Sec. 17.70. - Permit for loading or unloading by backing to curb.¶
The city traffic engineer is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized herein and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.

Sec. 17.71. - Location and marking of loading, etc., zones.¶
(a) The city traffic engineer is hereby authorized to determine and to mark loading zones and passenger loading zones as follows:
At any place in the central traffic district or any business district.
Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.
(b) In no event shall more than one-fourth of the total curb length in any block be reserved for loading zone purpose.
(c) Loading zones shall be indicated by a yellow paint line stencilled with black letters, "LOADING ZONE," upon the top of all curbs within such zones.
(d) Passenger loading zones shall be indicated by a white line stencilled with black letters, "PASSENGER LOADING ONLY," upon the top of all curbs in such zones.

Sec. 17.72. - Restrictions and time limits upon permission to load or unload.¶
(a) Permission granted under the provisions of this division to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor and in no event for more than twenty minutes.
(b) The loading or unloading of materials shall apply to commercial deliveries, and the delivery or pickup of express and parcel post packages and United States mail.
(c) Permission herein granted to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage, but shall not extend beyond the time necessary therefor and in no event for more than three minutes.
(d) Within the total time limits specified, the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges hereby granted.

Sec. 17.72A. - Parking zone restricted for handicap.¶
(a) A no zone is hereby established at the following locations restricting parking to those vehicles displaying the appropriate placard for the disabled:
In front of Our Lady of Perpetual Help Catholic Church located at 1250 "B" Street, more particularly described as beginning at the southwest corner of the intersection of "B" Street and Ulloa Street, thence twenty feet south following the west curb face of Ulloa Street, ending twenty feet south of the southern joint of the curb return. Said disabled parking zone curb shall be painted blue.
In front of Our Lady of Perpetual Help Catholic Church located at 1250 "B" Street, more particularly described as beginning at the southwest corner of the intersection of "B" Street and Ulloa Street, thence twenty feet west following the south curb face of "B" Street, ending twenty feet west of the western joint of the curb return. Said disabled parking zone curb shall be painted blue.
In front of Sacred Heart Catholic Church located at 402 South Imperial Avenue, more particularly described as beginning at the southeast corner of the intersection of "I" Street and South Imperial Avenue, thence ten feet east following the south curb face of "I" Street to a point of beginning, thence twenty-four feet east following the south curb face of "I" Street, and ending thirty-four feet east of the eastern joint of the curb return. Said disabled parking zone curb shall be painted blue.
In front of Sacred Heart Catholic Church located at 402 South Imperial Avenue, more particularly described as beginning at the southeast corner of the intersection of South Imperial Avenue and "I" Street, thence ten feet south following the east curb face of South Imperial Avenue to a point of beginning, thence twenty-one feet south following the east curb face of South Imperial Avenue and ending thirty-one feet south of the southern joint of the curb return. Said disabled parking zone curb shall be painted blue.
In front of Sacred Heart Catholic Church located at 402 South Imperial Avenue, more particularly described as beginning at the northeast corner of the intersection of South Imperial Avenue and "J" Street, thence fifteen feet north following the east curb face of South Imperial Avenue to a point of beginning, thence fourteen feet north following the east curb face of South Imperial Avenue and ending twenty-nine feet north of the northern joint of the curb return. Said disabled parking zone curb shall be painted blue.
Beginning at the northwestern end of curb return of the most eastern Main Street and North Plaza Street intersection located near the United States Post Office and the north curb face of Main Street, thence three hundred forty-nine feet west following the north curb face to a true point of beginning for a designated parking zone restricted for handicap thence twenty-five feet west following the north curb face to the end of the designated parking zone restricted for handicap. Said designated parking zone restricted for handicap curb shall be painted blue.
(b) The director of public works is instructed and authorized forthwith to indicate such restricted areas by curb markings and signs.
(c) A violation hereof shall constitute an infraction and shall be punishable as provided in the Vehicle Code as the same now provides or as amended from time to time.

