Overview
This area of the California Energy Code (Title 24, Part 6) sets the boundaries and administrative framework for the entire Part 6 package: what buildings and systems the rules cover, which definitions and rules of construction apply, how energy budgets are calculated, and which administrative procedures govern enforcement and certification. The Code’s high‑level scope and occupancy exceptions are stated in §100.0, while the definitions and rules of construction you must use are collected in §100.1; both are the starting point for applying every prescriptive and performance requirement in Part 6 .
Practically, Part 6 organizes requirements into Subchapter 1 (general provisions including §100.0–§100.2) and Subchapter 2 (mandatory system, equipment and component requirements such as §§110.0–110.9), and it points to Title 24, Part 1 administrative rules (e.g., Sections 10‑101 to 10‑114) for permitting, enforcement, interpretations, appeals and labeling/certification procedures. SECTION A4.201—GENERAL
A4.201.1 Scope. For the purposes of mandatory energy efficiency standards in the California Building Standards Code (Title 24), the California Energy Commission will continue to adopt mandatory standards in the California Energy Code (Title 24, Part 6). It is the intent of these voluntary provisions to encourage local jurisdictions through codification to achieve exemplary performance in the area of building energy efficiency. Local jurisdictions adopting these voluntary provisions as mandatory local energy efficiency standards shall submit the required application and receive the required approval of the California Energy Commission in compliance with Title 24, Part 1, Section 10-106 prior to enforcement. Once the required filing has been verified and finding has been made by the Energy Commission, local jurisdictions shall file an ordinance expressly marking the local modification along with findings and receive the required acceptance from the California Building Standards Commission in compliance with Section 101.7 of this code, prior to enforcement. A4.202.1 Definitions. The following terms are defined in Chapter 2.

SECTION A4.203—PERFORMANCE APPROACH FOR NEWLY CONSTRUCTED BUILDINGS
A4.203.1 Energy efficiency. Newly constructed low-rise residential buildings shall comply with Sections A4.203.1.1 through A4.203.1.4.
A4.203.1.1 Long-term system cost (LSC). LSC rating for the building’s Proposed Design shall be computed by Compliance Software certified by the Energy Commission as specified in Title 24, Part 6, Section 100.1 and 150.1(b), and shall reduce the LSC required in the Compliance Software for minimum performance-based compliance with the California Energy Code by the compliance margin specified in Table A4.203.1.1. The rating shall be included in the Certificate of Compliance documentation.

Exception 1 to Section 100.0(f): If one occupancy constitutes at least 80 percent of the conditioned floor area of the building, the entire building envelope, HVAC and water heating may be designed to comply with the provisions of Part 6 applicable to that occupancy, provided that the applicable lighting requirements in Sections 140.6 through 140.8, 150.0(k), or 160.5 and 170.2(e) are met for each occupancy and space, and mandatory measures in Sections 110.0 through 130.5, 150.0, and 160.0 through 160.9 are met for each occupancy and space.
Exception 2 to Section 100.0(f): If one occupancy constitutes at least 90 percent of the combined conditioned plus unconditioned floor area of the building, the entire building indoor lighting may be designed to comply with only the lighting provisions of Part 6 applicable to that occupancy.
(g) Administrative requirements. Administrative requirements relating to permit requirements, enforcement by the Commission, locally adopted energy standards, interpretations, claims of exemption, approved calculation methods, rights of appeal, and certification and labeling requirements of fenestration products and roofing products are specified in California Code of Regulations, Title 24, Part 1, Sections 10-101 to 10-114.
(h) Certification requirements for manufactured equipment, products and devices. Part 6 limits the installation of manufactured equipment, products and devices to those that have been certified as specified by Sections 110.0 and 110.1. Requirements for manufactured equipment, products, and devices, when not specified in Title 24 Part 6, are specified in California Code of Regulations, Title 20, Sections 1601–1609.

