CEBC § 3310.2 High relevance — show source text
[F] 3310.2 Maintenance of means of egress. Means of egress and required accessible means of egress shall be maintained at all times during construction, demolition, remodeling or alterations and additions to any building.
Exception: Existing means of egress need not be maintained where approved temporary means of egress systems and facilities are provided.
SECTION 3311—STANDPIPES
[F] 3311.1 Where required. In buildings required to have standpipes by Section 905.3.1, not fewer than one standpipe shall be provided for use during construction. Such standpipes shall be installed prior to construction exceeding 40 feet (12 192 mm) in height above the lowest level of fire department vehicle access. Such standpipes shall be provided with fire department hose connections at locations adjacent to stairways complying with Section 3310.1. As construction progresses, such standpipes shall be extended to within one floor of the highest point of construction having secured decking or flooring.
[F] 3311.2 Buildings being demolished. Where a building is being demolished and a standpipe exists within such a building, such standpipe shall be maintained in an operable condition so as to be available for use by the fire department. Such standpipe shall be demolished with the building but shall not be demolished more than one floor below the floor being demolished.

SECTION 3312—AUTOMATIC SPRINKLER SYSTEM
[F] 3312.1 Completion before occupancy. In buildings where an automatic sprinkler system is required by this code, it shall be unlawful to occupy any portion of a building or structure until the automatic sprinkler system installation has been tested and approved, except as provided in Section 111.3.
[F] 3312.2 Operation of valves. Operation of sprinkler control valves shall be permitted only by properly authorized personnel and shall be accompanied by notification of duly designated parties. When the sprinkler protection is being regularly turned off and on to facilitate connection of newly completed segments, the sprinkler control valves shall be checked at the end of each work period to ascertain that protection is in service.
SECTION 3313—WATER SUPPLY FOR FIRE PROTECTION
[F] 3313.1 Where required. An approved water supply for fire protection, either temporary or permanent, shall be made available as soon as combustible building materials arrive on the site, on commencement of vertical combustible construction, and on installation of a standpipe system in buildings under construction, in accordance with Sections 3313.2 through 3313.5.
Exception: The fire code official is authorized to reduce the fire-flow requirements for isolated buildings or a group of buildings in rural areas or small communities where the development of full fire-flow requirements is impractical.

Where a building or portion of a building is being demolished and a standpipe is existing within such a building, such standpipe shall be maintained in an operable condition so as to be available for use by the fire department. [F] 1512.1 When required. Exception: The fire code official is authorized to reduce the fire-flow requirements for isolated buildings or a group of buildings in rural areas or small communities where the development of full fire-flow requirements is impractical.
[F] 1512.2 Combustible building materials. When combustible building materials of the building under construction are delivered to a site, a minimum fire flow of 500 gallons per minute (1893 L/m) shall be provided. The fire hydrant used to provide this fire flow supply shall be within 500 feet (152 m) of the combustible building materials as measured along an approved fire apparatus access lane. Where the site configuration is such that one fire hydrant cannot be located within 500 feet (152 m) of all combustible building materials, additional fire hydrants shall be required to provide coverage in accordance with this section.
[F] 1512.3 Vertical construction of Types III, IV and V construction. Prior to commencement of vertical construction of Type III, IV or V buildings that utilize any combustible building materials, the fire flow required by Sections 1512.3.1 through 1512.3.3 shall be provided, accompanied by fire hydrants in sufficient quantity to deliver the required fire flow and proper coverage.

water supply shall provide either a minimum of 500 gallons per minute (1893 L/m), or the entire fire flow required for the building when constructed, whichever is greater.
CEBC § 3307.2.2.2 High relevance — show source text
3307.2.2.2 Fire separation of 30 feet up to 60 feet. Where a building of Type III, IV or V construction has a fire separation distance of 30 feet (9144 mm) up to 60 feet (18 288 mm) from property lot lines, and an adjacent property has an existing structure or otherwise can be built on, the water supply shall provide a minimum of 500 gallons per minute (1893 L/m) or 50 percent of the fire flow required for the building when constructed, whichever is greater.
3307.2.2.3 Fire separation of 60 feet or greater. Where a building of Type III, IV or V construction has a fire separation of 60 feet (18 288 mm) or greater from a property lot line, a water supply of 500 gallons per minute (1893 L/m) shall be provided.
3307.3 Vertical construction, Type I and II construction. If combustible building materials are delivered to the construction site, water supply in accordance with Section 3307.2.1 shall be provided. Additional water supply for fire flow is not required prior to commencing vertical construction of Type I and II buildings.
3307.4 Standpipe supply. Regardless of the presence of combustible building materials, the construction type or the fire separation distance, where a standpipe is required in accordance with Section 3307.5, a water supply providing a minimum flow of 500 gallons

