Sec. 2-331. - Created.¶
There is created a centralized purchasing department which is vested authority for the purchase of supplies, services and equipment.

Sec. 2-332. - Purchasing officer—Position created; duties.¶
There is created the position of purchasing officer. He shall be appointed by the city council. The purchasing officer shall be the head and have general supervision of the purchasing department. The duties of purchasing officer may be combined with those of any other office or position. The purchasing officer shall have authority to:
(1) Purchase or contract for supplies, services and equipment required by any using agency, within the limits of the budget approved by the city council or when approved by the council and in accordance with purchasing procedures prescribed by this division and division 2 of article VII of this chapter, such administrative regulations as the purchasing officer shall adopt for the internal management and operation of the purchasing department and such other rules and regulations as shall be prescribed by the city council.
(2) Negotiate and recommend execution of contracts for the purchase of supplies, services and equipment.
(3) Act to procure for the city the needed quality in supplies, services and equipment at the least expense to the city.
(4) Discourage uniform bidding and endeavor to obtain as full and open competition as possible on all purchases.
(5) Prepare and recommend to the city council rules governing the purchase of supplies, services and equipment for the city.
(6) Prepare and recommend to the city council revisions and amendments to the purchasing rules.
(7) Keep informed of current developments in the field of purchasing, prices, market conditions and new products.
(8) Prescribe and maintain such forms as reasonably necessary to the operation of this division, and division 2 of article VII of this chapter, and other rules and regulations.
(9) Supervise the inspection of all supplies, services and equipment purchased to ensure conformance with specifications.
(10) Recommend the transfer of surplus or unused supplies and equipment between departments as needed and the sale of all supplies and equipment which cannot be used by any agency or which have become unsuitable for city use.
(11) Maintain a bidder's list, vendor's catalog file and records needed for the efficient operation of the purchasing department.

Sec. 2-333. - Same—Duties regarding recycled paper and other recycled materials.¶
(a) The purchasing officer shall establish and maintain procedures and specifications for the purchase of paper and paper products and other materials which give preference, whenever feasible, to the purchase of recycled paper and paper products containing recycled paper and other recycled items.
(b) The purchasing officer shall purchase recycled materials, paper and paper products, instead of unrecycled materials, paper or paper products, whenever such recycled materials, paper and paper products are available at no more than the total cost of unrecycled paper and paper products and other materials and when fitness and quality are equal.
(c) For the purposes of this section, "recycled paper" means all paper and wood pulp products as defined in Public Contract Code § 12161.

Sec. 2-334. - Same—Authority regarding exemptions.¶
The purchasing officer, with approval of the city council, may authorize in writing any agency to purchase or contract for special supplies, services and equipment independently of the purchasing department, but he shall require that such purchases or contracts be made in conformity with the procedures established by this division and division 2 of article VII of this chapter, and shall further require periodic reports from the agency on the purchases and contracts made under such written authorization.
