Sec. 2-276. - Purpose.

In order to provide for the security of the property and lives of citizens of the city and in order to prevent the employment of persons who have known criminal records and to avert the possibility of sabotage or the destruction of city property, the council deems it necessary and essential that all employees and all prospective city employees be fingerprinted and checked for criminal records.

Sec. 2-277. - Required.

All city employees and prospective city employees shall be fingerprinted by the police department. The police department is directed to check the fingerprints of employees to ascertain, if possible, any and all criminal records of any such employee and to make such other investigation as may be required and to report its findings to the council and to the personnel board.
