Title 24 · California Energy Code
Acceptance testing, Certified Lighting Controls Acceptance Test Technician (CLCATT) and documentation
Before a building gets occupancy, required lighting controls must be functionally tested and certified using the NA7 procedures and a Certificate of Acceptance; if Part 1 requires certification those tests must be run and documented by a Certified Lighting Controls Acceptance Test Technician (CLCATT) who includes their certification ID on the certificate.
Last reviewed: July 6, 2026
What the code requires — 2–4 sentences
Before final occupancy is granted, indoor and outdoor lighting controls required by Part 6 must be acceptance‑tested and a Certificate of Acceptance submitted showing the systems meet the Acceptance Requirements. The acceptance tests referenced in the code are the tests in the Reference Nonresidential Appendices (for example NA7.6 and NA7.8) and the acceptance testing required by § 130.4 and § 160.5(e) must, when certification is required by Part 1, be performed by a Certified Lighting Controls Acceptance Test Technician (CLCATT). The CLCATT must disclose a valid CLCATT certification identification number on the Certificate of Acceptance and complete certificate documentation in accordance with § 10‑103(a).
The single most important rule: Lighting controls required by Part 6 must be functionally acceptance‑tested and certified before occupancy; when Part 1 requires certification the testing must be performed and documented by a CLCATT.
Requirements in detail
Who must perform the tests
- The acceptance testing specified in § 130.4 and § 160.5(e) must be performed by a Certified Lighting Controls Acceptance Test Technician (CLCATT) when certification is triggered by Title 24, Part 1 (Section 10‑103.1). The CLCATT must disclose a valid CLCATT certification identification number on the Certificate of Acceptance. If employed, the CLCATT must be employed by a Certified Lighting Controls Acceptance Test Employer.
What systems / controls require acceptance testing
- Indoor and outdoor lighting controls installed to comply with Part 6 (examples listed): automatic daylighting controls, lighting shut‑OFF controls, demand response lighting controls, outdoor lighting controls, and systems qualifying for the Institutional Tuning Power Adjustment Factor. The code directs testing protocols to Reference Nonresidential Appendix NA7.6 (indoor/demand/daylight tests) and NA7.8 (outdoor tests).
When testing and paperwork are required
- Tests must be completed and a Certificate of Acceptance submitted to the enforcement agency before an occupancy permit is granted. Installation certificates (separate but related) are required to demonstrate plan/installation compliance per § 10‑103(a). The CLCATT signs and completes Certificate of Acceptance fields per the Part‑1 requirements.
What must appear on the Certificate(s)
- A Certificate of Acceptance must certify that the equipment and systems meet the Acceptance Requirements and must include the CLCATT’s certification identification number when a CLCATT performed the testing. Installation Certificates are required for lighting control systems and must certify compliance with applicable Part 6 requirements and the applicable NA7.7 installation certification appendices.
Decision table — Quick reference for the control points
| Decision / dimension | Key value(s) | Code Reference |
|---|---|---|
| Who performs acceptance testing when Part‑1 certification required | Certified Lighting Controls Acceptance Test Technician (CLCATT) (and employer rules for employees) | § 130.4(c) |
| Which controls require testing | Daylight responsive, shut‑OFF, demand responsive, outdoor controls, systems using Institutional Tuning PAF (tests in NA7.6 / NA7.8) | § 160.5(e)1 |
| When to submit Certificate | Before occupancy permit | § 160.5(e)1 |
| What certificate must include (when CLCATT used) | CLCATT certification identification number; completed Certificate of Acceptance per § 10‑103(a)4 | § 130.4(c) and § 160.5(e)3 |
| Test procedures reference | Tests per Reference Nonresidential Appendix NA7.6 (indoor/demand/daylight) and NA7.8 (outdoor) | § 160.5(e)1 |
| Small‑scale alteration exception | Acceptance testing not required where controls are added to control 20 or fewer luminaires (see exceptions to alteration provisions) | Alterations exceptions (see cross references) |
How the CLCATT requirement is documented in the code
- The code explicitly ties the technician requirement to Part 1 certification triggers: when Title 24, Part 1 requires certification of acceptance testing, the tests in § 130.4 (nonresidential lighting controls) and § 160.5(e) (multifamily common areas and other Part 6 controls) must be performed by a CLCATT and the CLCATT must provide a valid certification ID on the Certificate.
