Where access is by means of a private road and the building address cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure.     SECTION R309—AUTOMATIC SPRINKLER SYSTEMS

    R309.1 Townhouse automatic sprinkler systems. An automatic sprinkler system shall be installed in townhouses.

    Exception: An automatic sprinkler system shall not be required where additions or alterations are made to existing townhouses that do not have an automatic sprinkler system installed.

    R309.1.1 Design and installation. Automatic sprinkler systems for townhouses shall be designed and installed in accordance with Section R309 or NFPA 13D.

    R309.2 One- and two-family dwellings automatic sprinkler systems. An automatic sprinkler system shall be installed in one- and two-family dwellings.

    Exceptions:

    1. An automatic sprinkler system shall not be required for additions or alterations to existing buildings that are not already provided with a sprinkler system. 2. Accessory Dwelling Unit, provided that all of the following are met: 2.1. The unit meets the definition of an Accessory Dwelling Unit as defined in the Government Code Section 65852.2. 2.2. The existing primary residence does not have automatic fire sprinklers. 2.3. The accessory detached dwelling unit does not exceed 1,200 square feet in size. 2.4. The unit is on the same lot as the primary residence.

    R309.2.1 Design and installation. Automatic sprinkler systems shall be designed and installed in accordance with Section R309 or NFPA 13D.

    [F] 3310.2 Maintenance of means of egress. Means of egress and required accessible means of egress shall be maintained at all times during construction, demolition, remodeling or alterations and additions to any building.

    Exception: Existing means of egress need not be maintained where approved temporary means of egress systems and facilities are provided.

    SECTION 3311—STANDPIPES

    [F] 3311.1 Where required. In buildings required to have standpipes by Section 905.3.1, not fewer than one standpipe shall be provided for use during construction. Such standpipes shall be installed prior to construction exceeding 40 feet (12 192 mm) in height above the lowest level of fire department vehicle access. Such standpipes shall be provided with fire department hose connections at locations adjacent to stairways complying with Section 3310.1. As construction progresses, such standpipes shall be extended to within one floor of the highest point of construction having secured decking or flooring.

    [F] 3311.2 Buildings being demolished. Where a building is being demolished and a standpipe exists within such a building, such standpipe shall be maintained in an operable condition so as to be available for use by the fire department. Such standpipe shall be demolished with the building but shall not be demolished more than one floor below the floor being demolished.

    [F] 3311.3 Detailed requirements. Standpipes shall be installed in accordance with the provisions of Chapter 9.

    Exception: Standpipes shall be either temporary or permanent in nature, and with or without a water supply, provided that such standpipes conform to the requirements of Section 905 as to capacity, outlets and materials.

    SECTION 3312—AUTOMATIC SPRINKLER SYSTEM

    [F] 3312.1 Completion before occupancy. In buildings where an automatic sprinkler system is required by this code, it shall be unlawful to occupy any portion of a building or structure until the automatic sprinkler system installation has been tested and approved, except as provided in Section 111.3.

    [F] 3312.2 Operation of valves. Operation of sprinkler control valves shall be permitted only by properly authorized personnel and shall be accompanied by notification of duly designated parties. When the sprinkler protection is being regularly turned off and on to facilitate connection of newly completed segments, the sprinkler control valves shall be checked at the end of each work period to ascertain that protection is in service.

    SECTION 3313—WATER SUPPLY FOR FIRE PROTECTION

    [F] 3313.1 Where required. An approved water supply for fire protection, either temporary or permanent, shall be made available as soon as combustible building materials arrive on the site, on commencement of vertical combustible construction, and on installation of a standpipe system in buildings under construction, in accordance with Sections 3313.2 through 3313.5.

    Exception: The fire code official is authorized to reduce the fire-flow requirements for isolated buildings or a group of buildings in rural areas or small communities where the development of full fire-flow requirements is impractical.

    8-303.6 Light and ventilation. Windows in habitable rooms shall have an area of 6 percent of the floor area, or 6 square feet (0.56 m [2] ), whichever is greater. Windows in sleeping rooms shall be openable (see Section 8-503). Residential occupancies need not be provided with electrical lighting.

