When can service utilities be disconnected or withheld?
You must get written approval from the building official before connecting utilities to a permitted project; the same official may authorize temporary connections for testing and may order disconnection in an emergency or when connections were made without approval (see § R111.1–R111.3) .

What the code requires — 2-4 sentences
A person must not connect a utility (water, sewer, gas, electric, fuel or energy source) to a building that requires a permit unless the connection is approved by the building official — § R111.1. The building official may authorize a temporary connection for testing or temporary approvals — § R111.2. The building official also has authority to order disconnection where there is an emergency creating an immediate hazard to life or property, or where a connection was made without required approval; the official must notify the serving utility and, where possible, the owner/agent/occupant before disconnecting, or notify them in writing as soon as practical afterward — § R111.3 .
The single most important rule: you cannot legally connect utilities to a permitted building until the building official authorizes the connection, and that same official can order disconnection for emergencies or unauthorized connections. § R111.1–R111.3
Requirements in detail
Who must approve a connection
- Approval required: Any connection from a utility or source of energy/fuel/power, or to water or sewer systems for work that requires a permit must be approved by the building official before the connection is made — § R111.1 .
- Defined actor: Building official means the authority who enforces the code; that official’s authorization is the controlling administrative approval under the CRC.
Temporary connections
- Authority: The building official has discretion to authorize temporary connection of building systems for the purpose of testing or use under a temporary approval — § R111.2 .
- Scope and time: The code empowers the official to permit temporary connections but does not prescribe fixed durations or testing limits — the official sets conditions and time periods.
When the building official may disconnect service
- Emergency disconnect: The building official may order disconnection to eliminate an immediate hazard to life or property — § R111.3.
- Unauthorized connection: The official may order disconnection when the utility connection was made without the approval required by § R111.1 or § R111.2 — § R111.3 .
- Notification: The official shall notify the serving utility and, when possible, the owner/owner’s authorized agent and occupant prior to disconnecting. If prior notice is not possible, the owner/agent/occupant must be notified in writing as soon as practical thereafter — § R111.3 .

Exceptions & special cases
- The CRC text in § R111.1–R111.3 contains no separate, enumerated exceptions to the approval or disconnection authority; approval, temporary connections, and disconnection authority are left to the building official’s judgment as described in those sections .
- Utility companies have their own service rules, tariffs, and safety procedures (for example, a utility’s service manual explains who may physically connect/disconnect service and sealing requirements). Those utility rules do not replace the building official’s code authority; for practical coordination you must follow both the CRC requirements and the utility’s procedures (see PG&E service guidance as an example) .
- The CRC does not specify time limits, fees, or detailed conditions for temporary connections — the local building official sets those. If you need a maximum time or specific conditions, request them in writing from the issuing authority.
Common mistakes
- Assuming a utility company’s technician can lawfully connect service without a building official’s approval when a permited work requires approval. The code explicitly requires approval first — § R111.1 .
- Believing temporary power or gas for testing is automatic; a temporary connection must be authorized by the building official — § R111.2 .
- Expecting the code to prescribe specific time limits for temporary connections — it does not; the building official sets time/conditions.
- Not recognizing that disconnection can be ordered even if utilities are already connected when the connection was unauthorized or an immediate hazard exists — § R111.3 .
Worked example
Scenario: A builder is finishing a new 2,800 ft² house. The electrical contractor energizes the panel before final inspection so HVAC can be tested. No written authorization from the building official was obtained.
- Under § R111.1, connections for work requiring a permit must be approved by the building official before the connection is made . Because the energizing occurred without approval, it is an unauthorized connection.
- Under § R111.3, the building official may order the utility to disconnect service because the connection was made without required approval; the official will notify the serving utility and, where possible, the owner/agent/occupant before disconnecting — or provide written notice as soon as practical afterward .
- If the builder had instead requested a temporary connection and the building official authorized it for system testing (for example, the official permits a 14‑day temporary connection with stated conditions), that authorization would comply with § R111.2; the builder must follow the official’s conditions and the utility’s connection procedures . Note: the code does not establish the 14‑day limit — that is an example of a condition the official may set.