SECTION 100.1 — DEFINITIONS AND RULES OF CONSTRUCTION
(a) Rules of Construction.
- Where the context requires, the singular includes the plural and the plural includes the singular.
- The use of “and” in a conjunctive provision means that all elements in the provision must be complied with or must exist to make the provision applicable. Where compliance with one or more elements suffices, or where existence of one or more elements makes the provision applicable, “or” (rather than “and/or”) is used.
- “Shall” is mandatory and “may” is permissive.
(b) Definitions. Terms, phrases, words and their derivatives in Part 6 shall be defined as specified in Section 100.1. Terms, phrases, words and their derivatives not found in Section 100.1 shall be defined as specified in the “Definitions” chapters of Title 24, Parts 1 through 5 of the California Code of Regulations. Where terms, phrases, words and their derivatives are not defined in any of the references above, they shall be defined as specified in Webster’s Third New International Dictionary of the English Language, Unabridged (1961 edition, through the 2002 addenda), unless the context requires otherwise.

1 ADMINISTRATION
DIVISION I CALIFORNIA ADMINISTRATION
SECTION 1.1—GENERAL
1.1.1 Title. These regulations shall be known as the California Fire Code, may be cited as such and will be referred to herein as “this code.” The California Fire Code is Part 9 of thirteen parts of the official compilation and publication of the adoptions, amendment and repeal of building regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption the 2024 International Fire Code of the International Code Council (ICC) with necessary California amendments.
1.1.2 Purpose. The purpose of this code is to establish the minimum requirements consistent with nationally recognized good practices to safeguard the public health, safety and general welfare from the hazards of fire, explosion or dangerous conditions in new and existing build- ings, structures and premises, and to provide safety and assistance to firefighters and emergency responders during emergency operations.
1.1.3 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replacement, repair, equip- ment, use and occupancy, location, maintenance, removal and demolition of every building or structure or any appurtenances connected or attached to such building structures throughout the State of California.
This code establishes regulations affecting or relating to buildings, structures, processes, premises and a reasonable degree of life and property safeguards regarding: 1. The hazard of fire and explosion arising from the storage, handling or use of structures, materials or devices. 2. Conditions hazardous to life, property or public welfare in the use or occupancy of buildings, structures or premises. 3. Fire hazards in the buildings, structures or on premises from use of, occupancy of, or operation. 4. Matters related to the construction, extension, repair, alteration or removal of fire suppression or alarm systems. 5. Conditions affecting the safety of firefighters and emergency responders during emergency operations.
1.1.3.1 Nonstate-regulated buildings, structures and applications. Except as modified by local ordinance pursuant to Section 1.1.8, the following standards in the California Code of Regulations, Title 24, Parts 2, 3, 4, 5, 6, 7, 9, 10 and 11 shall apply to all occu- pancies and applications not regulated by a state agency.

1.10.3.2 Applicable building standards. California Building Standards Code, Title 24, Parts 2, 3, 4, 5, 6, 9, 10 and 11.
The provisions of Title 24, Part 10, as adopted and amended by OSHPD, shall apply to the applications listed in Section 1.10.3.
OSHPD 3 adopts the following building standards in Title 24, Part 10: Chapters 2, 3, 4, 5 and 16.

§ 101.4.5 Medium relevance — show source text
[A] 101.4.5 Fire prevention. The provisions of the California Fire Code shall apply to matters affecting or relating to structures, processes and premises from the hazard of fire and explosion arising from the storage, handling or use of structures, materials or devices; from conditions hazardous to life, property or public welfare in the occupancy of structures or premises; and from the construction, extension, repair, alteration or removal of fire suppression, automatic sprinkler systems and alarm systems or fire hazards in the structure or on the premises from occupancy or operation.
[A] 101.4.6 Energy. The provisions of the California Energy Code shall apply to all matters governing the design and construction of buildings for energy efficiency.