    8-303.7 Alteration and repair. The alteration and repair of qualified historical buildings or properties may permit the replacement, retention and extension of original materials and the continued use of original methods of construction, provided a life safety hazard is not created or continued. Alterations and repairs shall be consistent with the CHBC.

    The amount of alterations and repairs is not limited, provided there is no nonhistorical increase in floor area, volume or size of the building or property.

    8-4 FIRE PROTECTION

    SECTION 8-401 PURPOSE, INTENT AND SCOPE

    8-401.1 Purpose. The purpose of this chapter is to provide regulations for fire protection of qualified historical buildings or properties. The CHBC requires enforcing agencies to accept any reasonably equivalent alternatives to the regular code when dealing with qualified historical buildings or properties.

    8-401.2 Intent. The intent of the CHBC is to preserve the integrity of qualified historical buildings or properties while maintaining a reasonable degree of fire protection based primarily on the life safety of the occupants and firefighting personnel.

    8-401.3 Scope. This chapter shall apply when required by the provisions of Section 8-102.

    SECTION 8-402 FIRE-RESISTIVE CONSTRUCTION

    8-402.1 Exterior wall construction. The fire-resistance requirement for existing exterior walls and existing opening protection may be satisfied when an automatic sprinkler system designed for exposure protection is installed per the CHBC. The automatic sprinklers may be installed on the exterior with at least one sprinkler located over each opening required to be protected. Additional sprinklers shall also be distributed along combustible walls under the roof lines that do not meet the fire-resistive requirement due to relationship to property lines as required by regular code. Such sprinkler systems may be connected to the domestic water supply on the supply-main side of the building shut-off valve. A shut-off valve may be installed for the sprinkler system, provided it is locked in an open position.

    8-402.2 One-hour construction. Upgrading an existing qualified historical building or property to one-hour fire-resistive construction and one-hour fire-resistive corridors shall not be required regardless of construction or occupancy when one of the following is provided:

    1. An automatic sprinkler system throughout. See Section 8-410 for automatic sprinkler systems.
    2. An approved life safety evaluation.
    3. Other alternative measures as approved by the enforcing agency.

    8-402.3 Openings in fire-rated systems. Historical glazing materials and solid wood unrated doors in interior walls required to have one-hour fire rating may be approved when operable windows and doors are provided with appropriate smoke seals and when the area affected is provided with an automatic sprinkler system. See Section 8-410 for automatic sprinkler systems.

The existing primary residence does not have automatic fire sprinklers. 2.3. The accessory detached dwelling unit does not exceed 1,200 square feet in size. 2.4. The unit is on the same lot as the primary residence.

    R309.2.1 Design and installation. Automatic sprinkler systems shall be designed and installed in accordance with Section R309 or NFPA 13D.

    R309.3 Dwelling unit automatic sprinkler systems.

    R309.3.1 General. The design and installation of automatic sprinkler systems shall be in accordance with NFPA 13D or Section R309.3, which shall be considered to be equivalent to NFPA 13D. Partial automatic sprinkler systems shall be permitted to be installed only in buildings not required to be equipped with an automatic sprinkler system. Section R309.3 shall apply to standalone and multipurpose wet-pipe sprinkler systems that do not include the use of antifreeze. A multipurpose automatic sprinkler system shall provide domestic water to both fire sprinklers and plumbing fixtures. A stand-alone automatic sprinkler system shall be separate and independent from the water distribution system.

    R309.3.1.1 Backflow protection. A backflow preventer shall not be required to separate a sprinkler system from the water distri- bution system, provided that: 1. The system complies with NFPA 13D or Section R309; 2. Piping materials are suitable for potable water in accordance with the California Plumbing Code; and 3. The system does not contain antifreeze or have a fire department connection.

    R309.3.1.2 Required sprinkler locations. Sprinklers shall be installed to protect all areas of a dwelling unit.