3307.5 Standpipes. In buildings required to have standpipes by Section 905.3.1, not less than one standpipe shall be provided for use during construction. Such standpipes shall be installed prior to construction exceeding 40 feet (12 192 mm) in height above the lowest level of fire department vehicle access. Such standpipes shall be provided with fire department hose connections at locations adjacent to stairways complying with Section 3307.1.2. As construction progresses, such standpipes shall be extended to within one floor of the highest point of construction having secured decking or flooring.
3307.5.1 Buildings being demolished. Where a building is being demolished and a standpipe is existing within such a building, such standpipe shall be maintained in an operable condition so as to be available for use by the fire department. Such standpipe shall be demolished with the building but shall not be demolished more than one floor below the floor being demolished.
3307.5.2 Detailed requirements. Standpipes shall be installed in accordance with the provisions of Section 905.

SECTION 3308—MOTORIZED CONSTRUCTION EQUIPMENT
CEBC § 1506.2 High relevance — show source text
[BG] 1506.2 Obstructions. Construction materials and equipment shall not be placed or stored so as to obstruct access to fire hydrants, standpipes, fire or police alarm boxes, catch basins or manholes, nor shall such material or equipment be located within 20 feet (6096 mm) of a street intersection, or placed so as to obstruct normal observations of traffic signals or to hinder the use of public transit loading platforms.
[BG] 1506.3 Utility fixtures. Building materials, fences, sheds or any obstruction of any kind shall not be placed so as to obstruct free approach to any fire hydrant, fire department connection, utility pole, manhole, fire alarm box or catch basin, or so as to interfere with the passage of water in the gutter. Protection against damage shall be provided to such utility fixtures during the progress of the work, but sight of them shall not be obstructed.
SECTION 1507—FIRE EXTINGUISHERS
[F] 1507.1 Where required. Structures under construction, alteration or demolition shall be provided with not fewer than one approved portable fire extinguisher in accordance with Section 906 of the California Fire Code and sized for not less than ordinary hazard as follows:
- At each stairway on all floor levels where combustible materials have accumulated.
- In every storage and construction shed.
- Additional portable fire extinguishers shall be provided where special hazards exist, such as the storage and use of flammable and combustible liquids.
[F] 1507.2 Fire hazards. The provisions of this code and of the California Fire Code shall be strictly observed to safeguard against all fire hazards attendant upon construction operations.

SECTION 3312—AUTOMATIC SPRINKLER SYSTEM

[F] 1502.1.1 Components of site safety plans. Site safety plans shall include the following as applicable:
Name and contact information of site safety director.
Documentation of the training of the site safety director and fire watch personnel.
Procedures for reporting emergencies.
Fire department vehicle access routes.
Location of fire protection equipment, including portable fire extinguishers, standpipes, fire department connections and fire hydrants.
Smoking and cooking policies, designated areas to be used where approved and signage locations in accordance with the California Fire Code .
Location and safety considerations for temporary heating equipment.
Hot work permit plan.
Plans for control of combustible waste material.
Locations and methods for storage and use of flammable and combustible liquids and other hazardous materials.
Provisions for site security and, where required, for a fire watch.
Changes that affect this plan.
Other site-specific information required by the California Fire Code .
[F] 1502.2 Site safety director. The owner shall designate a person to be the site safety director. The site safety director shall be responsible for ensuring compliance with the site safety plan. The site safety director shall have the authority to enforce the provisions of this chapter and other provisions as necessary to secure the intent of this chapter. Where guard service is provided in accordance with the California Fire Code, the site safety director shall be responsible for the guard service.
[F] 1502.3 Daily fire safety inspection. The site safety director shall be responsible for completion of a daily fire safety inspection at the project site. Each day, all building and outdoor areas shall be inspected to ensure compliance with the inspection list in this

section. The results of each inspection shall be documented and maintained on-site until a certificate of occupancy has been issued. Documentation shall be immediately available on-site for inspection and review.
Any contractors entering the site to perform hot work each day have been instructed in the hot work safety requirements in the California Fire Code, and hot work is performed only in areas approved by the site safety director.
Temporary heating equipment is maintained away from combustible materials in accordance with the equipment manufacturer’s instructions.
Combustible debris, rubbish and waste material is removed from the building in areas where work is not being performed.
Temporary wiring does not have exposed conductors.
Flammable liquids and other hazardous materials are stored in locations that have been approved by the site safety director when not involved in work that is being performed.
Fire apparatus access roads required by the California Fire Code are maintained clear of obstructions that reduce the width of the usable roadway to less than 20 feet (6096 mm).
Fire hydrants are clearly visible from access roads and are not obstructed.
The location of fire department connections to standpipe and in-service sprinkler systems are clearly identifiable from the access road and such connections are not obstructed.
Standpipe systems are in service and continuous to the highest work floor, as specified in Section 1509.
Portable fire extinguishers are available in locations required by Section 1507 and for roofing operations in accordance with the California Fire Code .
Where a fire watch is required, fire watch records complying with the California Fire Code are up-to-date.

