Overview
This hub covers the California Building Code (CBC) provisions that govern the physical components of means of egress — primarily doors, stairways, handrails, guards, ramps and exit signage — and how those pieces must be sized, located, constructed and illuminated to provide a safe route out of a building. See the Means of Egress Chapter and its component sections, including doors (§1010), stairways (§1011), handrails (§1014), guards (§1015) and exit signs (§1013) for the detailed requirements.

CBC § 1015.1 High relevance — show source text
SECTION 1015—GUARDS
[BE] 1015.1 General. Guards shall comply with the provisions of Sections 1015.2 through 1015.7. Operable windows with sills located more than 72 inches (1829 mm) above finished grade or other surface below shall comply with Section 1015.8.
[BE] 1015.2 Where required. Guards shall be located along open-sided walking surfaces, such as mezzanines, equipment platforms, aisles, stairs, ramps and landings, that are located more than 30 inches (762 mm) measured vertically to the floor or grade below at any point within 36 inches (914 mm) horizontally to the edge of the open side and at the perimeter of occupiable roofs. Guards shall be adequate in strength and attachment in accordance with Section 1607.9 of the California Building Code .
Exception: Guards are not required for the following locations:
- On the loading side of loading docks or piers.
- On the audience side of stages and raised platforms, including stairs leading up to the stage and raised platforms.
- On raised stage and platform floor areas, such as runways, ramps and side stages used for entertainment or presentations.
- At vertical openings in the performance area of stages and platforms.
- At elevated walking surfaces appurtenant to stages and platforms for access to and utilization of special lighting or equipment.
- Along vehicle service pits not accessible to the public.

MEANS OF EGRESS
- In assembly seating areas at cross aisles in accordance with Section 1030.17.2.
- On the loading side of station platforms on fixed guideway transit or passenger rail systems.
- Portions of an occupiable roof located less than 30 inches (762 mm) measured vertically to adjacent unoccupiable roof areas where approved guards are present at the perimeter of the roof.
- At portions of an occupiable roof where an approved barrier is provided. 11. Elevated facility observation station access hatches at detention facilities.
[BE] 1015.2.1 Glazing. Where glass is used to provide a guard or as a portion of the guard system, the guard shall comply with Section 2407 of the California Building Code . Where the glazing provided does not meet the strength and attachment requirements of Section 1607.9 of the California Building Code, complying guards shall be located along glazed sides of open-sided walking surfaces.
[BE] 1015.3 Height. Required guards shall be not less than 42 inches (1067 mm) high, measured vertically as follows:
- From the adjacent walking surfaces.
- On stairways and stepped aisles, from the line connecting the nosings.
- On ramps and ramped aisles, from the ramp surface at the guard.
Exceptions:
- For occupancies in Group R-3 not more than three stories above grade in height and within individual dwelling units in occupancies in Group R-2 not more than three stories above grade in height with separate means of egress, required guards shall be not less than 36 inches (914 mm) in height measured vertically above the adjacent walking surfaces.