    901.4.3 Alterations in buildings and structures. For any alteration within a building or structure, the fire protection and life safety systems shall be extended, altered or augmented to maintain and continue protection within the building or structure. Persons shall not remove or modify any fire protection or life safety system installed or maintained under the provisions of this code or the California Building Code without approval from the fire code official.

    901.4.4 Fire areas. Where buildings, or portions thereof, are divided into fire areas so as not to exceed the limits established for requiring a fire protection system in accordance with this chapter, such fire areas shall be separated by fire barriers constructed in accordance with Section 707 of the California Building Code or horizontal assemblies constructed in accordance with Section 711 of the California Building Code, or both, having a fire-resistance rating of not less than that determined in accordance with Section 707.3.10 of the California Building Code .

    901.4.5 Additional fire protection systems. In occupancies of a hazardous nature, where special hazards exist in addition to the normal hazards of the occupancy, or where the fire code official determines that access for fire apparatus is unduly difficult, the fire code official shall have the authority to require additional safeguards and fire protection systems. Fire protection and life safety systems required under this section shall be installed in accordance with this code and the applicable referenced standards.

    901.4.6 Appearance of equipment. Any device that has the physical appearance of life safety or fire protection equipment but that does not perform that life safety or fire protection function shall be prohibited.

    901.4.7 Pump and riser room size. Where provided, fire pump rooms and automatic sprinkler system riser rooms shall be designed with adequate space for all equipment necessary for the installation, as defined by the manufacturer, with sufficient working space around the stationary equipment. Clearances around equipment to elements of permanent construction, including other installed equipment and appliances, shall be sufficient to allow inspection, service, repair or replacement without removing such elements of permanent construction or disabling the function of a required fire-resistance-rated assembly.     pump and automatic sprinkler system riser rooms shall be provided with doors and unobstructed passageways large enough to allow removal of the largest piece of equipment.

    901.4.7.1 Access. Automatic sprinkler system risers, fire pumps and controllers shall be provided with ready access. Where located in a fire pump room or automatic sprinkler system riser room, the door shall be permitted to be locked provided that the key is available at all times.

    901.4.7.2 Marking on access doors. Access doors for automatic sprinkler system riser rooms and fire pump rooms shall be labeled with an approved sign. The lettering shall be in contrasting color to the background. Letters shall have a minimum height of 2 inches (51 mm) with a minimum stroke of [3] / 8 inch (10 mm).

    901.4.7.3 Environment. Automatic sprinkler system riser rooms and fire pump rooms shall be maintained at a temperature of not less than 40°F (4°C). Heating units shall be permanently installed.

    901.4.7.4 Lighting. Permanently installed artificial illumination shall be provided in the automatic sprinkler system riser rooms and fire pump rooms.

    FIRE PROTECTION AND LIFE SAFETY SYSTEMS

    [F] 904.11.1.4 Secondary water supply. Where a secondary water supply is required for an automatic sprinkler system, an automatic water mist system shall be provided with an approved secondary water supply.

    [F] 904.11.2 Water mist system supervision and alarms. Supervision and alarms shall be provided as required for automatic sprinkler systems in accordance with Section 903.4.1.

    [F] 904.11.2.1 Monitoring. Monitoring shall be provided as required for automatic sprinkler systems in accordance with Section 903.4.2.

    [F] 904.11.2.2 Alarms. Alarms shall be provided as required for automatic sprinkler systems in accordance with Section 903.4.3.

    [F] 904.11.2.3 Floor control valves. Floor control valves shall be provided as required for automatic sprinkler systems in accordance with Section 903.3.9.

    [F] 904.11.3 Testing and maintenance. Automatic water mist systems shall be tested and maintained in accordance with the California Code of Regulations, Title 19, Division 1, Chapter 5 and California Fire Code .

    [F] 904.12 Hybrid fire extinguishing systems. Hybrid fire extinguishing systems shall be designed, installed, maintained, periodically inspected and tested in accordance with NFPA 770. Records of inspection and testing shall be maintained.

    [F] 904.13 Aerosol fire-extinguishing systems. Aerosol fire-extinguishing systems shall be installed, maintained, periodically inspected and tested in accordance with NFPA 2010, and their listing.

