2.28.010 Established—Purpose.¶
In order to make adequate provision for and guide the future growth, development, beautification and efficient planning of the City, a City Planning Commission is established. (Ord. 2022-06 § 2, 2022; Ord. 52 NS § 1, 1948; prior code § 2-13.)
2.28.020 Composition—Appointment—Term of office—Vacancy filling.¶
The City Planning Commission shall consist of five persons to be appointed by the City Council. Each of the five appointed members shall normally serve a term of four years or a fraction thereof, and the terms of the members shall be staggered so that no more than three members’ terms shall expire at one time and the terms of the remaining members shall expire two years hence. Members shall serve at the pleasure of the Council.
Vacancies shall be filled by the City Council for the unexpired portion of the term of a retiring member.
In addition, the City Council may appoint up to two alternate members who shall be eligible to vote when serving in the absence of any of the Planning Commission’s regular voting members. The Chair of the Planning Commission shall decide whether an alternate member is necessary for a given Planning Commission meeting. 2.28.030 Quorum—Compensation—Reports to City Council.¶
Three members of the Planning Commission shall constitute a quorum. Members shall receive no compensation for their services. (Ord. 2025-02 § 1, 2025; Ord. 2022-06 § 2, 2022; Ord. 98-6 § 1, 1998; Ord. 52 NS § 3, 1948; prior code § 2-16.)
2.28.040 Powers and duties.¶
A. The Planning Commission shall have such powers and carry out such duties as granted under state law and Titles 18, 19, and as otherwise provided in this Municipal Code.
B. The Clerk shall forward the following matters to the Planning Commission, for its consideration and advice to Council, such ordinances, resolutions, and documents, as required by State law and this Municipal Code, including, but not limited to:
Zoning ordinances or amendments of zoning ordinances and maps;
The General Plan, or amendments to the General Plan or any of its elements;
Projects for the construction or improvement of public buildings or instructions with the City;
Ordinances relating to housing or building codes; and
Any such other matters as may be prescribed by ordinance or as requested by Council. (Ord. 2022-06 § 2, 2022.)
2.28.050 Time and place of meeting.¶
The Planning Commission shall hold one regular meeting each calendar month. These meetings shall be held on the dates, at the times, and in such locations as specified by the City Council by resolution in accordance with California Government Code Section 36805. When the day for any regular meeting of the Planning Commission falls on a legal holiday, no meeting shall be held on such holiday, but such meeting shall be held at the same hour on the next succeeding day which is not a holiday, or at such time and date agreed to by a majority of the Planning Commission. The Planning Commission may hold other meetings as necessary, consistent with the provisions of the Ralph M. Brown Act (Government Code Section 54950 et seq.)