Exceptions:
- Certificates of occupancy are not required for work exempt from permits under Section R105.2.
- Accessory buildings or structures.
R110.2 Certificate issued. After the building official inspects the building or structure and does not find violations of the provisions of this code or other laws that are enforced by the department, the building official shall issue a certificate of occupancy containing the following:
The permit number.
The address of the structure.

R110.3 Temporary occupancy. The building official is authorized to issue a temporary certificate of occupancy before the completion of the entire work covered by the permit, provided that such portion or portions shall be occupied safely. The building official shall set a time period during which the temporary certificate of occupancy is valid.
R110.4 Revocation. The building official is authorized to suspend or revoke a certificate of occupancy issued under the provisions of this code, in writing, wherever the certificate is issued in error, or on the basis of incorrect information supplied, or where it is determined that the building or structure or portion thereof is in violation of the provisions of this code or other ordinance of the jurisdiction.
SECTION R111—SERVICE UTILITIES
R111.1 Connection of service utilities. A person shall not make connections from a utility, a source of energy, fuel or power, or water system or sewer system to any building or system that is regulated by this code for which a permit is required, until approved by the building official.
R111.2 Temporary connection. The building official shall have the authority to authorize the temporary connection of the building or system to the utility, source of energy, fuel or power, water system or sewer system for the purpose of testing systems for use under a temporary approval.
R111.3 Authority to disconnect service utilities. The building official shall have the authority to authorize disconnection of utility service to the building, structure or system regulated by this code and the referenced codes and standards in case of emergency where necessary to eliminate an immediate hazard to life or property or where such utility connection has been made without the approval required by Section R111.1 or R111.2. The building official shall notify the serving utility and where possible the owner or the owner’s authorized agent and occupant of the building, structure or service system of the decision to disconnect prior to taking such action. If not notified prior to disconnection, the owner, the owner’s authorized agent or occupant of the building, structure or service system shall be notified in writing as soon as practical thereafter.
SECTION R112—MEANS OF APPEALS
R112.1 General. In order to hear and decide appeals of orders, decisions or determinations made by the building official relative to the application and interpretation of this code, there shall be and is hereby created a board of appeals. The board of appeals shall be appointed by the applicable governing authority and shall hold office at its pleasure. The board shall adopt rules of procedure for conducting its business, and shall render all decisions and findings in writing to the appellant with a duplicate copy to the building official.