1103.5.2 Group I-2. In Group I-2, an automatic sprinkler system shall be provided in accordance with Section 1105.9.
1103.5.3 Group I-2, Condition 2. In addition to the requirements of Section 1103.5.2, existing buildings of Group I-2, Condition 2 occupancy shall be equipped throughout with an approved automatic sprinkler system in accordance with Section 903.3.1.1. The automatic sprinkler system shall be installed as established by the adopting ordinance. [ DATE BY WHICH SPRINKLER SYSTEM MUST BE
INSTALLED ] .
1103.5.4 High-rise buildings. Where Appendix M has not been adopted, existing high-rise buildings that do not have a previously approved automatic sprinkler system shall be equipped with an automatic sprinkler system in accordance with Section 903.3.1.1 where any of the following conditions apply:
- The high-rise building has an occupied floor located more than 120 feet (36 576 mm) above the lowest level of fire department vehicle access.
- The high-rise building has occupied floors located more than 75 feet (22 860 mm) and not more than 120 feet (36 576 mm) above the lowest level of fire department vehicle access, and the building does not have at least two interior exit stairways complying with Section 1104.10 that are separated from the building interior by fire assemblies having a fireresistance rating of not less than 2 hours with opening protection in accordance with Table 716.1(2) of the California Building Code .
- The high-rise building has occupied floors located more than 75 feet (22 860 mm) and not more than 120 feet (36 576 mm) above the lowest level of fire department vehicle access, and the building does not have a fire alarm system that includes smoke detection in mechanical equipment, electrical, transformer, telephone equipment and similar rooms; corridors; elevator lobbies; and at doors penetrating interior exit stairway enclosures.
Building owners shall file a compliance schedule with the fire code official not later than 365 days after receipt of a written notice. The compliance schedule shall not exceed 12 years for completion of the automatic sprinkler system retrofit.

CONSTRUCTION REQUIREMENTS FOR EXISTING BUILDINGS
1103.5.5 Pyroxylin plastics. An automatic sprinkler system shall be provided throughout existing buildings where cellulose nitrate film or pyroxylin plastics are manufactured, stored or handled in quantities exceeding 100 pounds (45 kg). Vaults located within buildings for the storage of raw pyroxylin shall be protected with an approved automatic sprinkler system capable of discharging 1.66 gallons per minute per square foot (68 L/min/m [2] ) over the area of the vault.
1103.6 Standpipes. Existing structures shall be equipped with standpipes installed in accordance with Section 905 where required in Sections 1103.6.1 and 1103.6.2. The fire code official is authorized to approve the installation of manual standpipe systems to achieve compliance with this section where the responding fire department is capable of providing the required hose flow at the highest standpipe outlet.

FIRE SAFETY DURING CONSTRUCTION AND DEMOLITION
per minute (1893 L/m) shall be provided. The fire hydrant used for this water supply shall be located within 100 feet (30 480 mm) of the fire department connection supplying the standpipe.
3307.5 Standpipes. In buildings required to have standpipes by Section 905.3.1, not less than one standpipe shall be provided for use during construction. Such standpipes shall be installed prior to construction exceeding 40 feet (12 192 mm) in height above the lowest level of fire department vehicle access. Such standpipes shall be provided with fire department hose connections at locations adjacent to stairways complying with Section 3307.1.2. As construction progresses, such standpipes shall be extended to within one floor of the highest point of construction having secured decking or flooring.
3307.5.1 Buildings being demolished. Where a building is being demolished and a standpipe is existing within such a building, such standpipe shall be maintained in an operable condition so as to be available for use by the fire department. Such standpipe shall be demolished with the building but shall not be demolished more than one floor below the floor being demolished.
3307.5.2 Detailed requirements. Standpipes shall be installed in accordance with the provisions of Section 905.
Exception: Standpipes shall be either temporary or permanent in nature, and with or without a water supply, provided that such standpipes comply with the requirements of Section 905 as to capacity, outlets and materials.
SECTION 3308—MOTORIZED CONSTRUCTION EQUIPMENT
3308.1 Conditions of use. Internal-combustion-powered construction equipment shall be used in accordance with all of the following conditions:
- Equipment shall be located so that exhausts do not discharge against combustible material.
- Exhausts shall be piped to the outside of the building.
- Equipment shall not be refueled while in operation.
- Fuel for equipment shall be stored in an approved area outside of the building.
SECTION 3309—HAZARDOUS MATERIALS
3309.1 Storage of flammable and combustible liquids. Storage of flammable and combustible liquids shall be in accordance with Section 5704.
3309.1.1 Class I and Class II liquids. The storage, use and handling of flammable and combustible liquids at construction sites shall be in accordance with Section 5706.2. Ventilation shall be provided for operations involving the application of materials containing flammable solvents.
3309.1.2 Housekeeping. Flammable and combustible liquid storage areas shall be maintained clear of combustible vegetation and waste materials. Such storage areas shall not be used for the storage of combustible materials.
3309.1.3 Precautions against fire. Sources of ignition and smoking shall be prohibited in flammable and combustible liquid storage areas. Signs shall be posted in accordance with Section 310.
3309.1.4 Handling at point of final use. Class I and II liquids shall be kept in approved safety containers.
3309.1.5 Leakage and spills. Leaking vessels shall be immediately repaired or taken out of service and spills shall be cleaned up and disposed of properly.
3309.2 Storage and handling. The storage, use and handling of flammable gases shall comply with Chapter 58.

