Sec. 19A.1. - Park regulations and guidelines for use.¶
Council may, by ordinance, resolution or other duly constituted action establish regulations and guidelines for the use of parks. Such regulations may address all facets of park use including, but not limited to, hours of operation and closure, deposit requirements, applications for use, insurance and the like. Violation of duly adopted rules shall constitute an infraction punishable as set forth in Section 19A.8.12.

Sec. 19A.2. - Presence deemed entry when.¶
For the purpose of this article, entry on or presence on any road within either of the parks designated in section 19A.1 shall be deemed as an entry or presence within the park, irrespective of whether such person is on foot or in a motor vehicle.

Sec. 19A.3. - Signposting requirements.¶
The city manager shall cause appropriate signs to be place at the public entrances to parks giving notice of the hours during which said parks are open and/or closed and that entry into or presence in the parks during such hours constitutes an infraction.

Sec. 19A.4. - Permits for entry; issuance conditions.¶
The parks and recreation department, through the director or his authorized representative, may issue written permits to persons to enter or be in said parks during such hours. Permits shall be issued only to persons having a legitimate and reasonable need to enter or be in the parks during such hours. Such permit shall name the park to which it applies, shall be issued to a specifically named individual, and shall include such person's name, address, phone number and a statement of the purpose for which such person may enter or be in the park during such hours. Such permits shall not be assignable or transferable by the person to whom issued.

Sec. 19A.5. - Entry without permit constitutes infraction.¶
Entry into or presence in any parks during hours of closure without a valid permit shall constitute an infraction punishable as set forth in Section 19A.8.12.
