How are referenced standards incorporated and applied to plumbing work?
Standards cited in the California Plumbing Code (see **§ 1701.1** and **§ 301.2.2**) are treated as part of the Code where they’re listed; plumbing products must be third‑party listed and properly marked and only the applicable parts of a multi‑option standard may be used unless the local Authority Having Jurisdiction approves an alternative.

What the code requires — 2-4 sentences
Plumbing products and installations must comply with the referenced standards listed in the code: the standards in Table 1701.1 are part of the code and are applied as indicated, and the portion of any standard that is applicable must be used. The Code permits use of alternate or special materials only with the approval of the Authority Having Jurisdiction. See § 1701.1 and § 301.2.2 for the controlling rules.
The single most important rule: Products must be listed/third‑party certified to the applicable referenced standard and used only as the code (and the standard’s applicable portion) permits.

- Listed (third‑party certified) products: Pipe, fittings, traps, fixtures, materials, and devices used in plumbing systems must be listed (third‑party certified) by an accredited listing agency as complying with the applicable referenced standard before installation. § 301.2 requires listing.
- Marking: Each length of pipe and each listed fitting, trap, fixture, material, and device must bear the markings required by the applicable referenced standard and listing agency (manufacturer’s name/mark, etc.). Field markings are not acceptable. See § 301.2.1.
- Which part of a standard applies: If a referenced standard covers multiple grades, weights, or configurations, only the portion of that standard that is applicable to the use in the Code shall be used. See § 301.2.2.
- Table 1701.1 is normative: The standards listed in Table 1701.1 are referenced in specific sections and “shall be considered part of the requirements of this document.” Apply the standard as specified in the referenced section(s). See § 1701.1.
- Alternate materials: Materials or designs not provided for in the Code may be used only with the AHJ’s special permission after demonstration of adequacy; testing may be required. See § 301.2.2 and § 301.3 / § 301.3.1.

