2.28.010 - Statement of fact.¶
There are within the city blighted areas which constitute either physical, social or economic liabilities, requiring redevelopment in the interest of the public health, safety and general welfare of the people of the city and of the state.

2.28.020 - Declaration of need for redevelopment agency.¶
The city council declares that there is a need for a redevelopment agency to function within the city.

2.28.030 - City council declared to be redevelopment agency.¶
The city council declares itself to be such redevelopment agency, and all the rights, powers, duties, privileges and immunities vested by the Community Redevelopment Law, Part 1 of Division 24 of the California Health and Safety Code, commencing with Section 33000, shall be vested in the city council.

2.28.040 - Findings of fact.¶
The city council finds and determines that the action declaring itself to be the redevelopment agency will serve the public interest and promote the public safety and welfare in an effective manner.
