Identification, Referenced Standards & How They Apply

Explains CPC rules for marking and identifying plumbing products, where to find and how to apply referenced standards, and how the AHJ handles alternatives.

Overview

This part of the California Plumbing Code explains how materials, fixtures, devices and assemblies used in plumbing systems must be identified, marked, and shown to comply with recognized referenced standards before they may be installed. See the Minimum Standards and marking requirements at §301.2 and §301.2.1 for third‑party listing, manufacturer marking, and the requirement that markings be cast, stamped or indelibly placed by the manufacturer .

The code also explains how referenced standards are organized and applied: the code calls out lists and application notes (including Table 1701.1 and Table 1701.2) and directs that only the applicable portions of a multi‑grade standard be used; see §301.2.2 and the referenced‑standards tables for how to locate and apply the correct standard . Where the code is silent or a different approach is proposed, the order of precedence and alternate‑materials procedures (including AHJ approval) govern application and conflicts—see §1.1.5 and §1.1.7 for referenced codes and order of precedence, and §1.8.7 for alternates and AHJ procedures .

Compliance depends on matching the product marking/listing to the standard cited in the applicable CPC section or Table 1701.1 (which cross‑references standards to code sections) so inspectors and the Authority Having Jurisdiction can verify conformity before and during installation .

  • CPC § 301.2 Medium relevance — show source text

    301.2 Minimum Standards. Pipe, pipe fittings, traps, fixtures, material, and devices used in a plumbing system shall be listed (third-party certified) by a listing agency (accredited conformity assessment body) as complying with the approved applicable recognized standards referenced in this code, and shall be free from defects. Unless otherwise provided for in this code, materials, fixtures, or devices used or entering into the construction of plumbing systems, or parts thereof shall be submitted to the Authority Having Jurisdiction for approval prior to being installed. 301.2.1 Marking. Each length of pipe and each pipe fitting, trap, fixture, material, and device used in a plumbing system shall have cast, stamped, or indelibly marked on it any markings required by the applicable referenced standards and listing agency, and the manufacturer’s mark or name, which shall readily identify the manufacturer to the end user of the product. Where required by the approved standard that applies, the product shall be marked with the weight and the quality of the product. Materials and devices used or entering into the construction of plumbing and drainage systems, or parts thereof shall be marked and identified in a manner satisfactory to the Authority Having Jurisdiction. Such marking shall be done by the manufacturer. Field markings shall not be acceptable.

    Exception: Markings shall not be required on nipples created from cutting and threading of approved pipe.

    301.2.2 Standards. Standards listed or referred to in this chapter or other chapters cover materials that will conform to the requirements of this code, where used in accordance with the limitations imposed in this or other chapters thereof and their listing. Where a standard covers materials of various grades, weights, quality, or configurations, the portion of the listed standard that is applicable shall be used. Design and materials for special conditions or materials not provided for herein shall be permitted to be used by special permission of the Authority Having Jurisdiction after the Authority Having Jurisdiction has been satisfied as to their adequacy. A list of plumbing standards that appear in specific sections of this code is referenced in Table 1701.1. Standards referenced in Table 1701.1 shall be applied as indicated in the applicable referenced section. A list of additional approved standards, publications, practices, and guides that are not referenced in specific sections of this code appear in Table 1701.2. An IAPMO Installation Standard is referenced in Appendix I for the convenience of the users of this code. It is not considered as a part of this code unless formally adopted as such by the Authority Having Jurisdiction.

    301.2.3 Plastic Pipe, Plastic Pipe Fittings, and Components. Plastic pipe, plastic pipe fittings, and components other than those for gas shall comply with NSF/ANSI 14.

    301.2.4 Cast-Iron Soil Pipe, Fittings, and Hubless Couplings. Cast-iron soil pipe, fittings, and hubless couplings shall be third party certified in accordance with ASTM C1277 and CISPI 310 for couplings and ASTM A888, ASTM A74, and CISPI 301 for pipes and fittings. 301.2.5 Existing Buildings. In existing buildings or premises in which plumbing installations are to be altered, repaired, or renovated, the Authority Having Jurisdiction has discretionary powers to permit deviation from the provisions of this code, provided that such proposal to deviate is first submitted for proper determination in order that health and safety requirements, as they pertain to plumbing, shall be observed.