How the referenced‑standard tables work

Exceptions & special cases
- Existing buildings: The AHJ has discretion to permit deviations for alterations, repairs, or renovations in existing buildings provided health and safety are maintained. See § 301.2.5.
- Nipples: Marking exceptions — markings are not required on nipples created from cutting and threading approved pipe. See § 301.2.1.
- Appendices / installation standards: Some installation standards (for convenience) are printed in appendices (for example, an IAPMO Installation Standard in Appendix I) but are not part of the Code unless formally adopted by the AHJ. § 301.2.2 notes this.
- Non‑building standards: Requirements in referenced standards that are not “building standards” (per State definitions) are not automatically part of the Code and may be governed elsewhere. See the Code’s adoption notes on non‑building standards.
Common mistakes
- Assuming any edition of a referenced standard is acceptable — you must use the edition/effective date the Code lists and the portion applicable to the referenced section (Table 1701.1 / § 1701.1).
- Installing unlisted products or accepting field‑marked products despite § 301.2 and § 301.2.1 requirements for listing and manufacturer marking.
- Treating Table 1701.2 standards (additional approved standards) the same as Table 1701.1 standards where a section specifically cites a Table 1701.1 standard — they have different status. § 301.2.2 explains the difference.
- Not asking the AHJ for approval when proposing alternate materials or special designs (you must submit documentation and may be required to perform tests per § 301.3 / § 301.3.1).
Worked example — selection and approval of DWV PVC piping
Scenario: You are specifying Schedule 40 PVC for interior DWV in a 3‑story residential building.
- Identify the Code reference for the material: Table 701.2 lists PVC (Schedule 40) and references ASTM D2665 as the referenced standard for pipe and related fittings for DWV. Check Table 701.2 and Table 1701.1 for the exact standard and edition referenced.
- Confirm product listing: Select a pipe/fitting product that is listed (third‑party certified) to ASTM D2665 by an accredited listing agency. The product must be listed before installation per § 301.2. If the product you found is not listed to ASTM D2665, it is not acceptable.
- Verify markings: On delivery, each length and fitting must show the manufacturer’s mark and markings required by ASTM D2665 and the listing agency. If the inspector finds missing markings, the AHJ can reject the material per § 301.2.1.
- If the standard covers several grades/configurations: Use only the portion applicable to the DWV application per § 301.2.2 (do not pick a pressure‑rated variant unless the Code allows it).
- If you want to use a new PVC formulation not listed in Table 1701.1: Submit technical data to the AHJ and request approval under § 301.3; the AHJ may require tests per § 301.3.1.
Numbers/thresholds in example:
- Building is 3 stories — note some materials (ABS/PVC limitations) can be restricted for more than two stories in specific tables; confirm Table 707.2 / related notes for specific product limitations. 301.2 Minimum Standards. Pipe, pipe fittings, traps, fixtures, material, and devices used in a plumbing system shall be listed (third-party certified) by a listing agency (accredited conformity assessment body) as complying with the approved applicable recognized standards referenced in this code, and shall be free from defects. Unless otherwise provided for in this code, materials, fixtures, or devices used or entering into the construction of plumbing systems, or parts thereof shall be submitted to the Authority Having Jurisdiction for approval prior to being installed. 301.2.1 Marking. Each length of pipe and each pipe fitting, trap, fixture, material, and device used in a plumbing system shall have cast, stamped, or indelibly marked on it any markings required by the applicable referenced standards and listing agency, and the manufacturer’s mark or name, which shall readily identify the manufacturer to the end user of the product. Where required by the approved standard that applies, the product shall be marked with the weight and the quality of the product. Materials and devices used or entering into the construction of plumbing and drainage systems, or parts thereof shall be marked and identified in a manner satisfactory to the Authority Having Jurisdiction. Such marking shall be done by the manufacturer. Field markings shall not be acceptable.
Exception: Markings shall not be required on nipples created from cutting and threading of approved pipe.
301.2.2 Standards. Standards listed or referred to in this chapter or other chapters cover materials that will conform to the requirements of this code, where used in accordance with the limitations imposed in this or other chapters thereof and their listing. Where a standard covers materials of various grades, weights, quality, or configurations, the portion of the listed standard that is applicable shall be used. Design and materials for special conditions or materials not provided for herein shall be permitted to be used by special permission of the Authority Having Jurisdiction after the Authority Having Jurisdiction has been satisfied as to their adequacy. A list of plumbing standards that appear in specific sections of this code is referenced in Table 1701.1. Standards referenced in Table 1701.1 shall be applied as indicated in the applicable referenced section. A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections of this code appear in Table 1701.2. An IAPMO Installation Standard is referenced in Appendix I for the convenience of the users of this code. It is not considered as a part of this code unless formally adopted as such by the Authority Having Jurisdiction.
301.2.3 Plastic Pipe, Plastic Pipe Fittings, and Components. Plastic pipe, plastic pipe fittings, and components other than those for gas shall comply with NSF/ANSI 14.
301.2.4 Cast-Iron Soil Pipe, Fittings, and Hubless Couplings. Cast-iron soil pipe, fittings, and hubless couplings shall be third party certified in accordance with ASTM C1277 and CISPI 310 for couplings and ASTM A888, ASTM A74, and CISPI 301 for pipes and fittings. 301.2.5 Existing Buildings. In existing buildings or premises in which plumbing installations are to be altered, repaired, or renovated, the Authority Having Jurisdiction has discretionary powers to permit deviation from the provisions of this code, provided that such proposal to deviate is first submitted for proper determination in order that health and safety requirements, as they pertain to plumbing, shall be observed.

Chapter 16 Nonpotable Rainwater Catchment Systems.
Chapter 16 regulates nonpotable rainwater catchment systems that include irrigation; toilet and urinal flushing with proper treatment; provisions where permits are required; maintenance of alternate water sources; and minimum water quality. This chapter provides guidance on how to optimize rainwater use while ensuring there is a decrease of risk to consumers from poor design, installation, and maintenance. Rainwater harvesting is the process of capturing, channeling, and storing water runoff for later use. Most systems are constructed of three principal components: the catchment area, the collection device, and the conveyance system.
Chapter 17 Referenced Standards.
Chapter 17 provides two comprehensive tables with referenced standards. The standards listed in Table 1701.1 are applied as indicated in the applicable reference section(s). A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections appear in Table 1701.2.
Referenced standards set forth specific details of accepted practices, materials specifications, or test methods in many specialized applications. Standards provide an efficient method of conveying complex information and specifications on the performance requirements for materials, products, systems, application, and installation. The manner and purpose for a standard’s use and, in turn, code compliance, must be definitive in all references to the standard. If the standard is intended to be a requirement for judging code compliance, the code must state its intent for use. The standard should adequately address a defined need and at the same time specify the minimum performance requirements, technical characteristics and methods of testing, and required test results.
The referenced standards tables are organized in a manner that makes it easy to find specific standards in alphabetical order, and by acronym of the publishing agency of the standard. Appendix A Recommended Rules for Sizing the Water Supply System.
Appendix A provides a method of sizing the water supply and distribution system that provides precise calculations to establish the proper pressures and flow to the system’s fixtures. The goal of sizing the system is to deliver an acceptable volume of water to the most hydraulically remote fixture during minimum pressure and maximum flow conditions; provide satisfactory water pressure to the most hydraulically remote fixture during minimum pressure and maximum flow conditions; and to prevent excessive water velocity during maximum flow conditions.
Appendix B Explanatory Notes on Combination Waste and Vent Systems.
Appendix B contains general guidelines for the design and installation of combination waste and vent systems. These systems are designed for waste piping and are purposely oversized to serve as both a waste and vent pipe to avoid excessive pneumatic effects at fixture drains.
Appendix C Alternate Plumbing Systems.
The intent of this appendix is to provide clarification of procedures for the design and approval of engineered plumbing systems, alternate materials, and equipment that are not specifically covered in other parts of the code. Alternative methods are allowed to be used where approved by the authority having jurisdiction. Approval of alternatives is based on a demonstration showing that the method or material used is at least equivalent in strength, deflection, and capacity to that provided by the prescriptive methods and materials.
Appendix D Sizing Storm Water Drainage Systems.