CBC § 1012.9 High relevance — show source text
1012.9 Guards. Guards shall be provided where required by Section 1015 and shall be constructed in accordance with Section 1015.
1012.10 Edge protection. Edge protection complying with Section 1012.10.1 or 1012.10.2 shall be provided on each side of ramp runs and at each side of ramp landings.
Exceptions:
- Edge protection is not required on ramps that are not required to have handrails, provided they have flared sides that comply with Chapter 11A or 11B.
- Edge protection is not required on the sides of ramp landings serving an adjoining ramp run or stairway.
- Edge protection is not required on the sides of ramp landings having a vertical dropoff of not more than [1] / 2 inch (12.7 mm) within 10 inches (254 mm) horizontally of the required landing area.
1012.10.1 Curb, rail, wall or barrier. A curb, rail, wall or barrier shall be provided to serve as edge protection. A curb shall be not less than 4 inches (102 mm) in height. Barriers shall be constructed so that the barrier prevents the passage of a 4-inch-diameter (102 mm) sphere, where any portion of the sphere is within 4 inches (102 mm) of the floor or ground surface.
1012.10.2 Extended floor or ground surface. The floor or ground surface of the ramp run or landing shall extend 12 inches (305 mm) minimum beyond the inside face of a handrail complying with Section 1014.
SECTION 1013—EXIT SIGNS
1013.1 Where required. Exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. The path of egress travel to exits and within exits shall be marked by readily visible exit signs to clearly indicate the direction of egress travel in cases where the exit or the path of egress travel is not immediately visible to the occupants. Intervening means of egress doors within exits shall be marked by exit signs. Exit sign placement shall be such that any point in an exit access corridor or exit passageway is within 100 feet (30 480 mm) or the listed viewing distance of the sign, whichever is less, from the nearest visible exit sign.
Exceptions:
Exit signs are not required in rooms or areas that require only one exit or exit access.
Main exterior exit doors or gates that are obviously and clearly identifiable as exits need not have exit signs where approved by the building official.
Exit signs are not required in occupancies in Group U and individual sleeping units or dwelling units in Group R-1, R-2 or R-3 or R-3.1 .
Exit signs are not required where inmates are housed or held in dayrooms, sleeping rooms or dormitories in occupancies in Group I-3.
In occupancies in Groups A-4 and A-5, exit signs are not required on the seating side of vomitories or openings into seating areas where exit signs are provided in the concourse that are readily apparent from the vomitories. Egress lighting is provided to identify each vomitory or opening within the seating area in an emergency.
1013.2 Low-level exit signs in Group R-1. See Section 1013.7.
1013.3 Illumination. Exit signs shall be internally or externally illuminated.
Exception: Tactile signs required by Section 1013.4 need not be provided with illumination.

1104.5.1 Emergency power duration and installation. Emergency power for means of egress illumination shall be provided in accordance with Section 1203. In other than Group I-2, emergency power shall be provided for not less than 60 minutes for systems requiring emergency power.
1104.6 Guards. Guards complying with this section shall be provided at the open sides of means of egress that are more than 30 inches (762 mm) above the floor or grade below.
1104.6.1 Height of guards. Guards shall form a protective barrier not less than 42 inches (1067 mm) high.
Exceptions:
- Existing guards on the open side of exit access and exit stairways and ramps shall be not less than 30 inches (760 mm) high.
- Existing guards within dwelling units shall be not less than 36 inches (910 mm) high.
- Existing guards in assembly seating areas.
1104.6.2 Opening limitations. Open guards shall have balusters or ornamental patterns such that a 6-inch-diameter (152 mm) sphere cannot pass through any opening up to a height of 34 inches (864 mm).
Exceptions:
At elevated walking surfaces for access to, and use of, electrical, mechanical or plumbing systems or equipment, guards shall have balusters or be of solid materials such that a sphere with a diameter of 21 inches (533 mm) cannot pass through any opening.
In occupancies in Group I-3, F, H or S, the clear distance between intermediate rails measured at right angles to the rails shall not exceed 21 inches (533 mm).
Approved existing open guards.
1104.7 Size of doors. The required capacity of each door opening shall be sufficient for the occupant load thereof and shall provide a minimum clear opening width of 28 inches (711 mm). Where this section requires a minimum clear opening width of 28 inches (711 mm) and a door opening includes two door leaves without a mullion, one leaf shall provide a clear opening width of 28 inches (711 mm). The minimum clear opening height of doorways shall be 80 inches (2032 mm).
Exceptions:
- The minimum and maximum width shall not apply to door openings that are not part of the required means of egress in occupancies in Group R-2 and R-3 units that are not required to be an Accessible unit, Type A unit or Type B unit.
- Door openings to storage closets less than 10 square feet (0.93 m [2] ) in area shall not be limited by the minimum clear opening width.
- The width of door leaves in revolving doors that comply with Section 1010.3.1 shall not be limited.
- The maximum width of door leaves in power-operated doors that comply with Section 1010.3.2 shall not be limited.
- Door openings within a dwelling unit shall have a minimum clear opening height of 78 inches (1981 mm).
CBC § 0.06 High relevance — show source text
Exception: Approved self-luminous signs that provide evenly illuminated letters shall have a minimum luminance of 0.06 footlamberts (0.21 cd/m [2] ).
1104.4 Power source. Where emergency illumination is required in Section 1104.5, exit signs shall be visible under emergency illumination conditions.
Exception: Approved signs that provide continuous illumination independent of external power sources are not required to be connected to an emergency electrical system.
1104.5 Illumination emergency power. Where means of egress illumination is provided, the power supply for means of egress illumination shall normally be provided by the premises’ electrical supply. In the event of power supply failure, illumination shall be automatically provided from an emergency system for the following occupancies where such occupancies require two or more means of egress:
- Group A having 50 or more occupants.
Exception: Assembly occupancies used exclusively as a place of worship and having an occupant load of less than 300.

