Sec. 2-296. - Utilities department—Agreements negotiated by the director of utilities…¶
(a) The director of utilities of the city is authorized to negotiate on behalf of the city agreements with privately owned, federally owned, state owned, and locally owned entities, utilities and agencies located in the United States for the purchase and sale of the following:
(1) Economy energy, replacement energy, replacement capacity and transmission service to deliver such energy to the city or such other location as may be appropriate;
(2) Water, including but not limited to ground water, reclaimed water and recycled water; water system facilities; and transmission service for delivery of water to the city or such other location as may be appropriate.
(b) The city manager is authorized to execute on behalf of the city agreements negotiated by the utility director pursuant to subsection (a), above.
(c) All agreements executed pursuant to subsection (b), above, shall be presented to the city council within 14 days after the agreement is executed.