FIRE PROTECTION AND LIFE SAFETY SYSTEMS
914.5.5 Standpipe system. The underground building shall be provided throughout with a standpipe system in accordance with Section 905.
914.6 Stages. Stages shall comply with Section 914.6.1.
914.6.1 Automatic sprinkler system. Stages shall be equipped with an automatic sprinkler system in accordance with Section 903.3.1.1. Sprinklers shall be installed under the roof and gridiron and under all catwalks and galleries over the stage. Sprinklers shall be installed in dressing rooms, performer lounges, shops and storerooms accessory to such stages.
Exceptions:
- Sprinklers are not required under stage areas less than 4 feet (1219 mm) in clear height utilized exclusively for storage of tables and chairs, provided that the concealed space is separated from the adjacent spaces by Type X gypsum board not less than [5] / 8 inch (15.9 mm) in thickness.
- Sprinklers are not required for stages 1,000 square feet (93 m [2] ) or less in area and 50 feet (15 240 mm) or less in height where curtains, scenery or other combustible hangings are not retractable vertically. Combustible hangings shall be limited to a single main curtain, borders, legs and a single backdrop.
- Sprinklers are not required within portable orchestra enclosures on stages.
- Sprinklers are not required under catwalks and galleries where they are permitted to be omitted in accordance with Section 903.3.1.1.
914.7 Special amusement areas. Special amusement areas shall comply with Sections 914.7.1 through 914.7. 3 and Section 411 of the California Building Code.
Exceptions:
- Special amusement areas that are without walls or a roof and constructed to prevent the accumulation of smoke are not required to comply with this section.
- Puzzle rooms provided with a means of egress that is unlocked, readily identifiable and always available are not required to comply with this section.
914.7.1 Automatic sprinkler system. Buildings containing special amusement areas shall be equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1. Where the special amusement area is temporary ; less than 180 days; the sprinkler water supply shall be of an approved temporary means ; less than 180 days; means determined by the authority having jurisdiction.
Exception: Automatic sprinklers are not required where the total floor area of a temporary ; less than 180 days; special amusement area is less than 1,000 square feet (93 m [2] ) and the exit access travel distance from any point in the special amusement area to an exit is less than 50 feet (15 240 mm).
914.7.2 Fire alarm system. Buildings containing special amusement areas shall be equipped throughout with an automatic smoke detection system and an emergency voice/alarm communications system in accordance with Section 907. Presignal alarms and alarm activation shall comply with Sections 914.7.2.1 and 914.7.2.2, and emergency voice/alarm communications systems shall comply with Section 914.7.2.3.
Frequently asked questions
When must a standpipe be provided during construction?
A standpipe must be provided for use during construction in buildings that would be required to have standpipes under the Building Code; it shall be installed prior to construction exceeding 40 feet above the lowest level of fire department vehicle access, include fire department hose connections adjacent to stairways, and be extended as work progresses to within one floor of the highest secured decking or flooring. What water supply and fire-flow are required while combustible materials are on site?
An approved water supply, temporary or permanent, must be available as soon as combustible building materials arrive or when vertical combustible construction commences. The CEBC specifies a minimum fire flow of 500 gallons per minute for delivered combustible materials and sets hydrant proximity and coverage requirements (for example, a hydrant within 500 feet of the materials along approved access), with additional or larger flows required for certain construction types and separations. May sprinkler protection be taken out of service to allow construction work?
Sprinkler control valves may only be operated by authorized personnel and must be accompanied by required notifications; when protection is routinely shut off to connect newly completed segments, control valves must be checked at the end of each work period to ensure protection is back in service. Also, portions of a building required to have sprinklers cannot be occupied until the system has been tested and approved, except as otherwise allowed by the code. See CEBC §1510.1–§1510.2.