    Such devices and appurtenances shall be listed and installed in compliance with manufacturers’ instructions.

    [F] 904.14 Commercial cooking systems. Commercial cooking equipment that produces grease-laden vapors shall be provided with a Type I Hood, in accordance with the California Mechanical Code, and an automatic fire extinguishing system that is listed and labeled for its intended use as follows:

    1. Wet chemical extinguishing system, complying with UL 300. 2. Carbon dioxide extinguishing systems. 3. Automatic fire sprinkler systems.

    All existing dry chemical and wet chemical extinguishing systems shall comply with UL 300.

    Exception: Public school kitchens, without deep-fat fryers, shall be upgraded to a UL 300-compliant system during state-funded modernization projects that are under the jurisdiction of the Division of the State Architect.

    All systems shall be installed in accordance with the California Mechanical Code, appropriate adopted standards, their listing and the manufacturer's installation instructions.

    Exception: Factory-built commercial cooking recirculating systems that are tested in accordance with UL 710B and listed, labeled and installed in accordance with the California Mechanical Code.

    1105.9 Group I-2 automatic sprinkler system. An automatic sprinkler system installed in accordance with Section 903.3.1.1 shall be provided throughout the floor containing the Group I-2 fire area. The sprinkler system shall be provided throughout the floor where the Group I-2 occupancy is located, on all floors between the Group I-2 occupancy fire area and the level of exit discharge, the level of exit discharge, and all floors below the level of exit discharge.

    Exception: Floors classified as an open parking garage are not required to be sprinklered.

    1105.10 Group I-2 automatic fire alarm system. An automatic fire alarm system shall be installed in existing Group I-2 occupancies in accordance with Section 907.2.6.2.

    Exception: Manual fire alarm boxes in patient sleeping areas shall not be required at exits if located at all nurses’ control stations or other constantly attended staff locations, provided such that manual fire alarm boxes are visible, are provided with ready access, and travel distances required in Section 907.4.2.1 are not exceeded.

    1105.11 Essential electrical systems. Essential electrical systems in Group I-2, Condition 2 occupancies shall be in accordance with Sections 1105.11.1 and 1105.11.2.

    1105.11.1 Where required. Where required by NFPA 99, Group I-2, Condition 2 occupancies shall be provided with an essential electrical system in accordance with NFPA 99.

    1105.11.2 Installation and duration. In Group I-2, Condition 2 occupancies, the installation and duration of operation of existing essential electrical systems shall be based on a hazard vulnerability analysis conducted in accordance with NFPA 99.

    1105.12 Group I-2 separations between construction areas. In an existing Group I-2 occupancy, areas of construction, alteration or demolition shall be separated from occupied portions of the building. Where, in accordance with Section 701.2, the maintenance of fire- resistance-rated construction is not required, separations used to separate areas of construction, alteration, or demolition from occu- pied portions of the building shall be constructed of materials that comply with one of the following: 1. Floors and nonbearing walls and partitions in accordance with California Building Code Chapter 6 and Table 601. 2. Noncombustible nonbearing walls and partitions.

    1105.12.1 Minor work . Where minor building work identified in California Building Code Section 105.2, Item 7 is provided with a sepa- ration from occupied portions of the building, materials that provide such separation shall be approved by the fire code official and shall comply with one of the following: 1. Floors and nonbearing walls and partitions in accordance with California Building Code Chapter 6 and Table 601. 2. Noncombustible nonbearing walls and partitions. 3. Materials that exhibit a flame spread index not exceeding 25 when tested in accordance with ASTM E84 or UL 723. 4. Materials exhibiting a heat peak release rate not exceeding 300 kW/m2 when tested in accordance with ASTM E1354 at an incident heat flux of 50 kW/m2 in the horizontal orientation on specimens at the thickness intended for use.

    SECTION 1106—REQUIREMENTS FOR OUTDOOR OPERATIONS

    802.5.2 Design. Where there are no guards or where existing guards must be replaced, the guards shall be designed and installed in accordance with the California Building Code .

