Four-way "STOP" at the "T" intersection of H Street and Willard Avenue for northbound traffic. Four-way "STOP" at the intersection of Western Avenue and Jones Street.
No Parking Zone.
a. Beginning at the northeastern end of curb return of the S. El Cerrito Drive and Cattle Call Drive intersection, located on the east curb face of S. El Cerrito Drive. Thence north following the east curb face to the southeastern end of curb return of the S. El Cerrito Drive and Allen Street intersection.
b. Beginning at the southwestern end of curb return of the Cattle Call Drive and Willard Avenue intersection, located on the north and south edge of asphalt of Cattle Call Drive. Thence westerly, southerly, easterly and northerly along the paved surface following the north, south, east and west edge of asphalt to the southwestern end of curb return of the Cattle Call Drive and Willard Avenue intersection.
- No Parking Zone.
Beginning at the intersection of North Rio Vista Avenue and West River Drive, located on the east and west curb face of North Rio Vista Avenue. Thence northerly along North Rio Vista Avenue following the east and west curb face to the intersection with West Jones Street.

Sec. 17.58.1. - Unlawful parking of trailers, mobile homes, recreational vehicles,…¶
(a) Street parking. No person shall park or stand or permit to remain for a longer period than twelve hours on any street or highway or public alley or on a parkway area between curb and sidewalk any of the following vehicles, all as defined in the California Vehicle Code, unless such person has a written authorization from the chief of police or his delegate:
Any trailer (as defined by the California Vehicle Code), whether attached to another vehicle or separate and regardless of the presence or absence of any cargo;
Semitrailer;
Mobile home;
Bus (as defined in the California Vehicle Code);
Any recreational vehicle or temporary recreational vehicle.
"Recreational vehicle" means:
A. "Recreational vehicle." A motor home, slide-in camper, travel trailer, with or without motive power, designed for human habitation for recreational or emergency occupancy.
B. "Camping trailer." A vehicular portable unit mounted on wheels and constructed with collapsible partial sidewalls which fold for towing by another vehicle and unfold at the campsite and designed for human habitation for recreational or emergency occupancy.
C. "Motor home." A vehicular unit built on or permanently attached to a self-propelled motor vehicle chassis, chassis cab or van, which becomes an integral part of the completed vehicle, designed for human habitation for recreational or emergency occupancy.
D. "Slide-in camper." A portable unit, consisting of a roof, floor and sides, designed to be loaded onto and unloaded from the bed of a pickup truck, and designed for human habitation for recreational or emergency occupancy and shall include a truck camper.
E. "Travel trailer." A portable unit, mounted on wheels, of such a size and weight as not to require special highway movement permits when drawn by a motor vehicle and for human habitation for recreational or emergency occupancy.
"Temporary recreational vehicle" means:
Any motor vehicle altered and equipped for sleeping or human habitation.
- Any vehicle which is capable of greater than one thousand five hundred pounds (three-quarter-ton) cargo capacity.
(b) Exceptions. This section shall not apply to commercial vehicles, (established by a current registration with the state Department of (Motor Vehicles), semitrailers or buses when authorized pursuant to a specific provision of chapter 17 of this Code.
(c) Written authorization. The chief of police or his or her designee may issue written authorization for parking in excess of the time limits set forth herein where he or she determines it is consistent with the intent and purpose of this chapter and otherwise meets the requirements of applicable law.
(d) Penalty/remedy for violation. In addition to any other remedy provided for by law, vehicles parked in violation of this ordinance may be towed in accordance with California Vehicle Code sections 22652.6 and 22669.

Sec. 17.59 - Permits for parking of vendors' vehicles and vehicles transporting…¶
(a) Except as otherwise provided in this section, no person shall stand or park any vehicle, wagon or pushcart from which goods, wares, merchandise, fruits, vegetables or food stuffs are sold, displayed, solicited or offered for sale or bartered or exchanged, or any lunch wagon or eating cart or vehicle on any portion of any street within this city, except that such may stand or park only at the request of a bona fide purchaser or purchasers for a period not to exceed forty-five minutes at any one place. Further, only one such vehicle may stand or park per block between two cross streets on a first-come, first-served basis. The provisions of this subsection shall not apply to persons delivering such articles upon order of, or by agreement with, a customer from a store or other fixed place of business or distribution.
(b) No person shall park or stand on any street any lunch wagon, eating cart or vehicle or pushcart from which tamales, peanuts, popcorn candy or other articles of food are sold or offered for sale without first obtaining a written permit to do so from the legislative body which shall designate the specific location in which such cart shall stand.
(c) No person shall park or stand any vehicle or wagon used or intended to be used for transportation of property or persons for hire on any street while awaiting patronage for such vehicle or wagon without first obtaining a written permit to do so from the city council, which permit shall designate the specific location where such vehicle may stand or park while awaiting patronage.
(d) Whenever any permit is granted under the provisions of this section and a particular location to park or stand is specified therein, no person shall park or stand any vehicle, wagon or pushcart on any location other than as designated in such permit. In the event that the holder of any such permit is convicted in any court of competent jurisdiction for violating any of the provisions of this section, such permit shall be forthwith revoked by the city council upon the filing of the record of such conviction with the city council and no permit shall thereafter be issued to such person until six months have elapsed from the date of such revocation.