    [A] 101.4 Referenced codes. The other codes specified in Sections 101.4.1 through 101.4.7 and referenced elsewhere in this code shall be considered to be part of the requirements of this code to the prescribed extent of each such reference.

    [A] 101.4.1 Gas. The provisions of the California Plumbing Code and/or the California Mechanical Code shall apply to the installation of gas piping from the point of delivery, gas appliances and related accessories as covered in this code. These requirements apply to gas piping systems extending from the point of delivery to the inlet connections of appliances and the installation and operation of residential and commercial gas appliances and related accessories.

    [A] 101.4.2 Mechanical. The provisions of the California Mechanical Code shall apply to the installation, alterations, repairs and replacement of mechanical systems, including equipment, appliances, fixtures, fittings and appurtenances, including ventilating, heating, cooling, air-conditioning and refrigeration systems, incinerators and other energy-related systems.

    [A] 101.4.3 Plumbing. The provisions of the California Plumbing Code shall apply to the installation, alteration, repair and replacement of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances, and where connected to a water or sewage system and all aspects of a medical gas system. The provisions of the California Plumbing Code shall apply to private sewage disposal systems.

    [A] 101.4.4 Property maintenance. The provisions of the California Existing Building Code shall apply to existing structures and premises; equipment and facilities; light, ventilation, space heating, sanitation, life and fire safety hazards; responsibilities of owners, operators and occupants; and occupancy of existing premises and structures.

    [A] 101.4.5 Fire prevention. The provisions of the California Fire Code shall apply to matters affecting or relating to structures, processes and premises from the hazard of fire and explosion arising from the storage, handling or use of structures, materials or devices; from conditions hazardous to life, property or public welfare in the occupancy of structures or premises; and from the construction, extension, repair, alteration or removal of fire suppression, automatic sprinkler systems and alarm systems or fire hazards in the structure or on the premises from occupancy or operation.

    [A] 101.4.6 Energy. The provisions of the California Energy Code shall apply to all matters governing the design and construction of buildings for energy efficiency.

    ADMINISTRATION

    [A] 101.4.7 Existing buildings. The provisions of the California Existing Building Code shall apply to matters governing the repair, alteration, change of occupancy, addition to and relocation of existing buildings.

    [OSHPD 1] The provisions of Chapters 2, 3A, 4A and 5A of the California Existing Building Code shall apply to all matters governing the repairs, alterations, change of occupancy, additions and relocation of existing structures and portions thereof under OSHPD jurisdic- tion. All references to Chapters 3, 4 and 5 of the California Existing Building Code shall be replaced by equivalent provisions in Chapters 3A, 4A and 5A.

    CHAPTER 1

    ADMINISTRATION

    DIVISION I

    CALIFORNIA ADMINISTRATION

    1.1.0 General.

    1.1.1 Title. These regulations shall be known as the Califor- nia Plumbing Code, may be cited as such and will be referred to herein as “this code.” The California Plumbing Code is Part 5 of thirteen parts of the official compilation and publi- cation of the adoption, amendment, and repeal of plumbing regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption the 2024 Uniform Plumb- ing Code of the International Association of Plumbing and Mechanical Officials with necessary California amendments.

    1.1.2 Purpose. The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation, and energy con- servation; safety to life and property from fire and other haz- ards attributed to the built environment; and to provide safety to fire fighters and emergency responders during emergency operations.

    1.1.3 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replace- ment, repair, equipment, use and occupancy, location, main- tenance, removal, and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California.

    101.5 Referenced codes and standards. The codes and standards referenced elsewhere in this code shall be considered part of the requirements of this code to the prescribed extent of each such reference.