Sec. 17.72B. - Passenger loading and unloading zone.¶
Pursuant to Vehicle Code Sections 21106 and 22507 and to increase pedestrian safety to facilitate the loading and unloading of passengers and to provide a loading and unloading zone for emergency vehicles, passenger loading zones and a restricted zone for emergency vehicles are hereby established as follows:
Beginning at the northeastern end of the curb return of the North Imperial Avenue and "C" Street intersection, located in front of the west entrance to the Brawley Union High School and the east curb face of North Imperial Avenue, thence thirty-seven feet and seven inches north following the east curb face to a true point of beginning for a designated loading/unloading zone, thence twenty feet and ten inches north following the east curb face to the end of the loading/unloading zone. Said passenger loading/unloading zone curb shall be painted yellow.
Beginning at the southeastern end of the curb return of the North Imperial Avenue and "A" Street intersection, located in front of the north entrance to the Brawley Union High School and the south curb face of "A" Street, thence five hundred forty-three feet and six inches east following the south curb face to a true point of beginning for a designated loading/unloading zone, thence eighty-eight feet and six inches east following the south curb face to the end of the loading/unloading zone. Said passenger loading/unloading zone curb shall be painted yellow.
Beginning at the northeastern end of the curb return of the North Imperial Avenue and "C" Street intersection, located in front of the south entrance to the Brawley Union High School and the north curb face of "C" Street, thence two hundred one feet and ten inches east following the north curb face to a true point of beginning for a designated loading/unloading zone, thence two hundred eighty-one feet east following the north curb face to the end of the loading/unloading zone. Said passenger loading/unloading zone curb shall be painted yellow.
Beginning at the northwestern end of curb return of the North Seventh Street and "C" Street intersection located near the Brawley Union High School tennis courts and the north curb face of "C" Street, thence three hundred eighty-eight feet and eleven inches west following the north curb face to a true point of beginning for a designated loading/unloading zone, thence one hundred feet and five inches west following the north curb face to the end of the loading/unloading zone. Said passenger loading/unloading zone curb shall be painted yellow.

Sec. 17.72C. - No parking zones.¶
No parking zones are hereby established at the following locations prohibiting the stopping, standing and parking of motor vehicles:
Beginning at the southeastern end of the curb return of the North Imperial Avenue and "A" Street intersection, located in front of the north entrance to the Brawley Union High School and the south curb face of "A" Street, thence two hundred fifty-six feet and six inches east following the south curb face to a true point of beginning for a designated no parking zone, thence two hundred twenty-seven feet east following the south curb face to the end of the no parking zone. Said no parking zone curb shall be painted red.
Beginning at the southeastern end of the curb return of the North Imperial Avenue and "A" Street intersection, located in front of the north entrance to the Brawley Union High School and the south curb face of "A" Street, thence six hundred thirty-two feet east following the south curb face to a true point of beginning for a designated no parking zone, thence forty-eight feet east following the south curb face to the end of the no parking zone. Said no parking zone curb shall be painted red.
Beginning at the southwestern end of the curb return of the "A" Street and Seventh Street intersection, located in front of the east entrance to the Brawley Union High School and the west curb face of Seventh Street, thence two hundred seventy-two feet and five inches south following the west curb face to a true point of beginning for a designated no parking zone, thence three hundred twenty-eight feet and seven inches south following the west curb face to the end of the no parking zone. Said no parking zone curb shall be painted red.
Beginning at the northeastern end of the curb return of the North Imperial Avenue and "C" Street intersection, located in front of the south entrance to the Brawley Union High School and the north curb face of "C" Street, thence one hundred twenty-nine feet and ten inches east following the north curb face to a true point of beginning for a designated no parking zone, thence seventy-two feet east following the north curb face to the end of the no parking zone. Said no parking zone curb shall be parking red.
Beginning at the northeastern end of the curb return of the North Imperial Avenue and "C" Street intersection, located in front of the south entrance to the Brawley Union High School and the north curb face of "C" Street, thence four hundred eighty-seven feet and ten inches east following the north curb face to a true point of beginning for a designated no parking zone, thence thirty-seven feet east following the north curb face to the end of the no parking zone. Said no parking zone curb shall be painted red.
Beginning at the northeastern end of the curb return of the North Imperial Avenue and "C" Street intersection, located in front of the west entrance to the Brawley Union High School and the east curb face of North Imperial Avenue, thence two hundred seventy-six feet and one inch north following the east curb face to a true point of beginning for a designated no parking zone, thence one hundred nine feet and seven inches north following the east curb face to the end of the no parking zone. Said no parking zone curb shall be painted red.
Northeastern curb return at the North Imperial Avenue and "C" Street intersection. Said no parking zone curb shall be painted red.
Southeastern curb return at the North Imperial Avenue and "A" Street intersection. Said no parking zone curb shall be painted red.
Southwestern curb return at the "A" Street and Seventh Street intersection. Said no parking zone curb shall be painted red.
Northwestern curb return at the Seventh Street and "C" Street intersection. Said no parking zone curb shall be painted red.
Beginning at the northwestern end of curb return of the most eastern Main Street and North Plaza Street intersection located near the United States Post Office and the north curb face of Main Street, thence two hundred sixty-five feet six inches west following the north curb face to a true point of beginning for a designated no parking zone thence forty-eight feet six inches west following the north curb face to the end of the designated no parking zone. Said designated no parking zone curb shall be painted red.
Beginning at the northwestern end of curb return of the most eastern Main Street and North Plaza Street intersection located near the United States Post Office and the north curb face of Main Street, thence three hundred twenty-two feet west following the north curb face to a true point of beginning for a designated no parking zone thence twenty-seven feet west following the north curb face to the end of the designated no parking zone. Said designated no parking zone curb shall be painted red.