    802.6 Fire-resistance ratings. Where approved by the code official, buildings where an automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2 of the California Building Code has been added, and the building is now sprinklered throughout, the required fire-resistance ratings of building elements and materials shall be permitted to meet the requirements of the current building code. The building is required to meet the other applicable requirements of the California Building Code .

    Plans, investigation and evaluation reports, and other data shall be submitted indicating which building elements and materials the applicant is requesting the code official to review and approve for determination of applying the current building code fire-resistance ratings. Any special construction features, including fire-resistance-rated assemblies and smoke-resistive assemblies, conditions of occupancy, means-of-egress conditions, fire code deficiencies, approved modifications or approved alternative materials, design and methods of construction, and equipment applying to the building that impact required fire-resistance ratings shall be identified in the evaluation reports submitted.

    SECTION 803—FIRE PROTECTION

    803.1 Scope. The requirements of this section shall be limited to work areas in which Level 2 alterations are being performed, and where specified they shall apply throughout the floor on which the work areas are located or otherwise beyond the work area.

    803.1.1 Corridor ratings. Where an approved automatic sprinkler system is installed throughout the story, the required fire-resistance rating for any corridor located on the story shall be permitted to be reduced in accordance with the California Building Code . In order to be considered for a corridor rating reduction, such system shall provide coverage for the stairway landings serving the floor and the intermediate landings immediately below.

    803.2 Automatic sprinkler systems. Automatic sprinkler systems shall be provided in accordance with the requirements of Section 903 of the California Building and California Fire Codes.

    803.3 Reserved.

    803.4 Fire alarm and detection. An approved fire alarm system shall be installed in accordance with California Fire Code Sections 907 and 1103.7.

    803.4.1 Systems out of service. Existing fire alarm and detection systems shall be maintained in accordance with Section 901.7 of the California Fire Code. Site fire protection during construction shall be in accordance with Chapter 33 of the California Building and California Fire Codes.

    SECTION 804—MEANS OF EGRESS

    804.1 Scope. The requirements of this section shall be limited to work areas that include exits or corridors shared by more than one tenant within the work area in which Level 2 alterations are being performed, and where specified they shall apply throughout the floor on which the work areas are located or otherwise beyond the work area.

    804.2 General. The means of egress shall comply with the requirements of this section.

    Exceptions:

    1. Where the work area and the means of egress serving it complies with NFPA 101.
    2. Means of egress complying with the requirements of the building code under which the building was constructed shall be considered to be compliant means of egress if, in the opinion of the code official, they do not constitute a distinct hazard to life.

    804.3 Reserved.

    [BE] 1508.1 Stairways required. Where building construction exceeds 40 feet (12 192 mm) in height above the lowest level of fire department vehicle access, a temporary or permanent stairway shall be provided. As construction progresses, such stairway shall be extended to within one floor of the highest point of construction having secured decking or flooring.

    [F] 1508.2 Maintenance of means of egress. Means of egress and required accessible means of egress shall be maintained at all times during construction, demolition, remodeling or alterations and additions to any building.

    Exception: Existing means of egress need not be maintained where approved temporary means of egress and accessible means of egress systems and facilities are provided.

    SECTION 1509—STANDPIPES

    [F] 1509.1 Where required. In buildings required to have standpipes by Section 905.3.1 of the California Building Code, not less than one standpipe shall be provided for use during construction. Such standpipes shall be installed prior to construction exceeding 40 feet (12 192 mm) in height above the lowest level of fire department vehicle access. Such standpipes shall be provided with fire department hose connections at locations adjacent to stairways, complying with Section 1508.1. As construction progresses, such standpipes shall be extended to within one floor of the highest point of construction having secured decking or flooring.

    [F] 1509.2 Buildings being demolished. Where a building or portion of a building is being demolished and a standpipe is existing within such a building, such standpipe shall be maintained in an operable condition so as to be available for use by the fire department. Such standpipe shall be demolished with the building but shall not be demolished more than one floor below the floor being demolished.

    [F] 1509.3 Detailed requirements. Standpipes shall be installed in accordance with the provisions of Chapter 9 of the California Building Code .