Chapter 14 Firestop Protection.
Chapter 14 regulates piping penetrations of fire-resistance-rated walls, partitions, floors, floor and ceiling assemblies, roof and ceiling assemblies, or shaft enclosures through firestopping. To firestop is to create a physical barrier that impedes the spread of smoke, gases, and flames from one compartment in the building design to the next. The firestop is seen as a part that is essential to protecting the lives of people who live or work in the structure, increasing the chances of not succumbing to smoke or gases before they are able to evacuate the building. Fireproofing of this type helps to restore the fire-resistant properties of the building materials before the openings were created as part of the construction process.
Chapter 15 Alternate Water Sources for Nonpotable Applications.
Chapter 15 regulates gray water sources, reclaimed (recycled) water sources and on-site treated nonpotable water systems. Water sources include subsurface irrigation, subsoil irrigation, and mulch basin systems. Subsoil water irrigation provides a means to disperse shallow drip irrigation lines and mulch basins that collect and spread water in various applications. The

1.1.5 Referenced Codes. The codes, standards and publica- tions adopted and set forth in this code, including other codes, standards and publications referred to therein are, by title and date of publication, hereby adopted as standard reference documents of this code. When this code does not specifically cover any subject related to building design and construction, recognized architectural or engineering practices shall be employed. The National Fire Codes, standards, and the Fire Protection Handbook of the National Fire Protection Asso- ciation are permitted to be used as authoritative guides in determining recognized fire prevention engineering practices.
1.1.6 Non-Building Standards, Orders, and Regulations. Requirements contained in the Uniform Plumbing Code, or in any other referenced standard, code or document, which are not building standards as defined in Health and Safety Code Section 18909 shall not be construed as part of the provisions of this code. For nonbuilding standards, orders, and regula- tions, see other titles of the California Code of Regulations.
1.1.7 Order of Precedence and Use.
1.1.7.1 Differences. In the event of any differences between these building standards and the standard ref- erence documents, the text of these building standards shall govern.
1.1.7.2 Specific Provisions. Where a specific provision varies from a general provision, the specific provision shall apply.
1.1.7.3 Conflicts. When the requirements of this code conflict with the requirements of any other part of the California Building Standards Code, Title 24, the most restrictive requirements shall prevail.
1.1.7.3.1 Detached One- and Two-Family Dwellings. Detached one- and two-family dwellings, lodging houses, live/work units, townhouses not more than three stories above grade plane in height with a separate means of egress, and their accessory structures, shall not be required to comply with the California Residential Code if constructed in accor- dance with the California Building Code.
1.1.8 City, County, or City and County Amendments, Addi- tions or Deletions. The provisions of this code do not limit the authority of city, county, or city and county governments to establish more restrictive and reasonably necessary dif- ferences to the provisions contained in this code pursuant to complying with Section 1.1.8.1. The effective date of amend- ments, additions, or deletions to this code by city, county, or city and county filed pursuant to Section 1.1.8.1 shall be the date filed. However, in no case shall the amendments, addi- tions or deletions to this code be effective any sooner than the effective date of this code.

Technical documentation shall be submitted to the Authority Having Jurisdiction to demonstrate equivalency prior to installation. The Authority Having Jurisdiction shall have the authority to approve or disapprove the system, method, or device for the intended purpose.