Sec. 17.60. - Emergency no parking signs.¶
Whenever the city traffic engineer shall determine that emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the city traffic engineer shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the city traffic engineer shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the city traffic engineer shall cause such signs to be removed promptly thereafter.
When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

Sec. 17.61. - Display of warning devices when commercial vehicle is disabled.¶
Every motor truck having an unloaded weight of four thousand pounds or more, and every truck tractor irrespective of weight when operated upon any street or highway during the time specified in section 618 of the state Vehicle Code shall be equipped with and carry at least two flares or two red lanterns or two warning lights or reflectors, which reflectors shall be of a type approved by the state department of highway patrol. When any vehicle above mentioned or any trailer or semitrailer is disabled upon streets or highways outside of any business or residence district within this city and upon which street or highway there is insufficient street lighting to reveal a vehicle at a distance of two hundred feet during any time mentioned in section 618 of the state Vehicle Code, a warning signal of the character indicated above shall be immediately placed at a distance of approximately one hundred feet in advance of and one hundred feet to the rear of such disabled vehicle by the driver thereof. The warning signals herein mentioned shall be displayed continuously during the times mentioned in section 618 of the state Vehicle Code while such vehicle remains disabled upon such street or highway.

Sec. 17.62. - Curb markings to indicate parking, etc., regulations.¶
The city traffic engineer is hereby authorized, subject to the provisions and limitations of this chapter to place, and when required herein shall place, the following curb markings to indicate parking or standing regulations. Such curb markings shall have the meanings as herein set forth.
Red shall mean no stopping, standing or parking at any time except as permitted by the state Vehicle Code and except that a bus may stop in a red zone marked or signed as a bus zone.
Yellow shall mean no stopping, standing or parking at any time between 7:00 A.M. and 6:00 P.M. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than twenty minutes.
White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three minutes and such restrictions shall apply between 7:00 A.M. and 6:00 P.M. of any day except Sundays and holidays and except as follows:
When such zone is in front of a hotel the restrictions shall apply at all times;
When such zone is in front of a theatre the restrictions shall apply at all times except when such theatre is closed.
- Green shall mean no standing or parking for longer than fifteen minutes at any time between 7:00 A.M. and 6:00 P.M. of any day except Sundays and holidays.

Sec. 17.63. - Parking in violation of preceding section; exception for physician.¶
When the city traffic engineer, as authorized under the provisions of the preceding section, has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb markings in violation of any of the provisions of the preceding section; provided, however, that the provisions of the preceding section relating to green zones shall not apply to a licensed physician whose automobile is parked in such green zone immediately adjacent to such physician's office when such automobile displays an insignia approved by the department of motor vehicles of the state indicating such vehicle to be owned by a licensed physician.

Sec. 17.64. - Parking limitations in business districts—In central traffic district.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle within the central traffic district between the hours of 7:00 A.M. and 6:00 P.M. of any day except Sundays and holidays for a period of time longer than two hours.

Sec. 17.65. - Same—Outside central traffic district.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle within a business district outside of the central traffic district between the hours of 7:00 A.M. and 6:00 P.M. of any day except Sundays and holidays for a period of time longer than one hour.

Sec. 17.66. - Two-hour parking limitation on enumerated streets.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle for a period of time longer than two hours at any time between the hours of 7:00 A.M. and 6:00 P.M. of any day except Sundays and holidays upon any of the following enumerated streets:
Main Street from First Street on the west to Tenth Street.
North Plaza on the east from Main Street to Imperial Avenue.
North Fifth Street from Plaza to "E" Street.
"E" Street from Fifth Street to Eighth Street.
North Sixth Street from main Street to "D" Street.
North Eighth Street from main Street to "D" Street.
South Plaza on the East from Main Street to Imperial Avenue.
South Fifth Street from Plaza to "G" Street.
"G" Street from South Fifth Street to South Eighth Street.
South Eighth Street from Main Street to "G" Street.
South Sixth Street from Main Street to "H" Street.
North Fifth Street from "E" Street to "D" Street.
South Second Street on the west side from "G" Street north one-half block to alley.

Sec. 17.66-1. - Fifteen-minute parking limitation on enumerated streets.¶
(a) Pursuant to the provisions of Section 17.62 of the code of the city of Brawley, California, standing and parking of motor vehicles is limited to fifteen minutes between the hours of 7:00 A.M. and 6:00 P.M. of each day except Saturdays, Sundays and holidays at the following locations:
Beginning at a point twenty-two feet north of the end of the radius of the curb return on the northeast corner of South 8th Street and "G" Street, thence continuing north a distance of sixty feet along the eastern curbline of South 8th Street.
Beginning at the north curb return of South Tenth Street and Leonard Street, thence continuing in a northerly direction along the east curbline of South Tenth Street for a distance of seventy-five feet, said zone to be marked to accommodate three twenty-five-foot parking spaces.
(b) The city traffic engineer shall cause the curb in said area to be painted green along the entire length of such restricted parking area and shall additionally place appropriate signs indicating such restricted parking.

Sec. 17.66-2. - One hour parking limitation on enumerated streets.¶
(a) Pursuant to the provisions of Section 17.62 of this code, standing and parking of motor vehicles is limited to one hour between the hours of 7:00 A.M. and 6:00 P.M. of each day except Saturdays, Sundays, and holidays at the following location:
- Starting at a point which is twenty feet south of the intersection point of the south curbline of B Street extended eastward across no the Imperial Avenue to the Brawley Union High School property; thence northward ninety-five feet along the easterly curb of north Imperial Avenue.

Sec. 17.67. - Limitations on parking at night.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle on any street in the city between the hours of 2:00 A.M. and 5:00 A.M. of any day.

Sec. 17.68. - Parking, etc., in public playgrounds and parks.¶
It is unlawful and is hereby declared a misdemeanor for any person to drive, park or stand a motor vehicle on any public playground or public park in the city except when such vehicle is being used in making necessary and authorized improvements or repairs on such area or the area has been designated and posted as a space for parking vehicles.

Sec. 17.69. - Commercial vehicles parking in central traffic district.¶
No commercial vehicles shall park on any street in the central traffic district for the purpose of loading or unloading except in a "loading zone" indicated by the yellow paint, as provided in section 17.92 of this Code.
