5.28.010 - Posting.¶
No person shall, within the city, tack up, post or otherwise place or fasten any handbills, circular, poster or other written or printed matter on any tree or on any telegraph, telephone or electric light pole, on any porch or awning post, on any building, fence or other thing owned by the city or on any other fence, pole, building or other structure without the written permission of the owner thereof; provided that this section shall not apply to the posting of notices required by law or ordinance.

5.28.020 - Distribution of handbills, dodgers, etc.—Generally.¶
No person shall distribute or throw upon any street, alley or public place or upon any private yard, lawn, driveway, sidewalk, porch or steps of any residence or upon or in any part of any structure or upon any vacant property or in any letter box in the city any advertising sample, handbill, dodger, circular, booklet or other notice of commercial advertising; provided, that nothing in this section shall prohibit the distribution and delivery of any newspaper which is capable of being entered as second-class matter under the provisions of the United States post office regulations of March 3, 1879, and other United States statutes; and that nothing herein contained shall be deemed to prohibit or otherwise regulate the delivery of any such matter by the postal service.

5.28.030 - Distribution of handbills, dodgers, etc.—To pedestrians.¶
No person shall distribute or cause to be distributed or circulate or pass to or among pedestrians along or upon any public street, alley, park or other public place in the city any advertising samples, handbills, dodgers, circulars, booklets or other notices of commercial advertising.

5.28.040 - Handbills, dodgers, etc.—Not to be placed in parked vehicles.¶
It shall be unlawful for any person to place any advertising sample, handbill, dodger, circular, booklet or other notice of commercial advertising in any automobile or other vehicle parked on or along any street, alley, park or other public place in the city.

5.28.050 - Scattering of handbills, circulars, etc.—Prohibited.¶
No person using or permitting the use of any of his property for the posting of handbills, circulars, posters and the like shall permit any handbill, circular, poster or other written or printed matter so tacked, posted or otherwise fastened to come loose and be blown or otherwise scattered upon any street, alley, highway, sidewalk or public or private place within the city.
