How are fees and reinspection fees set and applied?

In plain terms: the CPC lets each city/county set permit and reinspection dollar amounts in a local fee schedule (Table 104.5). The code permits charging a reinspection fee when work is not ready, corrections haven’t been made, plans aren’t available, access isn’t provided, or work deviates from approved plans, and the AHJ may withhold further inspections until that fee is paid (see §105.2.6).

What the code requires — 2-4 sentences

The California Plumbing Code permits jurisdictions to set permit and inspection fees through a local fee schedule (see § 104.5) and to charge a reinspection fee when work is not ready or corrections have not been made. The code specifically allows a reinspection fee to be assessed for each inspection or reinspection in the circumstances listed in § 105.2.6. The CPC points inspectors and permit applicants to the adopted fee table (Table 104.5) for the dollar amounts and to the jurisdiction for the adopted fees.

  • Continuing inspections before payment. The code expressly permits the AHJ to withhold additional inspections until the reinspection fee is paid. § 105.2.6.

Worked example (concrete scenario with numbers — HYPOTHETICAL fees)

Scenario:

  • Jurisdiction X adopts Table 104.5 and lists: Permit issuance fee = $200, Plan review = $150, Reinspection fee (per inspection) = $125. (These amounts are examples only — jurisdictions set their own fees.)
  • A plumber requests a rough-in inspection. Inspector arrives; piping is incomplete and corrections are required.

How the code-authorized process plays out:

  1. Inspector documents deficiencies and issues a rejection. Because this is the first failure, the AHJ may—but is not required to—charge a reinspection fee. § 105.2.6.
  2. Plumber returns after correcting items and requests reinspection. AHJ checks Table 104.5: reinspection fee = $125. Plumber must file any required form and pay $125 before the AHJ schedules/records the next inspection. § 105.2.6; Table 104.5.
  3. If the plumber had not provided approved plans on site or failed to provide access on the inspection date, the jurisdiction is similarly permitted to assess the $125 reinspection fee (same §).

    No test or inspection shall be required where a plumbing system, or part thereof, is set up for exhibition purposes and has no connection with a water or drainage system. In cases where it would be impractical to provide the required water or air tests, or for minor installations and repairs, the Authority Having Jurisdiction shall be permitted to make such inspection as deemed advisable in order to be assured that the work has been performed in accordance with the intent of this code. Joints and connections in the plumbing system shall be gastight and watertight for the pressures required by the test. 105.3.1 Defective Systems. An air test shall be used in testing the sanitary condition of the drainage or plumbing system of building premises where there is reason to believe that it has become defective. In buildings or premises condemned by the Authority Having Jurisdiction because of an insanitary condition of the plumbing system, or part thereof, the alterations in such system shall be in accordance with the requirements of this code. 105.3.2 Retesting. Where the Authority Having Jurisdiction finds that the work will not pass the test, necessary corrections shall be made, and the work shall be resubmitted for test or inspection. 105.3.3 Approval. Where prescribed tests and inspections indicate that the work is in accordance with this code, a certificate of approval shall be issued by the Authority Having Jurisdiction to the permittee on demand. 105.4 Connection to Service Utilities. No person shall make connections from a source of energy or fuel to a plumbing system or equipment regulated by this code and for which a permit is required until approved by the Authority Having Jurisdiction. No person shall make connection from a watersupply line nor shall connect to a sewer system regulated by this code and for which a permit is required until approved by the Authority Having Jurisdiction. The Authority Having Jurisdiction shall be permitted to authorize temporary connection of the plumbing equipment to the source of energy or fuel for the purpose of testing the equipment.

    105.2.5 Responsibility. It shall be the duty of the holder of a permit to make sure that the work will stand the test prescribed before giving the notification.

    The equipment, material, and labor necessary for inspection or tests shall be furnished by the person to whom the permit is issued or by whom inspection is requested.

    105.2.6 Reinspections. A reinspection fee shall be permitted to be assessed for each inspection or reinspection where such portion of work for which inspection is called is not complete or where required corrections have not been made.

    This provision shall not be interpreted as requiring reinspection fees the first time a job is rejected for failure to be in accordance with the requirements of this code, but as controlling the practice of calling for inspections before the job is ready for inspection or reinspection.

    Reinspection fees shall be permitted to be assessed where the approved plans are not readily available to the inspector, for failure to provide access on the date for which the inspection is requested, or for deviating from plans requiring the approval of the Authority Having Jurisdiction.

    To obtain reinspection, the applicant shall file an application therefore in writing upon a form furnished

    for that purpose and pay the reinspection fee in accordance with Table 104.5.

    In instances where reinspection fees have been assessed, no additional inspection of the work will be performed until the required fees have been paid. 105.3 Testing of Systems. Mechanical systems shall be tested and approved in accordance with this code or the Authority Having Jurisdiction. Tests shall be conducted in the presence of the Authority Having Jurisdiction or the Authority Having Jurisdiction’s duly appointed representative.

