Scope & applicability of the California Energy Code (Part 6)
Part 6 (the California Energy Code) defines which buildings and systems are regulated, the mandatory vs. alteration/addition responsibilities, and the key sections—§100, §110, §141 and §150—that direct compliance and enforcement.

Overview
The California Energy Code (Title 24, Part 6) establishes the State’s mandatory building energy‑efficiency requirements — the rules that govern energy performance of new buildings, systems, equipment and building components in California. Section §110.0 explains the systems‑and‑equipment manufacturing and installation requirements and ties those requirements to the buildings that fall within the scope of §100.0(a) . The code also organizes compliance paths, climate‑zone mapping (see Figure 100.1‑A), and software/validation references under §100.1 and related sections .
Part 6 distinguishes new‑construction mandates from which measures apply to additions and alterations: Sections §141.0 and §150.2 (and cross‑references such as §150.1(b)) identify which mandatory provisions carry over to repairs, alterations and additions, while other provisions remain limited to newly constructed buildings . Voluntary/optional higher‑performance approaches are handled through related CALGreen appendices and local ordinances, which must follow the filing and approval process described in the Green Building Standards material when adopted locally .
Part 6 is embedded in Title 24’s structure of scope and administration; the California Energy Commission (CEC) is the state agency responsible for the Energy Code, and Section 100 is the primary gateway to understanding which buildings, uses, and exceptions are regulated under Part 6 file.

2 ALL OCCUPANCIES—MANDATORY REQUIREMENTS FOR THE
MANUFACTURE, CONSTRUCTION AND INSTALLATION OF SYSTEMS, EQUIPMENT AND BUILDING COMPONENTS
SECTION 110.0—SYSTEMS AND EQUIPMENT—GENERAL
Sections 110.1 through 110.12 specify requirements for manufacturing, construction and installation of certain systems, equipment, appliances and building components that are installed in buildings within the scope of Section 100.0(a).
Note: The requirements of Sections 110.0 through 110.12 apply to newly constructed buildings. Sections 141.0 and 150.2 specify which requirements of Sections 110.1 through 110.12 also apply to additions and alterations to existing buildings.
(a) General Requirements. Systems, equipment, appliances and building components shall only be installed in a building within the scope of Section 100.0(a) regulated by Part 6 only if:
- The manufacturer has certified that the system, equipment, appliances or building component complies with the applicable manufacturing provisions of Sections 110.1 through 110.12; and
- The system, equipment, appliance or building component complies with all applicable installation provisions of Sections 110.1 through 110.12.
(b) Certification Requirements for Manufactured Systems, Equipment, Appliances and Building Components.
- Appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations shall only be installed if they have been certified to the Energy Commission by the manufacturer, pursuant to the provisions of Title 20 California Code of Regulations, Section 1606; or
- Systems, equipment, appliances and building components that are required by Part 6 or the Reference Appendices to be certified to the Energy Commission, which are not appliances that are within the scope of Section 1601 of the Appliance Efficiency Regulations, shall only be installed if they are certified by the manufacturer in a declaration, executed under penalty of perjury under the laws of the State of California, that: A. All the information provided pursuant to the certification is true, complete, accurate and in compliance with all applicable requirements of Part 6; and B. The equipment, product, or device was tested using the test procedure specified in Part 6 if applicable
- The certification status of any system, equipment, appliance or building component shall be confirmed only by reference to: A. A directory published or approved by the Commission; or B. A copy of the application for certification from the manufacturer and the letter of acceptance from the Commission staff; or C. Written confirmation from the publisher of a Commission-approved directory that a device has been certified; or D. A Commission-approved label on the device.
Note: Part 6 does not require a builder, designer, owner, operator, or enforcing agency to test any certified device to determine its compliance with minimum specifications or efficiencies adopted by the Commission.
§ 201.1 High relevance — show source text
SECTION A4.201—GENERAL
A4.201.1 Scope. For the purposes of mandatory energy efficiency standards in the California Building Standards Code (Title 24), the California Energy Commission will continue to adopt mandatory standards in the California Energy Code (Title 24, Part 6). It is the intent of these voluntary provisions to encourage local jurisdictions through codification to achieve exemplary performance in the area of building energy efficiency. Local jurisdictions adopting these voluntary provisions as mandatory local energy efficiency standards shall submit the required application and receive the required approval of the California Energy Commission in compliance with Title 24, Part 1, Section 10-106 prior to enforcement. Once the required filing has been verified and finding has been made by the Energy Commission, local jurisdictions shall file an ordinance expressly marking the local modification along with findings and receive the required acceptance from the California Building Standards Commission in compliance with Section 101.7 of this code, prior to enforcement. A4.203.1 Energy efficiency. Newly constructed low-rise residential buildings shall comply with Sections A4.203.1.1 through A4.203.1.4.
A4.203.1.1 Long-term system cost (LSC). LSC rating for the building’s Proposed Design shall be computed by Compliance Software certified by the Energy Commission as specified in Title 24, Part 6, Section 100.1 and 150.1(b), and shall reduce the LSC required in the Compliance Software for minimum performance-based compliance with the California Energy Code by the compliance margin specified in Table A4.203.1.1. The rating shall be included in the Certificate of Compliance documentation.

SECTION A5.203—PERFORMANCE APPROACH
A5.203.1 Energy efficiency. Nonresidential, high-rise residential and hotel/motel buildings that include lighting and/or mechanical systems shall comply with Sections A5.203.1.1 and A5.203.1.2. Newly constructed buildings and additions are included in the scope of these sections. Buildings permitted without lighting or mechanical systems shall comply with Section A5.203.1.1 but are not required to comply with Section A5.203.1.2.
A5.203.1.1 Tier 1 and Tier 2 prerequisites. To comply with Tier 1, ONE of the following efficiency measures is required for all applicable components of the building project. To comply with Tier 2, TWO of the following efficiency measures are required.
A5.203.1.1.1 Outdoor lighting. Outdoor lighting requirements are described below.
A5.203.1.1.1.1 Newly installed outdoor lighting power shall be no greater than 90 percent of the Allowed Outdoor Lighting Power, and general hardscape lighting within the scope of Title 24, Part 6, Section 140.7(b)1 shall have a color temperature no higher than 3000K. The Allowed Outdoor Lighting Power calculation is specified in Title 24, Part 6, Section 140.7, Requirements for Outdoor Lighting.

How to Distinguish Between Model Code Language and California Amendments
To distinguish between model code language and the incorporated California amendments, including exclusive California standards, California amendments will appear in italics.
[BSC] This is an example of a state agency acronym used to identify an adoption or amendment by the agency. The acronyms will appear at California Amendments and in the Matrix Adoption Tables. Enforcing agency— Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). The office shall enforce the California Energy Commission – Energy Regulations, the Division of the State Architect—Access Compliance regulations, and the regulations of the Office of the State Fire Marshal for the above-stated facility types.

Application— Acute psychiatric hospital buildings.
Enforcing agency— Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). The office shall also enforce the California Energy Commission—Energy Regulations, the Division of the State Architect—Access Compliance regulations and the regulations of the Office of the State Fire Marshal for the above-stated facility type.
1.10.5.1 Applicable administrative standards. 1. Title 24, Part 1, California Code of Regulations: Chapter 7. 2. Title 24, Part 2, California Code of Regulations: Sections 1.1 and 1.10, Chapter 1, Division I, and as adopted in Chapter I, Division II.