However, the exercise of this discretionary approval by the Authority Having Jurisdiction shall have no effect beyond the jurisdictional boundaries of said Authority Having Jurisdiction. An alternate material or method of construction so approved shall not be considered as in accordance with the requirements, intent, or both of this code for a purpose other than that granted by the Authority Having Jurisdiction where the submitted data does not prove equivalency. 301.3.1 Testing. The Authority Having Jurisdiction shall have the authority to require tests, as proof of equivalency.
301.3.1.1 Tests. Tests shall be made in accordance with approved or applicable standards, by an approved testing agency at the expense of the applicant. In the absence of such standards, the Authority Having Jurisdiction shall have the authority to specify the test procedure. 301.3.1.2 Request by Authority Having Juris- diction. 101.5 Referenced codes and standards. The codes and standards referenced elsewhere in this code shall be considered part of the requirements of this code to the prescribed extent of each such reference.
101.5.1 Building. The provisions of the California Building Code, California Residential Code and California Existing Building Code, as applicable, shall apply to the construction, alteration, movement, enlargement, replacement, repair, use and occupancy, location, maintenance, removal and demolition of every structure or any appurtenances connected or attached to such buildings or structures.
101.5.2 Electrical. The provisions of the California Electrical Code shall apply to the installation of electrical systems, including but not limited to, alterations, repair, replacement, equipment, appliances, fixtures, fittings and appurtenances thereto.

ADMINISTRATION
101.5.3 Mechanical. The provisions of the California Mechanical Code shall apply to the installation, alterations, repair and replacement of mechanical systems, including equipment, appliances, fixtures, fittings and/or appurtenances, including ventilating, heating, cooling, air-conditioning and refrigeration systems, incinerators and other energy-related systems.
101.5.4 Plumbing. The provisions of the California Plumbing Code shall apply to the installation, alteration, repair and replacement of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances where connected to a water or sewage system.
101.5.5 Fire prevention. The provisions of CCR, Title 19, Division 1 and CCR, Title 24, Part 2 and Part 9 relating to fire and panic safety as adopted by the Office of the State Fire Marshal shall apply to all structures, processes and premises for protection from the hazard of fire, panic and explosion.
101.5.6 Energy. The provisions of the California Energy Code shall apply to the minimum design and construction of buildings for energy efficiency.
101.6 Order of precedence and use.
101.6.1 Differences. In the event of any differences between these building standards and the standard reference documents, the text of these building standards shall govern. In the event a local amendment to this code results in differences between these building standards and the amendment, the text of the amendment shall govern.
101.6.2 Specific provision. Where a specific provision varies from a general provision, the specific provision shall apply.
101.6.3 Conflicts. When the requirements of this code conflict with the requirements of any other part of the California Building Standards Code, Title 24, the most restrictive requirement shall prevail.
101.6.4 Explanatory notes. Explanatory material, such as references to websites or other sources where additional information may be found, is included in this code in the form of notes. Notes are informational only and are not enforceable requirements of this code.
101.7 City, county, or city and county amendments, additions or deletions. This code is intended to set mandatory minimum Green Building Standards and includes optional tiers that may, at the discretion of any city, county, or city and county, be applied.

707.3 Watertight and Gastight. Cleanouts shall be designed to be watertight and gastight. 707.4 Location. Each horizontal drainage pipe shall be provided with a cleanout at its upper terminal, and each run of piping, that is more than 100 feet (30 480 mm) in total developed length, shall be provided with a cleanout for each 100 feet (30 480 mm), or fraction thereof, in length of such piping. An additional cleanout shall be provided in a drainage line for each aggregate horizontal change in direction exceeding 135 degrees (2.36 rad). A cleanout shall be installed above the fixture connection fitting, serving each urinal, regardless of the location of the urinal in the building.

SANITARY DRAINAGE
Exceptions:
(1) Cleanouts shall be permitted to be omitted on a horizontal drain line less than 5 feet (1524 mm) in length unless such line is serving sinks or urinals.
(2) Cleanouts shall be permitted to be omitted on a horizontal drainage pipe installed on a slope of 72 degrees (1.26 rad) or less from the vertical angle (one-fifth bend).
Frequently asked questions
What does “listed (third‑party certified)” mean for plumbing products?
It means the product is tested and certified by an accredited listing agency/conformity assessment body to comply with the applicable referenced standard before being used, per § 301.2.
If a standard covers multiple grades, which one do I use?
Use the portion of the standard that is applicable to the Code’s referenced use — the Code requires using only the applicable portion when a standard covers various grades/weights/configurations (§ 301.2.2).
Are the standards in Table 1701.1 mandatory?
Yes. Standards listed in Table 1701.1 are “considered part of the requirements of this document” and must be applied as indicated in the referenced sections (§ 1701.1).
Can I use an installation standard in an appendix as if it were part of the Code?
Not automatically. Some installation standards printed for convenience (e.g., Appendix I) are not part of the Code unless formally adopted by the AHJ — see § 301.2.2.
Who approves alternate materials or new methods not in the Code tables?
The Authority Having Jurisdiction must be satisfied as to adequacy and may require testing; see § 301.2.2, § 301.3, and § 301.3.1.
