Outdoor lighting power, hardscape allowances and outdoor controls
This hub explains how Title 24 computes allowed outdoor lighting power, how hardscape allowances and specific-application allowances work, and the required outdoor lighting controls and exceptions.

Overview
This area of the California Energy Code (Title 24, Part 6) sets how much outdoor lighting power is allowed on a site, how hardscape (parking, sidewalks, plazas, canopies, etc.) is accounted for, and what automatic controls are required to limit hours and levels of illumination. The primary prescriptive rules live in §140.7 (Prescriptive Requirements for Outdoor Lighting) and the mandatory control and equipment provisions are in §130.2 (Outdoor Lighting Controls and Equipment) and related Sections in Chapter 1 and Chapter 16 of Part 6.
Allowed outdoor lighting power is computed as the sum of a general hardscape lighting allowance plus any additional allowances for specific applications (per §140.7(d)), using area-wattage and initial-wattage allowances keyed to Lighting Zone (see Table 140.7-A / 140.7‑B and the hardscape definitions). The Code defines the illuminated hardscape area (a square about each pole equal to 10× the mounting height) and limits trading of allowances (general hardscape allowance can be traded to some specific applications, but many trades are restricted).
Controls are essential: scheduling/astronomical timers, photocells for signs, and motion-sensing/dimming requirements for many hardscape luminaires (including requirements for dim levels, timeouts and maximum load per sensor), plus special controls and exceptions for signs, façades and some safety lighting. See §130.2 for outdoor control requirements and the motion-sensor/dimming requirements referenced throughout the outdoor lighting sections.

- Outdoor lighting systems for qualified historic buildings, as defined in the California Historic Building Code (Title 24, Part 8), if they consist solely of historic lighting components or replicas of historic lighting components. If lighting systems for qualified historic buildings contain some historic lighting components or replicas of historic components, combined with other lighting components, only those historic or historic replica components are exempt. All other outdoor lighting systems for qualified historic buildings shall comply with Section 140.7.
(b) Outdoor lighting power trade-offs. Outdoor lighting power trade-offs shall be determined as follows:
- Allowed lighting power determined according to Section 140.7(d)1 for general hardscape lighting allowance may be traded to specific applications in Section 140.7(d)2, provided the hardscape area from which the lighting power is traded continues to be illuminated in accordance with Section 140.7(d)1A.
- Allowed lighting power determined according to Section 140.7(d)2 for additional lighting power allowances for specific applications shall not be traded between specific applications, or to hardscape lighting in Section 140.7(d)1.
- Trading of lighting power allowances between outdoor and indoor areas shall not be permitted.
(c) Calculation of actual lighting power. The wattage of outdoor luminaires shall be determined in accordance with Section 130.0(c).
(d) Calculation of allowed lighting power. The allowed lighting power shall be the combined total of the sum of the general hardscape lighting allowance determined in accordance with Section 140.7(d)1, and the sum of the additional lighting power allowance for specific applications determined in accordance with Section 140.7(d)2.
- General hardscape lighting allowance. Determine the general hardscape lighting power allowances as follows: A. The general hardscape area of a site shall include parking lot(s), roadway(s), driveway(s), sidewalk(s), walkway(s), bikeway(s), plaza(s), bridge(s), tunnel(s), and other improved area(s) that are illuminated. In plan view of the site, determine the illuminated hardscape area, which is defined as any hardscape area that is within a square pattern around each luminaire or pole that is ten times the luminaire mounting height with the luminaire in the middle of the pattern, less any areas that are within a building, beyond the hardscape area, beyond property lines or obstructed by a structure. The illuminated hardscape area shall include portions of planters and landscaped areas that are within the lighting application and are less than or equal to 10 feet wide in the short dimensions and are enclosed by hardscape or other improvement on at least three sides. Multiply the illuminated hardscape area by the area wattage allowance (AWA) from Table 140.7-A for the appropriate lighting zone.

