2.16.010 Created—Composition.¶
The police reserve of the City is created. Said reserve shall consist of such number of persons (hereinafter referred to as “reservists” or “reserve members”) as the City Manager shall determine, which number shall not exceed the number of policemen regularly employed in the police department of the City. 2.16.020 Qualifications for membership.¶
Members of the reserve shall meet all qualifications as established in the Penal Code of the State. The Chief of Police may by regulation and upon consultation with the City Manager impose additional qualifications for membership in the reserve. 2.16.030 Appointment of reserve members.¶
Members of the reserve shall be appointed by the Chief of Police and shall hold office at his pleasure. (Ord. 80-4 § 5, 1980; Ord. 80-3 § 6, 1980; Ord. 185A NS § 1, 1973; prior code § 2-20.)
2.16.040 Administration—Rules and regulations.¶
The Chief of Police shall prescribe and the City Manager shall approve such rules and regulations as are necessary for administration of the reserves. The Chief of Police may appoint police officers from the regular police department as reserve administration officers. (Ord. 185A NS § 1, 1973; prior code § 2-30.)
2.16.050 Authority of reserve members.¶
While on duty, each reserve member shall be deemed to be an employee of the City and to have all powers of a peace officer. (Ord. 185A NS § 1, 1973; prior code § 2-23.)
2.16.060 Firearms—Use restrictions.¶
No member of the police reserve shall carry or use any firearm except after completion of a course of instruction on the use of same and after having obtained a certificate of such completion signed by the Chief of Police. No member of the police reserve shall carry any firearm when he is not on duty as such reserve member, unless he otherwise has obtained a permit for same as prescribed by law. 2.16.070 Public service duties.¶
Members shall perform only such public service as is generally authorized by the City Manager and specifically ordered by the Chief of Police. (Ord. 185A NS § 1, 1973; prior code § 2-22.)
2.16.080 Uniform, badge and equipment—Requirements generally.¶
The uniform, badge and equipment worn or carried by reserve members shall be as prescribed by the Chief and approved by the City Manager. (Ord. 185A NS § 1, 1973; prior code § 2-25.)
2.16.090 Uniform, badge and equipment—Ownership—Return to City when.¶
Each member shall purchase at his own expense any uniform and other equipment not provided by the City; however, badges, identification cards, shoulder patches and name bars shall at all times remain the City property. Upon separation from the reserve, each member shall immediately return to the Chief of Police all badges, identification cards, shoulder patches and name bars. 2.16.100 Unauthorized use of equipment and/or impersonation prohibited.¶
It is unlawful for any person to falsely represent himself to be a police reserve member, or to wear, use or possess a badge, other insignia or a uniform of the color, type or design used by the reserve when he is in fact not a member of the reserve. (Ord. 185A NS § 1, 1973; prior code § 2-26.)
2.16.110 Compensation.¶
Members shall not receive compensation; provided, however, that the City Manager may prescribe compensation for any special service, the amount of which shall not exceed the amount that would be paid for a similar service to a patrolman serving a six month probationary period in the police department. 2.16.120 Workmen’s compensation.¶

2.16.130 Dismissal—Authorized when.¶
The City Manager may, upon recommendation of the Chief of Police, dismiss a member from the reserves without cause and without hearing. (Ord. 80-3 § 1, 1980; Ord. 76-3 § 1, 1976; Ord. 185A NS § 1, 1973; prior code § 2-29.)