Exceptions & special cases
- Alterations with controls added to 20 or fewer luminaires are not required to comply with the acceptance testing requirements of § 160.5(e) (this appears as an exception in the alteration provisions). If your project triggers other alteration thresholds (10% / 50% replacement rules), different acceptance or luminaire requirements may apply — always check the alteration exceptions and thresholds referenced in the code.
- Factory‑tested, factory‑calibrated equipment sometimes has narrower functional testing requirements in the NA7 appendices; the code and the NA7 appendices contain the specific exceptions.
- If the CLCATT is operating as an employee, they must be employed by a Certified Lighting Controls Acceptance Test Employer (employment vs. independent contractor is distinguished in the code).
Common mistakes
- Assuming submittal of an installation certificate alone satisfies acceptance testing — the code requires a separate Certificate of Acceptance documenting the acceptance test results before occupancy.
- Leaving the CLCATT ID blank — when a CLCATT performs the test the certificate must list the valid CLCATT certification identification number.
- Not following the NA7 test procedures — the code requires testing per the referenced NA7 procedures (e.g., NA7.6 for indoor/demand/daylight, NA7.8 for outdoor). Running different functional checks without aligning to NA7 may not meet the acceptance criteria.
- Failing to confirm whether Part 1 certification is triggered — the requirement for CLCATT only applies when Part 1 requires certification; otherwise acceptance testing still applies but the Part 1 CLCATT specific rule is not triggered. Verify Section 10‑103.1 triggers.
Worked example — concrete scenario with numbers
Scenario: New 4‑story multifamily building has a common‑area corridor lighting system with 60 luminaires and daylight sensors plus demand‑response capability. The owner seeks final occupancy.
- Does acceptance testing apply? Yes — indoor lighting controls serving common areas are listed under § 160.5(e)1 and must be certified as meeting NA7.6 Acceptance Requirements before occupancy.
- Who must perform the tests? Because Title 24, Part 1 requires certification of the acceptance testing, the tests identified in § 160.5(e) must be performed by a CLCATT, who must provide their CLCATT certification ID on the Certificate of Acceptance.
- What tests will be run? Daylight responsive control tests (NA7.6.1), lighting shut‑OFF and demand response tests as applicable (NA7.6.2 / NA7.6.3), and corridor control functional checks per NA7.6. The CLCATT follows the NA7.6 procedures and documents results.
- Paperwork and timing: The completed Certificate of Acceptance, including the CLCATT ID and completed test results, is submitted to the enforcing agency before issuance of the occupancy permit per § 160.5(e)1 and Part 1 procedures.
- Exception check: Because 60 luminaires are involved (more than the 20‑luminaire alteration exception), the acceptance testing requirement applies — the exception for ≤20 luminaire control additions does not apply.
Related provisions

Frequently asked questions
Who must sign the Certificate of Acceptance?
The field technician who performs the acceptance testing signs the certificate; a responsible person (contractor or RDP) also reviews and signs per the Part‑1 certificate procedures.
Must a CLCATT always be used?
No — the CLCATT requirement applies when Part‑1 (Section 10‑103.1/10‑103.2) triggers certification for the acceptance testing. Acceptance testing itself is still required by Part 6; whether a CLCATT is required depends on the Part‑1 certification trigger.
What test procedures are required?
The code requires testing in accordance with the Reference Nonresidential Appendices: primarily NA7.6 for indoor/demand/daylight/demand‑response testing and NA7.8 for outdoor controls.
When is acceptance testing NOT required for an alteration?
Acceptance testing under § 160.5(e) is not required for alterations where lighting controls are added to control 20 or fewer luminaires (check alteration exceptions in the code).
What must a CLCATT put on the certificate?
The CLCATT must disclose a valid CLCATT certification identification number and complete the Certificate of Acceptance fields per the Part‑1 requirements.