ADMINISTRATION
[A] 101.4.7 Existing buildings. The provisions of the California Existing Building Code shall apply to matters governing the repair, alteration, change of occupancy, addition to and relocation of existing buildings.
[OSHPD 1] The provisions of Chapters 2, 3A, 4A and 5A of the California Existing Building Code shall apply to all matters governing the repairs, alterations, change of occupancy, additions and relocation of existing structures and portions thereof under OSHPD jurisdic- tion. All references to Chapters 3, 4 and 5 of the California Existing Building Code shall be replaced by equivalent provisions in Chapters 3A, 4A and 5A.
[OSHPD 1R, 2, 4 & 5] The provisions of the California Existing Building Code, Chapters 2, 3, 4 and 5 shall apply to all matters govern- ing the repairs, alterations, change of occupancy, additions and relocation of existing structures and portions thereof under OSHPD jurisdiction.
101.4.8 Wildland-urban interface. The provisions of Part 7, the California Wildland-Urban Interface Code shall apply to buildings and structures built in the wildland-urban interface (WUI) or a Fire Hazard Severity Zone.
SECTION 102—APPLICABILITY
[A] 102.1 General. Where there is a conflict between a general requirement and a specific requirement, the specific requirement shall be applicable. Where, in any specific case, different sections of this code specify different materials, methods of construction or other requirements, the most restrictive shall govern.
[A] 102.2 Other laws. The provisions of this code shall not be deemed to nullify any provisions of local, state or federal law.
[A] 102.3 Application of references. References to chapter or section numbers, or to provisions not specifically identified by number, shall be construed to refer to such chapter, section or provision of this code.
[A] 102.4 Referenced codes and standards. The codes and standards referenced in this code shall be considered to be part of the requirements of this code to the prescribed extent of each such reference and as further regulated in Sections 102.4.1 through 102.4.4.
[A] 102.4.1 Conflicts. Where conflicts occur between provisions of this code and referenced codes and standards, the provisions of this code shall apply.

Exception: Areas of parking facilities served by parking lifts, including but not limited to automated mechanicalaccess open parking garages as defined in the California Building Code ; or parking facilities otherwise incapable of supporting electric vehicle charging.
A4.106.8.2.2 Technical requirements. The EV spaces required by Section A4.106.8.2 shall be designed and constructed in accordance with Sections 4.106.4.2, 4.106.4.2.2.1.1, 4.106.4.2.2.1.2, and 4.106.4.2.5.

It is the intent of these voluntary provisions to encourage local jurisdictions through codification to achieve exemplary performance in the area of building energy efficiency. Local jurisdictions adopting these voluntary provisions as mandatory local energy efficiency standards shall submit the required application and receive the required approval of the California Energy Commission in compliance with Title 24, Part 1, Section 10-106 prior to enforcement. SECTION A5.203—PERFORMANCE APPROACH
A5.203.1 Energy efficiency. Nonresidential, high-rise residential and hotel/motel buildings that include lighting and/or mechanical systems shall comply with Sections A5.203.1.1 and A5.203.1.2. Newly constructed buildings and additions are included in the scope of these sections. Buildings permitted without lighting or mechanical systems shall comply with Section A5.203.1.1 but are not required to comply with Section A5.203.1.2.
A5.203.1.1 Tier 1 and Tier 2 prerequisites. To comply with Tier 1, ONE of the following efficiency measures is required for all applicable components of the building project. To comply with Tier 2, TWO of the following efficiency measures are required.
A5.203.1.1.1 Outdoor lighting. Outdoor lighting requirements are described below.
A5.203.1.1.1.1 Newly installed outdoor lighting power shall be no greater than 90 percent of the Allowed Outdoor Lighting Power, and general hardscape lighting within the scope of Title 24, Part 6, Section 140.7(b)1 shall have a color temperature no higher than 3000K. The Allowed Outdoor Lighting Power calculation is specified in Title 24, Part 6, Section 140.7, Requirements for Outdoor Lighting.