    101.5.1 Building. The provisions of the California Building Code, California Residential Code and California Existing Building Code, as applicable, shall apply to the construction, alteration, movement, enlargement, replacement, repair, use and occupancy, location, maintenance, removal and demolition of every structure or any appurtenances connected or attached to such buildings or structures.

    101.5.2 Electrical. The provisions of the California Electrical Code shall apply to the installation of electrical systems, including but not limited to, alterations, repair, replacement, equipment, appliances, fixtures, fittings and appurtenances thereto.

    101.5.3 Mechanical. The provisions of the California Mechanical Code shall apply to the installation, alterations, repair and replacement of mechanical systems, including equipment, appliances, fixtures, fittings and/or appurtenances, including ventilating, heating, cooling, air-conditioning and refrigeration systems, incinerators and other energy-related systems.

    101.5.4 Plumbing. The provisions of the California Plumbing Code shall apply to the installation, alteration, repair and replacement of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances where connected to a water or sewage system.

    101.5.5 Fire prevention. The provisions of CCR, Title 19, Division 1 and CCR, Title 24, Part 2 and Part 9 relating to fire and panic safety as adopted by the Office of the State Fire Marshal shall apply to all structures, processes and premises for protection from the hazard of fire, panic and explosion.

    101.5.6 Energy. The provisions of the California Energy Code shall apply to the minimum design and construction of buildings for energy efficiency.

    101.6 Order of precedence and use.

    101.6.1 Differences. In the event of any differences between these building standards and the standard reference documents, the text of these building standards shall govern. In the event a local amendment to this code results in differences between these building standards and the amendment, the text of the amendment shall govern.

    101.6.2 Specific provision. Where a specific provision varies from a general provision, the specific provision shall apply.

    101.6.3 Conflicts. When the requirements of this code conflict with the requirements of any other part of the California Building Standards Code, Title 24, the most restrictive requirement shall prevail.

    101.6.4 Explanatory notes. Explanatory material, such as references to websites or other sources where additional information may be found, is included in this code in the form of notes. Notes are informational only and are not enforceable requirements of this code.

    101.7 City, county, or city and county amendments, additions or deletions. This code is intended to set mandatory minimum Green Building Standards and includes optional tiers that may, at the discretion of any city, county, or city and county, be applied.

  • CPC § 1.1.5 Medium relevance — show source text

    1.1.5 Referenced Codes. The codes, standards and publica- tions adopted and set forth in this code, including other codes, standards and publications referred to therein are, by title and date of publication, hereby adopted as standard reference documents of this code. When this code does not specifically cover any subject related to building design and construction, recognized architectural or engineering practices shall be employed. The National Fire Codes, standards, and the Fire Protection Handbook of the National Fire Protection Asso- ciation are permitted to be used as authoritative guides in determining recognized fire prevention engineering practices.

    1.1.6 Non-Building Standards, Orders, and Regulations. Requirements contained in the Uniform Plumbing Code, or in any other referenced standard, code or document, which are not building standards as defined in Health and Safety Code Section 18909 shall not be construed as part of the provisions of this code. For nonbuilding standards, orders, and regula- tions, see other titles of the California Code of Regulations.

    1.1.7 Order of Precedence and Use.

    1.1.7.1 Differences. In the event of any differences between these building standards and the standard ref- erence documents, the text of these building standards shall govern.

    1.1.7.2 Specific Provisions. Where a specific provision varies from a general provision, the specific provision shall apply.

    1.1.7.3 Conflicts. When the requirements of this code conflict with the requirements of any other part of the California Building Standards Code, Title 24, the most restrictive requirements shall prevail.

    1.1.7.3.1 Detached One- and Two-Family Dwellings. Detached one- and two-family dwellings, lodging houses, live/work units, townhouses not more than three stories above grade plane in height with a separate means of egress, and their accessory structures, shall not be required to comply with the California Residential Code if constructed in accor- dance with the California Building Code.