CONSTRUCTION REQUIREMENTS FOR EXISTING BUILDINGS
Group B buildings three or more stories in height, buildings with 100 or more occupants above or below a level of exit discharge serving the occupants or buildings with 1,000 or more total occupants.
Group E in interior exit access and exit stairways and ramps, corridors, windowless areas with student occupancy, shops and laboratories.
Group F having more than 100 occupants.
Exception: Buildings used only during daylight hours and that are provided with windows for natural light in accordance with the California Building Code .
Group I.

8-5 MEANS OF EGRESS
SECTION 8-501 — PURPOSE, INTENT AND SCOPE
8-501.1 Purpose. The purpose of this chapter is to establish minimum means of egress regulations for qualified historical buildings or properties. The CHBC requires enforcing agencies to accept reasonably equivalent alternatives to the means of egress requirements in the regular code.
8-501.2 Intent. The intent of these regulations is to provide an adequate means of egress.
8-501.3 Scope. Every qualified historical building or portion thereof shall be provided with exits as required by the CHBC when required by the provisions of Section 8-102.
SECTION 8-502 — GENERAL
8-502.1 General. The enforcing agency shall grant reasonable exceptions to the specific provisions of applicable egress regulations where such exceptions will not adversely affect life safety.
8-502.2. Existing door openings and corridor widths of less than dimensions required by regular code shall be permitted where there is sufficient width and height for the occupants to pass through the opening or traverse the exit.
8-502.3 Stairs. Existing stairs having risers and treads or width at variance with the regular code are allowed if determined by the enforcing agency to not constitute a distinct hazard. Handrails with nonconforming grip size or extensions are allowed if determined by the enforcing agency to not constitute a distinct hazard.
8-502.4 Main entry doors. The front or main entry doors need not be rehung to swing in the direction of exit travel, provided other means or conditions of exiting, as necessary to serve the total occupant load, are provided.
8-502.5 Existing fire escapes. Existing previously approved fire escapes and fire escape ladders shall be acceptable as one of the required means of egress, provided they extend to the ground and are easily negotiated, adequately signed and in good working order. Access shall be by an opening having a minimum width of 29 inches (737 mm) when open with a sill no more than 30 inches (762 mm) above the adjacent floor, landing or approved step.
8-502.6 New fire escapes and fire escape ladders. New fire escapes and fire escape ladders which comply with this section shall be acceptable as one of the required means of egress. New fire escapes and new fire escape ladders shall comply with the following:
- Access from a corridor shall not be through an intervening room.
- All openings within 10 feet (3048 mm) shall be protected by three-fourths-hour fire assemblies. When located within a recess or vestibule, adjacent enclosure walls shall be of not less than one-hour fire-resistive construction.
- Egress from the building shall be by a clear opening having a minimum dimension of not less than 29 inches (737 mm). Such openings shall be openable from the inside without the use of a key or special knowledge or effort. The sill of an opening giving access shall not be more than 30 inches (737 mm) above the floor, step or landing of the building or balcony.
- Fire escape stairways and balconies shall support the dead load plus a live load of not less than 100 pounds per square foot (4.79 kN/m [2] ) and shall be provided with a top and intermediate handrail on each side. The pitch of the stairway shall not exceed 72 degrees with a minimum width of 18 inches (457 mm).
CBC § 1009.10 High relevance — show source text
1009.10 Directional signage. Directional signage complying with Chapter 11B, Section 11B-703.5 indicating the location of all other means of egress and which of those are accessible means of egress shall be provided at the following:
- At exits serving a required accessible space but not providing an approved accessible means of egress.
- At elevator landings.
- Within areas of refuge.
1009.11 Instructions. In areas of refuge, exterior areas for assisted rescue and locations required to provide two-way communications systems complying with Section 1009.8, instructions on the use of the area under emergency conditions shall be posted.

