2.48.010 - Approval authority—Bids under twenty-five thousand dollars.

All contracts for purchase or construction of public works, department of water and power improvements, purchase of equipment, vehicles or supplies under the sum of twenty-five thousand dollars shall be approved by the city manager or the governing board of the department of water and power.

2.48.020 - Approval authority—Bids over twenty-five thousand dollars.

All purchases or contracts in excess of twenty-five thousand dollars shall be approved by the city council following standard bidding practices as set forth in Section 1004 of the City Charter. Notwithstanding the above, the city council shall have the authority to purchase equipment at an agreed-upon price where the city council determines that a competitive bid procedure has been conducted by another public agency within the state of California and the agreed-upon price does not exceed the price to the other public agency.

2.48.025 - Awards.

A contract for purchases or construction of public works may be awarded to a local responsible bidder who is not the lowest responsible bidder but is subject to taxation under Chapter 3.16 of the Big Bear Lake Municipal Code if the bid difference amount between the respective responsive bids of the local responsible bidder and lowest responsible bidder does not exceed one percent of the sales taxable portion of the lowest bid and the city will receive the one percent in the form of sales tax on the local bidder, which acts as a net reduction in the amount bid.

2.48.030 - Water and power department—Projects under ten thousand dollars.

If, in the opinion of the city engineer or the engineer of the department of water and power, the work contemplated has a cost under ten thousand dollars, then the city manager or governing board of the department of water and power may cause such work to be done by city forces and equipment.

2.48.040 - Water and power department—Projects between ten thousand and twenty-five thousand dollars.

All works, projects and purchases between ten thousand dollars and twenty-five thousand dollars shall be subject to informal bids and estimates, and may be let under those practices, or performed by city forces, within the sound discretion of the city manager or the board of commissioners of the department of water and power.
