Scope & Minimum Standards (Chapter 3)

Chapter 3 of the California Plumbing Code sets the cross‑cutting minimum installation, safety, and approval rules that apply across the plumbing code.

Overview

Chapter 3 of the California Plumbing Code is the code’s “general regulations” chapter: it sets the baseline rules that apply to plumbing installation and work practices that are not covered in later, topic-specific chapters. Chapter 3 frames minimum requirements for safe installation, material identification, supports and penetrations, and methods of approval so plumbing systems protect public health, property and structural integrity .

Why it matters: these provisions are the first stop for plan reviewers, installers, and inspectors when a question is procedural (what must be labeled, how piping may be routed or sleeved, or when an alternate material needs approval). They tie the administration and scope of the CPC back to the overall code purpose and enforcement framework (see the code’s scope and purpose provisions such as §1.1.3) and to chapter-level requirements throughout the CPC .

    PART II— GENERAL SAFETY PROVISIONS

    3 GENERAL REQUIREMENTS

    About this chapter: Chapter 3 provides general requirements for asphalt kettles, combustible waste material, ignition sources, motion picture projection rooms and film, open burning, recreational fires, portable outdoor fireplaces, open flames, powered industrial trucks and equipment, smoking, vacant premises, vehicle impact protection, fueled equipment, indoor displays, general storage, outdoor pallet storage, hazards to firefighters, landscaped roofs, laundry carts, mobile food preparation vehicles, additive manufacturing (3D printing) and artificial combustible vegetation. These are intended to improve premises safety for everyone, including construction workers, tenants, operations and maintenance personnel, and emergency response personnel.

    SECTION 301—GENERAL

    301.1 Scope. The provisions of this chapter shall govern the occupancy and maintenance of all structures and premises for precautions against fire and the spread of fire and general requirements of fire safety.

As well as establishing the scope of the code, this chapter is concerned with enforcing the requirements contained in the body of the code. A plumbing code, as with any other code, is intended to be adopted as a legally enforceable document to safeguard health, safety, property, and public welfare. The code cannot be effective without satisfactory provisions for its administration and enforcement. The Authority Having Jurisdiction is to review the proposed and completed work and to decide whether a plumbing system conforms to the code requirements. As a public servant, the Authority Having Jurisdiction enforces the code in an unbiased, proper manner. The design professional is responsible for the design of a safe plumbing system. The contractor is responsible for installing the system in accordance with the plans.

    Chapter 2 Definitions.

    To maintain consistency and encourage the use of common terminology, Chapter 2 establishes definitions to provide clarity of terms and promote the use of a common language throughout the code. Understanding definitions within the context of their application enables greater collaboration, efficiency, standardization, and interpretation in applying and enforcing terms used throughout the code. Codes are technical documents, and every term can impact the meaning of the code text. Terms not defined have a normally accepted meaning.

    Chapter 3 General Regulations.

    Chapter 3 regulates the general requirements, not specific to other chapters, for installing plumbing systems. Many regulations are not specific plumbing requirements but relate to the overall plumbing system. This chapter contains safety requirements for installing plumbing and also contains nonplumbing requirements for identifying pipes, pipe fittings, traps, fixtures, materials, and devices used in plumbing systems. Listing method of approval, based on applicable nationally recognized standards, for the safe and proper installation of plumbing systems, is essential to ensure the protection of public health, safety, and welfare. The safety requirements provide protection for piping, material, and structures, with provisions for installation practices, removing stress and strain of the pipe, sleeving, and hanger support. The building’s structural stability is protected by the regulations for cutting and notching of structural members.

    Chapter 4 Plumbing Fixtures and Fixture Fittings.

    This chapter regulates the minimum number of plumbing fixtures of a specific type and quality for each building. The fixtures must be properly installed to be usable by the individuals occupying the building. The quality and design of every fixture must conform to the applicable referenced standard. Compliance with this chapter will result in a building or structure having acceptable plumbing fixtures for the sanitary, hygienic, cleaning, washing, and food preparation needs of the occupants. In addition to ensuring resilient fixtures, the chapter also takes into consideration gender-neutral facilities and contains provisions for privacy compartments.

    Chapter 5 Water Heaters.

    Chapter 5 regulates the design, approval, installation, and safety devices of fuel burning and other types of water heaters with the combustion air requirements for ventilation and dilution of flue gases for appliances installed in buildings. This chapter does not apply to direct-vent appliances. In addition, this chapter regulates the design, construction, installation, and maintenance of chimneys, vents, and their connections to fuel-burning appliances. Methods to supply combustion air may be supplied from an indoor air supply, outdoor air supply, a combination of indoor and outdoor air supply, mechanical air supply, or an engineered system.     APPENDIX P

    PROFESSIONAL QUALIFICATIONS

    The provisions contained in this appendix are not mandatory unless specifically adopted by a state agency, or referenced in the adopting ordinance.

    P 101.0 General.

    P 101.1 Scope. The provisions of this appendix address minimum qualifications for installers, inspectors, or employers for systems covered within the scope of this code.

    P 102.0 Qualifications.

    P 102.1 General. Where permits are required, the Authority Having Jurisdiction shall have the authority to require contractors, installers, or service technicians to demonstrate competency. Where determined by the Authority Having Jurisdiction, the contractor or technicians shall be licensed or certified to perform such work. Professional qualifications shall be required for an individual to demonstrate the required level of competency.