    No test or inspection shall be required where a mechanical system, or part thereof, is set up for exhibition purposes and has no connection with water or an energy fuel supply. In cases where it would be impractical to provide the required water or air tests, or for minor installations and repairs, the Authority Having Jurisdiction shall be permitted to make such inspection as deemed advisable in order to be assured that the work has been performed in accordance with the intent of this code. Joints and connections in the mechanical system shall be airtight, gastight, or watertight for the pressures required by the test.

    105.3.1 Defective Systems. In buildings or premises condemned by the Authority Having Jurisdiction because of an insanitary condition of the mechanical system, or part thereof, the alterations in such system shall be in accordance with the requirements of this code.

    105.3.2 Retesting. Where the Authority Having Jurisdiction finds that the work will not pass the test, necessary corrections shall be made, and the work shall be resubmitted for test or inspection.

    105.3.3 Approval. Where prescribed tests and inspections indicate that the work is in accordance with this code, a certificate of approval shall be issued by the Authority Having Jurisdiction to the permittee on demand.

    105.4 Connection to Service Utilities. No person shall make connections from a source of energy or fuel to a mechanical system or equipment regulated by this code and for which a permit is required until approved by the Authority Having Jurisdiction. The Authority Having Jurisdiction shall be permitted to authorize temporary connection of the mechanical system equipment to the source of energy or fuel for the purpose of testing the equipment.

    106.0 Violations and Penalties.

    To obtain a reinspection, the applicant shall pay the reinspection fee as set forth in the fee schedule adopted by the jurisdiction. Where reinspection fees have been assessed, additional inspection of the work will not be performed until the required fees have been paid.

    [A] 109.1.4 Testing. Installations shall be tested as required in this code and in accordance with Sections 109.1.4.1 through 109.1.4.3. Tests shall be made by the permit holder or authorized agent and observed by the code official.

    [A] 109.1.4.1 New, altered, extended or repaired installations. New installations and parts of existing installations that have been altered, extended, renovated or repaired, shall be tested as prescribed herein to disclose defects.

    [A] 109.1.4.2 Apparatus, instruments, material and labor for tests. Apparatus, instruments, material and labor required for testing an installation or part thereof shall be furnished by the permit holder or authorized agent.

    [A] 109.1.4.3 Reinspection and testing. Where any work or installation does not pass an initial test or inspection, the necessary corrections shall be made so as to achieve compliance with this code. The work or installation shall then be resubmitted to the code official for inspection and testing.

    [A] 109.2 Enforcement. Enforcement shall be in accordance with Sections 109.2.1 and 109.2.2.

    [A] 109.2.1 Authorization to issue corrective orders and notices. Where the code official finds any building or premises that are in violation of this code, the code official is authorized to issue corrective orders and notices.

    [A] 109.2.2 Service of orders and notices. Orders and notices authorized or required by this code shall be given or served on the owner, the owner’s authorized agent, operator, occupant or other person responsible for the condition or violation either by verbal notification, personal service, or delivering the same to, and leaving it with, a person of suitable age and discretion on the premises; or, if such person is not found on the premises, by affixing a copy thereof in a conspicuous place on the door to the entrance of said premises and by mailing a copy thereof to such person by registered or certified mail to the person’s last known address.

    Orders or notices that are given verbally shall be confirmed by service in writing as herein provided.

    [A] 109.3 Compliance with orders and notices. Compliance with orders and notices shall be in accordance with Sections 109.3.1 through 109.3.8.

    [A] 109.3.1 General compliance. Orders and notices issued or served as provided by this code shall be complied with by the owner, the owner’s authorized agent, operator, occupant or other person responsible for the condition or violation to which the corrective order or notice pertains.

    If the building or premises is not occupied, then such corrective orders or notices shall be complied with by the owner or the owner’s authorized agent.

    [A] 109.3.2 Compliance with tags. A building or premises shall not be used when in violation of this code as noted on a tag affixed in accordance with Section 109.3.1.

    ** A permittee holding an unexpired permit shall be permitted to apply for an extension of the time within which work shall be permitted to commence under that permit where the permittee is unable to commence work within the time required by this section. The Authority Having Jurisdiction shall be permitted to extend the time for action by the permittee for a period not exceeding 180 days upon written request by the permittee showing that circumstances beyond the control of the permittee have prevented the action from being taken. No permit shall be extended more than once. In order to renew action on a permit after expiration, the permittee shall pay a new full permit fee. 104.4.5 Suspension or Revocation. The Authority Having Jurisdiction shall be permitted, with written notification, to suspend or revoke a permit issued under the provisions of this code where the permit is issued in error or on the basis of incorrect information supplied or in violation of other ordinance or regulation of the jurisdiction.

    104.4.6 Retention of Plans. One set of approved construction documents and computations shall be retained by the Authority Having Jurisdiction until final approval of the work covered therein.

    One set of approved construction documents, computations, and manufacturer’s installation instructions shall be returned to the applicant and said set shall be kept on the site of the building or work at times during which the work authorized thereby is in progress.