The building official shall notify the serving utility, and wherever possible the owner or the owner’s authorized agent and occupant of the building, structure or service system of the decision to disconnect prior to taking such action. SECTION 113—MEANS OF APPEALS
CRC § 1224.4.7.5 Medium relevance — show source text
8. Patient access as required by California Building Code Section 1224.4.7.5 does not pass through an SPC building removed from general acute care service or through buildings that are not under the jurisdiction of OSHPD.
9. The primary accessible entrance to the hospital is not through an SPC building removed from general acute care service or through buildings that are not under the jurisdiction of OSHPD.
10. No utilities servicing acute care hospital buildings originate in or pass through, over or under, an SPC building removed from general acute care service, except as permitted by Section 310A.1.1.1.5, or a building not under OSHPD jurisdiction.
11. If utilities originating in an acute care hospital building feed an SPC building removed from general acute care hospital service, fail safe shutoff valves and/or disconnects shall be provided that permit isolation of the SPC building removed from general acute care service from the hospital utilities. Flexible connections shall be provided for all utilities crossing structural or SPC seismic separation joints.
Exception: Flexible connections for seismic separation joints and fail safe shutoff valves, and disconnects for utilities between an SPC building removed from general acute care service and adjacent SPC-1 or SPC-2 buildings may be omitted, provided util- ities in the adjacent SPC-1 and SPC-2 buildings have no connection to any SPC-3, SPC-4, SPC-4D and SPC-5 buildings providing general acute care service.
312A.4 Buildings remaining under OSHPD jurisdiction. SPC and freestanding buildings removed from acute care service while remain- ing under the jurisdiction of OSHPD shall be subject to the provisions of Section 312.3.
312A.5 Change in jurisdiction for buildings removed from general acute care service. Except as provided by Section 312A.5.3, at the hospital’s discretion, a building removed from general acute care service shall be permitted to be placed under the jurisdiction of the local enforcement agency. To be eligible for a change in jurisdiction, the building removed from general acute care service shall satisfy the requirements of Section 312A.5.1.
312A.5.1 Eligibility for change in jurisdiction. For a building removed from general acute care service to be eligible for a change in jurisdiction to the local enforcing agency, all the following criteria shall be satisfied:
a. The building removed from general acute care service shall be freestanding, as defined in the California Administrative Code, Section 7-111.
b. Any hospital support services located in the building removed from general acute care service, including administrative services, central sterile supply, storage, morgue and autopsy, employee dressing rooms and lockers, janitorial and house- keeping service, and laundry, shall be in excess of the minimum requirements for licensure and operation. Prior approval by the California Department of Public Health shall be obtained by hospital to locate these services in the building removed from general acute care service.
c. Services/systems and utilities (e.g., power, emergency power, communication/data/nurse-call systems, space-heating systems, fire alarm system, fire-sprinkler system, medical gas & plumbing systems) shall be separate and independent from those serving any buildings under OSHPD jurisdiction.
CRC § 1.14. Medium relevance — show source text
C. Main Service Disconnect: For installations supplying a single main-disconnecting means (i.e., main breaker or main disconnect switch), or for installations without a single disconnecting means (e.g., a service with no main disconnect and only individual disconnects), the rating of the PG&E service to be supplied is the rating of the electrical enclosure where PG&E terminates and connects its service conductors and not the rating of the main service disconnect.
For switchboards, the PG&E service rating is typically listed as the supply rating. For panelboards, the service rating is the maximum ampacity of the panel if listed on the label. If a maximum ampacity is not listed, then the service rating is the greatest rating for any individual component (e.g., main bus, meter socket) in the panelboard. For more information, see Subsection 1.14.A., “PG&E Service Rating,” on Page 1-15.
When a main service disconnect (i.e., switch, fuse, or breaker) is installed, the continuous current (i.e., ampere) rating should not exceed the rating of the electrical enclosure or the rating of the section where it is installed. The main service disconnect may have either the same rating or a lower rating than the electrical enclosure.
D. Overhead Service to Multiple Wall-Mounted Meter Panels or Meter Boxes: When more than one meter panel or meter box is connected to a separate, sealable gutter or other unrated raceway with power supplied from a PG&E overhead service, the PG&E service rating is the aggregate of all meter panel or meter box ratings.
EXAMPLE : Three meter panels rated at 200 amps, 100 amps, and 100 amps would have an aggregated rating of 400 amps (200+100+100).

N OTE : Applicants can use PG&E approved termination enclosures that are manufactured for overhead or underground services and have a maximum ampacity listed on the nameplate labels. The maximum ampacity will be the PG&E service rating. If a termination enclosure is installed, then do not add up the ratings of the meter panels.
E. Existing Enclosures: If an existing electrical enclosure where PG&E terminated and connected its supply facilities and conductors does not have a visible rating, then the service rating is the maximum rating of the single main-disconnecting means (e.g., main circuit breaker) or of the aggregated maximum ratings of all the service breakers or disconnects if a main-disconnecting means is not present.