Sec. 17.72D. - Temporary parking zone.¶
Temporary parking zones are hereby established at the following locations allowing standing or parking for no longer than fifteen minutes between 7:00 A.M. and 6:00 P.M. of any day except Sundays and holidays.
Beginning at the southwestern beginning of curb return of the North Seventh Street and "A" Street intersection located near the Brawley Union High School football practice field and the south curb face of "A" Street, thence four hundred six feet and seven inches west following the south curb face to a true point of beginning for a designated temporary parking zone, thence one hundred forty-nine feet and seven inches west following the south curb face to the end of the temporary parking zone. Said temporary parking zone curb shall be painted green.

Sec. 17.72E. - Director of public works authorized.¶
The director of public works is instructed and authorized forthwith to indicate such restricted areas by curb markings and signs.

Sec. 17.73. - Stopping, etc., in yellow loading zones.¶
No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material for such time as is permitted in the preceding section.

Sec. 17.74. - Stopping, etc., in passenger loading zone.¶
No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in section 17.72 of this Code.

Sec. 17.75. - Stopping, etc., in alleys.¶
(a) No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any alley.
(b) No vehicle shall be stopped or parked in any alley in such a way as to occupy more than one-half of the width of any alley.

Sec. 17.76. - Bus zones.¶
(a) Authority to establish. The city traffic engineer is hereby authorized to establish bus zones opposite curb space for the loading and unloading of busses or common carriers of passengers and to determine the location thereof subject to the directives and limitations set forth in this section.
(b) "Bus" defined. The word "bus" as used in this section shall mean any motorbus, motor coach, trackless trolley coach or passenger stage used as common carrier of passengers.
(c) Length. No bus zone shall exceed eighty feet in length, except that when satisfactory evidence has been presented to the city traffic engineer showing the necessity therefor, the city traffic engineer may extend bus zones not to exceed a total length of one hundred twenty-five feet.
(d) Location near intersections. Bus zones shall normally be established on the far side of an intersection.
(e) Location near safety zones. No bus zone shall be established opposite and to the right of a safety zone.
(f) Curb markings. The city traffic engineer shall paint a red line stencil with white letters "NO STANDING" together with the words "BUS ZONE" upon the top or side of all curbs and places specified as a bus zone.
(g) Stopping, etc., in zones. No person shall stop, stand or park any vehicle except a bus in a bus zone.