SECTION 140.7—PRESCRIPTIVE REQUIREMENTS FOR OUTDOOR LIGHTING
(a) An outdoor lighting installation complies with this section if it meets the requirements in Subsections (b) and (c), and the actual outdoor lighting power installed is no greater than the allowed outdoor lighting power calculated under Subsection (d). The allowed outdoor lighting shall be calculated according to outdoor lighting zone in Title 24, Part 1, Section 10-114.
Exceptions to Section 140.7(a): When more than 50 percent of the light from a luminaire falls within one or more of the following applications, the lighting power for that luminaire shall not be required to comply with Section 140.7:
- Temporary outdoor lighting.
- Lighting required and regulated by the Federal Aviation Administration, and the Coast Guard.
- Lighting for public streets, roadways, highways, and traffic signage lighting, including lighting for driveway entrances occurring in the public right-of-way.
- Lighting for sports and athletic fields, and children’s playgrounds.
- Lighting for industrial sites, including but not limited to, rail yards, maritime shipyards and docks, piers and marinas, chemical and petroleum processing plants, and aviation facilities.
- Lighting of public monuments.
- Lighting of signs complying with the requirements of Sections 130.3 and 140.8.
- Lighting of tunnels, bridges, stairs, wheelchair elevator lifts for American with Disabilities Act (ADA) compliance, and ramps that are other than parking garage ramps.
- Landscape lighting.
- In theme parks: outdoor lighting only for themes and special effects.
- Lighting for outdoor theatrical and other outdoor live performances, provided that these lighting systems are additions to area lighting systems and are controlled by a multiscene or theatrical cross-fade control station accessible only to authorized operators.

A multifamily or mixed occupancy outdoor lighting installation complies with this section if it meets the requirements in Subsections 170.2(e)6B and C, and the actual outdoor lighting power installed is no greater than the allowed outdoor lighting power calculated under Subsection 170.2(e)6D. The allowed outdoor lighting shall be calculated according to outdoor lighting zone in Title 24, Part 1, Section 10-114. SECTION A5.203—PERFORMANCE APPROACH
A5.203.1 Energy efficiency. Nonresidential, high-rise residential and hotel/motel buildings that include lighting and/or mechanical systems shall comply with Sections A5.203.1.1 and A5.203.1.2. Newly constructed buildings and additions are included in the scope of these sections. Buildings permitted without lighting or mechanical systems shall comply with Section A5.203.1.1 but are not required to comply with Section A5.203.1.2.
A5.203.1.1 Tier 1 and Tier 2 prerequisites. To comply with Tier 1, ONE of the following efficiency measures is required for all applicable components of the building project. To comply with Tier 2, TWO of the following efficiency measures are required.
A5.203.1.1.1 Outdoor lighting. Outdoor lighting requirements are described below.
A5.203.1.1.1.1 Newly installed outdoor lighting power shall be no greater than 90 percent of the Allowed Outdoor Lighting Power, and general hardscape lighting within the scope of Title 24, Part 6, Section 140.7(b)1 shall have a color temperature no higher than 3000K. The Allowed Outdoor Lighting Power calculation is specified in Title 24, Part 6, Section 140.7, Requirements for Outdoor Lighting.
Exception to Section A5.203.1.1.1.1:
- The color temperature requirement is not applicable to the applications identified in the exceptions to Section 140.7(a) of Title 24, Part 6, nor to the applications identified as “specific applications” in Section 140.7(b)2 and Table 140.7-B of Title 24, Part 6.
A5.203.1.1.1.2 Outdoor pole-mounted and arm-mounted luminaires shall be installed with tilting not greater than 10 degrees, or the outdoor luminaires shall be installed with arm-mount or tenon-mount capable of tilting less than or within 10 degrees.
Exceptions to Section A5.203.1.1.1.2:
- Lighting for building facades, public monuments, public art, statues and vertical surfaces of bridges.
- Lighting not permitted by a health or life safety statute, ordinance or regulation to be a cutoff luminaire.
- Temporary outdoor lighting.
- Lighting required and regulated by the Federal Aviation Administration or the Coast Guard.
- Lighting for public streets, roadways, highways, and traffic signage lighting, including lighting for driveway entrances occurring in the public right-of-way. Luminaires that illuminate the public right of way including publicly-maintained or utility-maintained sidewalks and bikeways.
- Lighting for sports and athletic fields and children’s playgrounds.

