5.68.010 - Special events—Designated.¶
Special events shall include all temporary public amusements such as: Stagecoach Days, rodeos, special merchants outdoor sales, circuses, carnivals, fairgrounds, and any other such use found to be substantially similar to a "special temporary event" (not exceeding fifteen days in duration).

5.68.020 - Permit—Application.¶
Application for a permit required by Section 5.68.010 shall be made in writing to the city council and shall state the exact location of the place for which the permit is sought, the length of time the event will occur, a description of the event, hours of operation, and the name of the person who is to conduct and be responsible for same. Any nonprofit organization seeking a permit for an event may make application to the city manager for waiver of the permit fees. Waiver of fees may be granted upon the city manager's determination, based upon evidence provided by the applicant, of the applicant's bona fide nonprofit status.

5.68.030 - Permit—Authority to grant or refuse.¶
On receiving an application under Section 5.68.020, the city council shall issue such a permit when it finds the following:
A. That the applicant has a good reputation and has never been convicted of any felony or offense against the decency and morals of the community;
B. That such activity set forth in the application will not constitute a menace to the public health, safety and welfare of the people of the city or the adjoining neighborhood;
C. That the conduct of such activity set forth in the application, at the proposed location, is not likely to result in the disturbance of the peace and quiet of the neighborhood, constitute a nuisance or create a substantial traffic problem;
D. The city council, upon the recommendation by staff, may condition the approval of such a request to ensure the above-listed findings are not violated.

5.68.040 - Permit—Revocation.¶
Any permit granted pursuant to this chapter may be suspended or revoked after notice given to the applicant and a hearing thereon upon a showing being made that any of the findings made pursuant to Section 5.68.030 are no longer valid or existent.