    1.1.8 City, County, or City and County Amendments, Addi- tions or Deletions. The provisions of this code do not limit the authority of city, county, or city and county governments to establish more restrictive and reasonably necessary dif- ferences to the provisions contained in this code pursuant to complying with Section 1.1.8.1. The effective date of amend- ments, additions, or deletions to this code by city, county, or city and county filed pursuant to Section 1.1.8.1 shall be the date filed. However, in no case shall the amendments, addi- tions or deletions to this code be effective any sooner than the effective date of this code.

    SECTION 2201—GENERAL

    2201.1 Scope. The provisions of this chapter govern the quality, design, fabrication and erection of steel construction.

    2201.1.1 Application. [DSA-SS/CC, OSHPD] The scope of application of Chapter 22 is as follows: 1. Structures regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD), which include hospital buildings removed from general acute care service, skilled nursing facility buildings, intermediate care facility buildings and acute psychiatric hospital buildings, as listed in Sections 1.10.1, 1.10.2 and 1.10.5.

    2. Structures regulated by the Division of the State Architect-Structural Safety/Community Colleges (DSA-SS/CC), which include those applications listed in Section 1.9.2.2.

    2201.2 Identification. Identification of steel members shall be in accordance with the applicable referenced standards within this chapter. Where the steel grade is not readily identifiable from marking and test records, the steel shall be tested to verify conformity to such standards.

    2201.3 Protection. The protection of steel members shall be in accordance with the applicable referenced standards within this chapter.

    2201.4 Connections. The design and installation of steel connections shall be in accordance with the applicable referenced standards within this chapter. For special inspection of welding or installation of high-strength bolts, see Section 1705.2.

    SECTION A101—BUILDING OFFICIAL QUALIFICATIONS

    [A] A101.1 Building official. The building official shall have not fewer than 10 years’ experience or equivalent as an architect, engineer, inspector, contractor or superintendent of construction, or any combination of these, 5 years of which shall have been supervisory experience. The building official should be certified as a building official through a recognized certification program. The building official shall be appointed or hired by the applicable governing authority.

    [A] A101.2 Chief inspector. The building official can designate supervisors to administer the provisions of this code and the Califor- nia Mechanical Code, California Plumbing Code and International Fuel Gas Code. Each supervisor shall have not fewer than 10 years experience or equivalent as an architect, engineer, inspector, contractor or superintendent of construction, or any combination of these, 5 years of which shall have been in a supervisory capacity. They shall be certified through a recognized certification program for the appropriate trade.

    [A] A101.3 Inspector and plans examiner. The building official shall appoint or hire such number of officers, inspectors, assistants and other employees as shall be authorized by the jurisdiction. A person who has fewer than 5 years of experience as a contractor, engineer, architect, or as a superintendent, foreman or competent mechanic in charge of construction shall not be appointed or hired as inspector of construction or plans examiner. The inspector or plans examiner shall be certified through a recognized certification program for the appropriate trade.

    [A] A101.4 Termination of employment. Employees in the position of building official, chief inspector or inspector shall not be removed from office except for cause after full opportunity has been given to be heard on specific charges before such applicable governing authority.

Frequently asked questions

What must be marked and who does the marking?

Each length of pipe, fitting, trap, fixture, material, and device used in plumbing systems must be cast, stamped, or indelibly marked with any markings required by the applicable referenced standard and the manufacturer’s name or mark; those markings are the manufacturer’s responsibility (see §301.2.1) .

How do I know which external standard applies to a product or installation?

Locate the CPC section that governs the product or installation; that section will reference the standard (or reference Table 1701.1/1701.2). Use the specific portion of a referenced standard that applies to the material or condition, per §301.2.2 and the referenced‑standards tables .

Can an Authority Having Jurisdiction approve an alternate material or test method?

Yes. Where the code does not provide for a special material or method, the AHJ may permit alternatives after being satisfied of adequacy; see §301.2.2 and the alternate‑materials procedures in Chapter 1 (e.g., §1.8.7) for the approval path and limits .