In parking lots and outdoor sales lots where the bottom of the luminaire is mounted 24 feet or less above the ground, the replacement luminaires shall comply with Section 160.5(c)2A and Section 160.5(c)2C; II. For parking lots and outdoor sales lots where the bottom of the luminaire is mounted greater than 24 feet above the ground and for all other lighting applications, the replacement luminaires shall comply with Section 160.5(c)2A and either comply with Section 160.5(c)2B or be controlled by lighting control systems, including motion sensors, that automatically reduce lighting power by at least 40 percent in response to the area being vacated of occupants; and Exception to Section 180.2(b)4Bvb: Alterations where fewer than five existing luminaires are replaced. c. iii. Automatic scheduling controls shall allow scheduling of a minimum of two nighttime periods with independent lighting levels, and may include an override function that turns lighting ON during its scheduled dim or OFF state for no more than 2 hours when an override is initiated.
C. Motion sensing controls . i. Motion sensing controls shall be installed for outdoor luminaires providing lighting for general hardscape, parking lots, and outdoor canopies, where the bottom of the luminaire is mounted 24 feet above grade or lower. ii. Motion sensing controls shall be capable of reducing the outdoor lighting power of each controlled luminaire by 50 to 90 percent, and separately capable of turning the luminaire OFF, during unoccupied periods. iii. Motion sensing controls shall be capable of reducing the lighting to its dim or OFF state no longer than 15 minutes after the area has been vacated, and of returning the lighting to its ON state when the area becomes occupied. iv. No more than 1,500 watts of lighting power shall be controlled by a single sensor or as a single zone. Exception 1 to Section 160.5(c)2C: Luminaires with a maximum rated wattage of 40 watts each are not required to have motion sensing controls. Exception 2 to Section 160.5(c)2C: Applications listed as exceptions to Section 170.2(e)2A and luminaires providing lighting for building façade, ornamental hardscape or outdoor dining are not required to have motion sensing controls. Exception 3 to Section 160.5(c)2C: Lighting subject to a health or life safety statute, ordinance or regulation may have a minimum time-out period longer than 15 minutes or a minimum dimming level above 50 percent when necessary to comply with the applicable law.
(d) Sign lighting controls. All sign lighting shall meet the requirements below as applicable:
Indoor signs. All indoor sign lighting other than exit sign lighting shall be controlled with an automatic time-switch control or astronomical time-switch control.
Outdoor signs. Outdoor sign lighting shall meet the following requirements as applicable: A. All outdoor sign lighting shall be controlled with a photocontrol in addition to an automatic time-switch control, or an astronomical time-switch control.
Exception to Section 160.5(d)2A: Outdoor signs in tunnels, and signs in large permanently covered outdoor areas that are intended to be continuously lit, 24 hours per day and 365 days per year. B. All outdoor sign lighting that is ON both day and night shall be controlled with a dimmer that provides the ability to automatically reduce sign lighting power by a minimum of 65 percent during nighttime hours. Signs that are illuminated at night and for more than 1 hour during daylight hours shall be considered ON both day and night.

Exception 6 to Section 180.2(b)4Biv: One-for-one luminaire alteration of up to 50 luminaires either per complete floor of the building or per complete tenant space, per annum. v. Frequently asked questions
What is the "general hardscape lighting allowance" and how is it calculated?
The general hardscape allowance covers illuminated parking, roadways, sidewalks, plazas, canopies and similar improved areas; you determine the illuminated hardscape area (the 10× mounting-height square pattern around each luminaire), multiply that area by the Area Wattage Allowance (AWA) for the project's Lighting Zone, and add any permitted Initial Wattage Allowance (IWA) per site to get the general hardscape allowance under §140.7(d).
When are motion sensors or dimming controls required for outdoor luminaires?
Motion-sensing controls are required for many general hardscape applications (parking lots, outdoor canopies, sales and non-sales areas) where the bottom of the luminaire is mounted 24 feet or lower; sensors must be capable of reducing power by 50–90% (and turn luminaires off) with a timeout no longer than 15 minutes, and they must not control more than 1,500 W per sensor/zone, per the control rules in §130.2 and related subsections.
Can outdoor lighting allowances be transferred between areas or indoors?
Some trading is allowed: the general hardscape allowance may be traded to certain specific applications if the source hardscape remains illuminated per the rule, but additional allowances for specific applications generally cannot be traded among themselves or to hardscape, and trading between outdoor and indoor allowances is not permitted.