6. If the SPC building removed from general acute care service shares a common fire alarm system with the acute care hospital, the main fire alarm control panel shall be located in an acute care hospital building. The SPC building removed from general acute care service shall be in a separate zone monitored by the main fire alarm control panel. Flexible connections shall be provided for conduits/conductors crossing structural or SPC seismic separation joints. If the intent is to place the SPC building under local jurisdiction, the building shall satisfy Section 312A.5.1.
Exception: Flexible connections for fire alarm conduits/conductors crossing seismic separation joints between an SPC building removed from general acute care service and adjacent SPC-1 or SPC-2 buildings may be omitted, provided the fire alarm in the adjacent SPC-1 and SPC-2 buildings have no connection to any SPC-3, SPC-4, SPC-4D and SPC-5 buildings providing general acute care service.
7. If the SPC building removed from general acute care service shares the fire sprinkler system with the acute care hospital, an isolation valve with a tamper switch shall be provided to isolate the portion of the system serving the SPC building removed from acute care service. Flexible connections shall be provided in piping that crosses structural or SPC seismic separation joints. The fire sprinkler system shall not originate in the SPC building removed from general acute care service. If the intent is to place the building under local jurisdiction, the building shall satisfy Section 312A.5.1.
Exception: Flexible connections for seismic separation joints and fail safe shutoff valves, and disconnects for utilities between an SPC building removed from general acute care service and adjacent SPC-1 or SPC-2 buildings may be omitted, provided util- ities in the adjacent SPC-1 and SPC-2 buildings have no connection to any SPC-3, SPC-4, SPC-4D and SPC-5 buildings providing general acute care service.

F. Do not place a fire-pump service tap or connections in the utility termination, instrument transformer, or metering sections.
G. Ensure that the wiring configurations for fire-pumps (either 3-wire or 4-wire) are the same as the wiring configurations for the main switch.

5.7. Main Service Disconnects and Switching Sequences
5.7.1. Main Service Disconnects
For each installed meter, the applicant, in compliance with applicable codes, must furnish and install a fusible switch, circuit breaker, or other approved disconnecting means for controlling all of (and only) the energy registered by that meter. When the governing code or ordinance permits, the disconnect means may consist of a group of fusible or circuit-breaker disconnects. PG&E requires access to these disconnects.
For all metering equipment, applicants must place the main service disconnect switch adjacent to the meter(s), not more than 10 feet away and within line of sight. The main service disconnect switch may be located inside an approved meter room or outside of the building being served, while adjacent to the metering equipment.
PG&E prefers applicants to have provisions for individual disconnects when they use switchboards with multimeter installations.

5.7.2. Main Service Disconnect Switch Rated for Amperes Interrupting Capacity (AIC)
State and local codes require the service equipment’s main disconnect switch and fuse, or the circuit breaker, to be rated at the available short-circuit current value.

When possible, PG&E designs its facilities so that the short-circuit duty at the service termination will not exceed 10,000-amps symmetrical for new, single-family, residential applicants that are supplied by an individual service drop or lateral that is rated at 225 amps or less. This service includes mobile homes and duplexes.

Frequently asked questions
Can a utility physically connect or disconnect service on its own authority?
Utility companies have their own rules about who may perform physical connections, but the CRC requires building‑official approval for connections when a permit is required; utilities and owners must coordinate with the building official (see § R111.1 and § R111.3) .
What if the building official disconnects service in an emergency — can I get immediate reinstatement?
The code allows disconnection to eliminate an immediate hazard; reinstatement and any conditions for reconnecting are handled by the building official and the serving utility. The official must notify the owner/agent/occupant prior to action where possible or provide written notice as soon as practical afterward — § R111.3 .
Does the code set a maximum duration for temporary connections?
No. § R111.2 gives the building official authority to authorize temporary connections for testing or temporary approvals but does not set specific time limits; the official sets conditions and duration .
If a contractor connects service without a permit, who is liable?
Connecting without required approval violates § R111.1; liability and enforcement (including disconnection, notices, and potential violations) are matters for the building official and local enforcement procedures — see § R111.1 and § R111.3 .
Where can I find the utility’s own rules about who may disconnect or connect service?
Utility companies publish service manuals or “greenbooks” with their procedures (for example, PG&E’s Greenbook). Those procedures govern the utility’s operations but do not remove the building official’s authority under § R111 .