    P 102.2 Inspectors and Plans Examiners. Professional qualification for plumbing inspectors and plumbing plans examiners shall be qualified in accordance with ASSE/IAPMO/ANSI Series 16000.

    P 102.2.1 Qualification for Plumbing Inspector. Professional qualification for plumbing inspectors shall be in accordance with ASSE/IAPMO/ANSI 16010.

    P 102.2.2 Qualification for Plumbing Plan Exam- iner. Professional qualification for plumbing plans examiners shall be in accordance with ASSE/IAPMO/ANSI

    Where horizontal piping materials do not comply with this requirement, the minimum separation shall be increased to 60 inches (1524 mm). The potable water piping shall be installed at an elevation above the treated nonpotable water piping.

    Exception: [DWR] Recycled water supply systems that are within or a part of a building shall comply with Section 1505.12.

    1502.5 Abandonment. Alternate water source systems that are no longer in use or fail to be maintained in accordance with Section 1501.5 shall be abandoned. Abandonment shall comply with Section 1502.5.1 and Section 1502.5.2.

    1502.5.1 General. An abandoned system or part thereof covered under the scope of this chapter shall be disconnected from remaining systems, drained, plugged, and capped in an approved manner.

    ALTERNATE WATER SOURCES FOR NONPOTABLE APPLICATIONS

    1502.5.2 Underground Tank. An underground water storage tank that has been abandoned or otherwise discontinued from use in a system covered under the scope of this chapter shall be completely drained and filled with earth, sand, gravel, concrete, or other approved material or removed in a manner satisfactory to the Authority Having Jurisdiction. 1502.6 Sizing. Unless otherwise provided for in this chapter, alternate water source piping shall be sized in accordance with Chapter 6 for sizing potable water piping.

    1503.0 Gray Water Systems. [BSC-CG] Gray water sys- tems shall be verified in accordance with the California Green Building Standards Code (CALGreen), Chapter 5, Division 5.3. 1503.1 General. The provisions of this section shall apply to the construction, alteration, and repair of gray water systems. A city, county, or city and county or other local government may adopt, after a public hearing and enactment of an ordinance or resolution, building standards that are more restrictive than the gray water building standards adopted in this code. For addi- tional information, see Health and Safety Code Section 18941.7.

    (A) All gray water systems shall be designed with a diverter valve to allow the user to direct the flow to the building sewer and either the irrigation field or disposal field, whichever is used. The means of changing the direction flow of the gray water shall be clearly labeled and readily accessible to the user.

    (B) Water used to wash diapers or similarly soiled or infec- tious garments or other prohibited contents shall be diverted by the user to the building sewer.

    (C) Gray water shall not be used in spray irrigation, allowed to pond or runoff and shall not be discharged directly into or reach any storm sewer system or any surface body of water.

    (D) Human contact with gray water or the soil irrigated by gray water shall be minimized and avoided, except as required to maintain the gray water system. The dis- charge point of any gray water subsoil irrigation or sub- surface irrigation field shall be covered by at least two (2) inches (51 mm) of mulch, rock, or soil, or a solid shield to minimize the possibility of human contact.

    3 A PROVISIONS FOR ALL COMPLIANCE METHODS

    User notes:

    About this chapter: Chapter 3A controls the compliance options for alteration, repair, addition, evaluation and change of occupancy of existing structures regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development, which include hospitals and correctional treatment centers [applications listed in Section 1.10.1 (OSHPD 1)].

    SECTION 301 A —ADMINISTRATION

    301 A .1 Applicability. The provisions of this chapter shall control the alteration, repair, addition and change of occupancy of existing structures for applications listed in Sections 1.10.1 [OSHPD 1] regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD).

    California Energy Commission, State Fire Marshal and DSA-AC requirements for existing structures shall be enforced by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD).

    301 A .1.1 Bleachers, grandstands and folding and telescopic seating. Existing bleachers, grandstands and folding and telescopic seating shall comply with ICC 300.

    301 A .2 Repairs. Repairs shall comply with the requirements of Chapter 4 A .

    301 A .3 Alteration, addition or change of occupancy. The alteration, addition or change of occupancy of all existing buildings or structures shall comply with one of the methods or categories listed in Section 301 A .3.1, 301 A .3.2 or 301 A .3.3. Section 304A.3.2 applies to all methods or categories. Sections 301 A .3.1 through 301 A .3.3 shall not be applied in combination with each other , except when permitted by the enforcement agency.

    Exception: Subject to the approval of the enforcement agency, alterations complying with the laws in existence at the time the building or the affected portion of the building was built shall be considered in compliance with the provisions of this code. New structural members added as part of the alteration shall comply with the California Building Code .

    301 A .3.1 Prescriptive compliance method. Alterations, additions and changes of occupancy complying with Chapter 5 A of this code for existing buildings or structures shall be considered in compliance with the provisions of this code.

    SECTION A101—PURPOSE

    [BS] A101.1 Purpose. The purpose of this chapter is to promote public safety and welfare by reducing the risk of death or injury from the effects of earthquakes on existing unreinforced masonry bearing wall buildings.

    The provisions of this chapter are intended as minimum standards for structural seismic resistance, and are established primarily to reduce the risk of life loss or injury. Compliance with these provisions will not necessarily prevent loss of life or injury, or prevent earthquake damage to retrofitted buildings.

    SECTION A102—SCOPE

    [BS] A102.1 General. The provisions of this chapter shall apply to all existing buildings not more than six stories in height above the base of the structure and having not fewer than one unreinforced masonry bearing wall. The elements regulated by this chapter shall