Sec. 17.76A. - Bus zones designated.¶
(a) Pursuant to the provisions of section 17.76, zones are hereby established at the following designated locations restricting standing and parking in such zones to buses only:
(1) Starting at a point fifteen feet east of the curb return at the northeast corner of Imperial Avenue and "J" Street and extending easterly sixty feet along the north curb line of "J" Street.
(2) Starting at a point fifteen feet north of the curb return at the northwest corner of Western Avenue and "B" Street and extending northerly sixty feet along the west curb line of Western Avenue.
(3) Beginning at the west end of the curb return on the northwest corner of North Third Street and East Main Street, thence proceeding along the north curbline of East Main Street a distance of sixty-three feet, in a westerly direction to the new point of beginning thus extending an additional sixty-five feet in a westerly direction along the north curb of East Main Street.
(4) Beginning at the east end of curb return on the southeast corner of South Second Street and East Main Street, thence proceeding along the south curbline of East Main Street a distance of sixty-five feet in an easterly direction.
(5) Beginning at the west end of the curb return on the southwest corner of South Palm Street and East Main Street, thence, proceeding along the south curbline of East Main Street in a westerly direction for a distance of one hundred fourteen feet to the new point of beginning, thus extending sixty-eight feet in a westerly direction along the south curbline of East Main Street.
(6) Beginning at the west end of the curb return on the northwest corner of North Palm Street and East Main Street, thence proceeding in a westerly direction along the north curb of East Main Street for a distance of eighty-one feet to the new point of beginning, thence extending sixty-five feet in a westerly direction along the north curbline of East Main Street.
(7) Beginning at the west end of the curb return on the northwest corner of South Eighth Street and "J" Street, thence proceeding along the north curbline of "J" Street a distance of sixty-five feet, in a westerly direction.
(8) Beginning at the east end of the curb return on the southeast corner of South Eleventh Street and East "K" Street, thence proceeding along the south curbline of East "K" Street a distance of two hundred twenty-five feet, in a easterly direction to the new point of beginning, thus extending an additional twenty-seven feet in an easterly direction along the south curb of East "K" Street.
(b) The stopping, standing or parking of any motor vehicle except a bus in a zone herein designated shall constitute an infraction punishable under the provisions of Section 36900 of the Government Code as the same now provides or as the same may be hereafter amended.
(c) The city traffic engineer shall cause the curblines for said bus zones to be painted red along the entire length of curb occupied by such bus zone and shall additionally place appropriate signs indicating that parking is restricted to buses.

Sec. 17.76B. - Bus zones designated—Limited hours.¶
(a) A zone is established at the following location restricting standing and parking in such zone to buses only between the hours from 7:00 AM to 4:00 PM on days when school is in session:
Beginning at a point on the east curb line of Vine Street one hundred thirty-two feet from the intersection of "K" Street, then continuing south for a distance of fifty feet along said curb line.
(b) A zone is established at the following location restricting standing and parking in such zone to buses only between the hours from 7:00 AM to 5:00 PM on Monday through Friday:
Beginning at a point on the east curb line of North Palm Drive fifty feet north of the intersection of "D" Street, then continuing north for a distance of eighty feet along said curb line.
Beginning at a point on the west curb line of 5th Street one hundred fifty-nine feet south of the intersection of "H" Street, then continuing south for a distance of thirty-two feet along said curb line.
(c) A zone is established at the following location restricting standing and parking in such zone to buses only between the hours from 7:00 a.m. to 4:00 p.m. on Monday through Friday, Excluding Holidays:
Beginning at a point on the south curb line of River Drive, two hundred fifty-five feet six inches west from the beginning of curb return at the intersection of River Drive and Western Avenue, then continue west for a distance of one hundred seventy-two feet along said curb line. Said designated bus zone shall be painted red.
