Article III — Registration of Peddlers, Solicitors, etc

Sec. 16.119. - Required.

Every solicitor, peddler, canvasser or itinerant vendor who proposes to engage in canvassing or soliciting in any manner or for any purpose, or to engage in selling, contracting to sell or taking orders for goods, wares or merchandise, or soliciting contributions, subscriptions, membership or survey data, and who does not have a fixed place of business in the city shall in addition to complying with other provisions of this chapter register with the police department, prior to undertaking any such vending, soliciting, canvassing or peddling.

Sec. 16.120. - Application; photograph.

Each person coming within the provisions of the preceding section shall give the police department in writing, the following information on the following form:

and shall sign same and attach thereto a recent photograph approximately two by two inches square in size.

Sec. 16.121. - Fingerprinting required.

All such persons coming within the provisions of the two preceding sections shall submit to being fingerprinted by the police department of the city, which fingerprinting shall be done without cost to the applicant.

Sec. 16.122. - Investigation of applicant; registration card.

The police department of the city shall have fifteen days after the filing of the information required by this article within which to process and investigate the identification of the applicant and not later than fifteen days after such application is filed may issue a card of identification to such applicant certifying that such person has registered with the police department.