    Exception: Standpipes shall be either temporary or permanent in nature, and with or without a water supply, provided that such standpipes conform to the requirements of Section 905 of the California Building Code as to capacity, outlets and materials.

    SECTION 1510—AUTOMATIC SPRINKLER SYSTEM

    [F] 1510.1 Completion before occupancy. In buildings where an automatic sprinkler system is required by this code or the California Building Code, it shall be unlawful to occupy any portions of a building or structure until the automatic sprinkler system installation has been tested and approved, except as provided in Section 110.3.

    [F] 1510.2 Operation of valves. Operation of sprinkler control valves shall be permitted only by properly authorized personnel and shall be accompanied by notification of duly designated parties. When the sprinkler protection is being regularly turned off and on to

Limited area sprinkler systems in accordance with Section 903.3.8, provided that backflow prevention device test valves located in limited area sprinkler system supply piping shall be locked in the open position unless supplying an occupancy required to be equipped with a fire alarm system, in which case the backflow preventer valves shall be electrically supervised by a tamper switch installed in accordance with NFPA 72 and separately annunciated.
    2. Automatic sprinkler systems installed in accordance with NFPA 13R where a common supply main is used to supply both domestic water and the automatic sprinkler system, and a separate shutoff valve for the automatic sprinkler system is not provided.
    3. Jockey pump control valves that are sealed or locked in the open position.
    4. Control valves to commercial kitchen hoods, paint spray booths or dip tanks that are sealed or locked in the open position.
    5. Valves controlling the fuel supply to fire pump engines that are sealed or locked in the open position.
    6. Trim valves to pressure switches in dry, preaction and deluge sprinkler systems that are sealed or locked in the open position.
    7. Underground key or hub gate valves in roadway boxes.

    903.4.2 Monitoring. Alarm, supervisory and trouble signals shall be distinctly different and shall be automatically transmitted to an approved supervising station or, where approved by the fire code official, shall sound an audible signal at a constantly attended location.

    903.4.3 Alarms. An approved audible and visual sprinkler waterflow alarm device, located on the exterior of the building in an approved location, shall be connected to each automatic sprinkler system. Such sprinkler waterflow alarm devices shall be activated by water flow equivalent to the flow of a single sprinkler of the smallest orifice size installed in the system. Where a waterflow switch is required by Section 903.4.1 to be electrically supervised, such sprinkler waterflow alarm devices shall be powered by a fire alarm control unit or, where provided, a fire alarm system. Where a fire alarm system is provided, actuation of the automatic sprinkler system shall actuate the building fire alarm system.

    Exception: Automatic sprinkler systems protecting one- and two-family dwellings.

    903.5 Inspection, testing and maintenance. Automatic sprinkler systems shall be inspected, tested and maintained in accordance with Section 901.

    903.6 Where required in existing buildings and structures. An automatic sprinkler system shall be provided in existing buildings and structures where required in Chapter 11.

    SECTION 904—ALTERNATIVE AUTOMATIC FIRE-EXTINGUISHING SYSTEMS

    904.1 General. Automatic fire-extinguishing systems, other than automatic sprinkler systems, shall be designed, installed, inspected, tested and maintained in accordance with the provisions of this section and the applicable referenced standards.

    2. Clothes closets, linen closets and pantries not exceeding 24 square feet (2.2 m [2] ) in area, with the smallest dimension not greater than 3 feet (915 mm) and having wall and ceiling surfaces of gypsum board.
    3. Bathrooms not more than 55 square feet (5.1 m [2] ) in area.
    4. Garages; carports; exterior porches; unheated entry areas, such as mud rooms, that are adjacent to an exterior door; and similar areas.

    R309.3.2 Sprinklers. Sprinklers shall be new listed residential sprinklers and shall be installed in accordance with the sprinkler manufacturer’s instructions.

    R309.3.2.1 Temperature rating and separation from heat sources. Except as provided for in Section R309.3.2, sprinklers shall have a temperature rating of not less than 135°F (57°C) and not more than 225°F (107°C). Sprinklers shall be separated from heat sources as required by the sprinkler manufacturer’s installation instructions.