MEANS OF EGRESS
Signage shall comply with the Chapter 11A, Section 1143A or Chapter 11B, Section 11B-703.5 requirements for visual characters. The instructions shall include all of the following:

1009.12 Alarms/emergency warning systems/two-way communication systems. Required emergency warning systems shall activate a means of warning the hearing impaired. Emergency warning systems provided as part of the fire-alarm system and two-way communica- tion systems required by Chapter 10 shall be designed and installed in accordance with NFPA 72 as amended in Chapter 35.
SECTION 1010—DOORS, GATES AND TURNSTILES
[DSA-AC] In addition to the requirements of this section, means of egress, which provide access to, or egress from, buildings or facilities where accessibility is required for applications listed in Section 1.9.1 regulated by the Division of the State Architect—Access Compliance, shall also comply with Chapter 11A or Chapter 11B, Sections 11B-206.5 and 11B-404, as applicable.
1010.1 General. Doors in the means of egress shall comply with the requirements of Sections 1010.1.1 through 1010.3.4. Exterior exit doors shall also comply with the requirements of Section 1022.2. Gates in the means of egress shall comply with the requirements of Sections 1010.4 and 1010.4.1. Turnstiles in the means of egress shall comply with the requirements of Sections 1010.5 through 1010.5.4.
Doors, gates and turnstiles provided for egress purposes in numbers greater than required by this code shall comply with the requirements of this section.
Doors in the means of egress shall be readily distinguishable from the adjacent construction and finishes such that the doors are easily recognizable as doors. Mirrors or similar reflecting materials shall not be used on means of egress doors. Means of egress doors shall not be concealed by curtains, drapes, decorations or similar materials.
1010.1.1 Size of doors. The required capacity of each door opening shall be sufficient for the occupant load thereof and shall provide a minimum clear opening width of 32 inches (813 mm).

804.10.1 Work areas. Means of egress in all work areas shall be provided with exit signs in accordance with the requirements of the California Building Code .
804.10.2 Supplemental requirements for exit signs. Where the work area on any floor exceeds 50 percent of that floor area, means of egress throughout the floor shall comply with Section 804.10.1.
Exception: Means of egress within a tenant space that is entirely outside the work area.
804.11 Stairways. An existing stairway shall not be required to comply with the requirements of Section 1011 of the California Build- ing Code where the existing space and construction does not allow a reduction in pitch or slope.
804.12 Escalators. Where provided in below-grade transportation stations, existing and new escalators shall be permitted to have a clear width of less than 32 inches (813 mm).
804.13 Handrails. The requirements of Section 804.13.1 shall apply to handrails from the work area floor to, and including, the level of exit discharge.
804.13. 1 Design. Handrails shall be designed and installed in accordance with the provisions of the California Building Code .
804.14 Guards. The requirements of 804.14.1 and 804.14.2 shall apply to guards from the work area floor to, and including, the level of exit discharge but shall be confined to the egress path of any work area.

ALTERATIONS—LEVEL 2
804.14.1 Minimum requirement. Every open portion of a stairway, landing, or balcony that is more than 30 inches (762 mm) above the floor or grade below and is not provided with guards, or those portions in which existing guards are judged to be in danger of collapsing, shall be provided with guards.
804.14.2 Design. Guards required in accordance with Section 804.14.1 shall be designed and installed in accordance with the California Building Code .
Exception: In Group R-2.1 and I-2 facilities, required guards enclosing the occupiable roof areas shall be permitted to be greater than 48 inches (1219 mm) above the surface of the occupiable roof where the occupants, because of clinical needs, require restraint or containment as part of a function of a psychiatric or cognitive treatment area.
SECTION 805—STRUCTURAL
[BS] 805.1 General. Structural elements and systems within buildings undergoing Level 2 alterations shall comply with this section.
[BS] 805.2 Existing structural elements carrying gravity loads. Any existing gravity load-carrying structural element for which an alteration causes an increase in design dead, live or snow load, including snow drift effects, of more than 5 percent shall be replaced or altered as needed to carry the gravity loads required by the California Building Code for new structures. Any existing gravity loadcarrying structural element whose gravity load-carrying capacity is decreased as part of the alteration shall be shown to have the capacity to resist the applicable design dead, live and snow loads, including snow drift effects, required by the California Building Code for new structures.