    104.5 Fees. Fees shall be assessed in accordance with the provisions of this section and as set forth in the fee schedule, Table 104.5. The fees are to be determined and adopted by this jurisdiction. 104.5.1 Work Commencing Before Permit Issuance. Where work for which a permit is required by this code has been commenced without first obtaining said permit, a special investigation shall be made before a permit is issued for such work. 104.5.2 Investigation Fees. An investigation fee, in addition to the permit fee, shall be collected whether a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee that is required by this code if a permit were to be issued. The payment of such investigation fee shall not exempt a person from compliance with other provisions of this code, nor from a penalty prescribed by law. 104.5.3 Fee Refunds. The Authority Having Jurisdiction shall be permitted to authorize the refunding of a fee as follows:

    (1) The amount paid hereunder that was erroneously paid or collected.

    (2) Refunding of not more than a percentage, as determined by this jurisdiction where no work has been done under a permit issued in accordance with this code.

    The Authority Having Jurisdiction shall not authorize the refunding of a fee paid except upon written application filed by the original permittee not to exceed 180 days after the date of fee payment.

    105.0 Inspections and Testing.

    105.1 General. Plumbing systems for which a permit is required by this code shall be inspected by the Authority Having Jurisdiction.

    No plumbing system or portion thereof shall be covered, concealed, or put into use until inspected and approved as prescribed in this code. Neither the Authority Having Jurisdiction nor the jurisdiction shall be liable for expense entailed in the removal or replacement of material required to permit inspection. Plumbing systems regulated by this code shall not be connected to the water, the energy fuel supply, or the sewer system until authorized by the Authority Having Jurisdiction.

    The piping of the building sewer shall be tested with water. The Authority Having Jurisdiction shall be permitted to require the removal of cleanouts, etc., to ascertain whether the pressure has reached all parts of the system.

    5.2 Water Test

    The system shall be tested by plugging the end of the building sewer at its points of connection to the public sewer or private sewage disposal system and completely filling the building sewer with water from the lowest to the highest point thereof.

    5.3 Inspections

    The completed piping shall be internally inspected by camera unless waived by the Administrative Authority.

Excavations and shoring shall be in accordance with jurisdictional safety requirements. (c) Set Up Fuse the proper length of polyethylene pipe in accordance with ASTM F2620, or ASTM D3261 and fuse the end to a small length that is attached to the pulling head. A rod pusher cable is pushed through the damaged host pipe and attached to the pulling cable, which is then drawn through the pipe. The clevis end of the cable is attached to the pulling head. The pulling equipment is then set up according to the manufacturer’s instructions.

    (d) Pulling Pull the pulling head through. Once the pull is done, complete the connection to the existing piping.

    4.6 Cleanouts

    4.6.1 Plug Each cleanout fitting for cast-iron pipe shall consist of a cast-iron or brass body and an approved plug. Each cleanout for galvanized wrought-iron, galvanized steel, copper, or brass pipe shall consist of a brass plug as specified in Table 1, or a standard weight brass cap, or an approved ABS or PVC plastic plug, or an approved stainless-steel cleanout or plug. Plugs shall have raised square heads or approved countersunk rectangular slots. 4.6.2 Approved Each cleanout fitting and each cleanout plug, or cap shall be of an approved type.

    1.1.0 General.

    1.1.1 Title. These regulations shall be known as the Califor- nia Plumbing Code, may be cited as such and will be referred to herein as “this code.” The California Plumbing Code is Part 5 of thirteen parts of the official compilation and publi- cation of the adoption, amendment, and repeal of plumbing regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption the 2024 Uniform Plumb- ing Code of the International Association of Plumbing and Mechanical Officials with necessary California amendments.

    1.1.2 Purpose. The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation, and energy con- servation; safety to life and property from fire and other haz- ards attributed to the built environment; and to provide safety to fire fighters and emergency responders during emergency operations.

Frequently asked questions

Who decides the dollar amount of reinspection fees?

The local jurisdiction (the Authority Having Jurisdiction) decides and adopts the dollar amounts in their Table 104.5; the CPC requires the fee schedule format but not the amounts.

When can a reinspection fee be charged?

When the portion of the work called for is not complete, required corrections have not been made, approved plans are not available, access is not provided on the scheduled date, or the work deviates from approved plans — per § 105.2.6.

Can a jurisdiction charge a reinspection fee the first time the job fails?

The code states that the provision “shall not be interpreted as requiring reinspection fees the first time a job is rejected,” so charging first-time is discretionary, not mandatory.

Must the AHJ perform another inspection before payment?

No. The AHJ may withhold additional inspections until the required reinspection fees are paid. § 105.2.6.

Where do I find the local reinspection amount?

Inspect your jurisdiction’s adopted fee schedule (Table 104.5 as adopted locally) or contact the local building/plumbing counter — the CPC requires adoption but the amounts are local.