    R309.3.2.2 Intermediate temperature sprinklers. Sprinklers shall have an intermediate temperature rating not less than 175°F (79°C) and not more than 225°F (107°C) where installed in the following locations:

    1. Directly under skylights, where the sprinkler is exposed to direct sunlight.

    2. In attics.

    3. In concealed spaces located directly beneath a roof.

    4. Within the distance to a heat source as specified in Table R309.3.2.2 .

    [F] 903.3.2 Quick-response and residential sprinklers. Where automatic sprinkler systems are required by this code, quickresponse or residential automatic sprinklers shall be installed in all of the following areas in accordance with Section 903.3.1 and their listings:

    1. Throughout all spaces within a smoke compartment containing care recipient sleeping units in Group I-2 in accordance with this code.

    2. Reserved.

    3. Throughout all spaces within a smoke compartment containing treatment rooms in ambulatory care facilities.

    4. Dwelling units and sleeping units in Group R occupancies.

    5. Light-hazard occupancies as defined in NFPA 13.

    [F] 903.3.3 Obstructed locations. Automatic sprinklers shall be installed with regard to obstructions that will delay activation or obstruct the water distribution pattern and shall be in accordance with the applicable automatic sprinkler system standard that is being used. Automatic sprinklers shall be installed in or under covered kiosks, displays, booths, concession stands, or equipment that exceeds 4 feet (1219 mm) in width. Not less than a 3-foot (914 mm) clearance shall be maintained between automatic sprinklers and the top of piles of combustible fibers.

    Exception: Kitchen equipment under exhaust hoods protected with a fire-extinguishing system in accordance with Section 904.

    [F] 903.3.4 Actuation. Automatic sprinkler systems shall be automatically actuated unless specifically provided for in this code.

    [F] 903.3.5 Water supplies. Water supplies for automatic sprinkler systems shall comply with this section and the standards referenced in Section 903.3.1. The potable water supply shall be protected against backflow in accordance with the Health and Safety Code Section 13114.7 . For connections to public waterworks systems, the water supply test used for design of fire protection systems shall be adjusted to account for seasonal and daily pressure fluctuations based on information from the water supply authority and as approved by the fire code official.

    [F] 903.3.5.1 Domestic services. Where the domestic service provides the water supply for the automatic sprinkler system, the supply shall be in accordance with this section.

    [F] 903.3.5.2 Residential combination services. A single combination water supply shall be allowed provided that the domestic demand is added to the sprinkler demand as required by NFPA 13R.

    [F] 903.3.6 Hose threads. Fire hose threads and fittings used in connection with automatic sprinkler systems shall be as prescribed by the fire code official.

    [F] 903.3.7 Fire department connections. Fire department connections for automatic sprinkler systems shall be installed in accordance with Section 912.

    [F] 903.3.8 Limited area sprinkler systems. Limited area sprinkler systems shall be in accordance with the standards listed in Section 903.3.1 except as provided in Sections 903.3.8.1 through 903.3.8.5.

    [F] 903.3.8.1 Number of sprinklers. Limited area sprinkler systems shall not exceed six sprinklers in any single fire area.

    [F] 903.3.8.2 Occupancy hazard classification. Only areas classified by NFPA 13 as Light Hazard or Ordinary Hazard Group 1 shall be permitted to be protected by limited area sprinkler systems.

Frequently asked questions

Where in the CEBC is the “no‑occupancy until sprinklers tested and approved” rule?

That rule is in CEBC § 1510.1: you may not occupy any portion of a building required to be sprinklered until the sprinkler system installation has been tested and approved.

Who may operate sprinkler control valves during construction?

Only properly authorized personnel may operate sprinkler control valves; when valves are turned off/ on to facilitate staged connections they must be checked at the end of each work period to ensure the protection is in service (CEBC § 1510.2).

If part of a building is ready, can that part be occupied while other parts are still under construction?

Only if the portion to be occupied has the required sprinkler protection installed, tested and approved. The CEBC prohibits occupying any portion required to be sprinklered until approval (CEBC § 1510.1).
