10.56.010 - Definitions.¶
For the purpose of this chapter:
(1) "Vehicle" means any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon rails or tracks;
(2) "Street" means any public street, avenue, road, alley, highway, lane, path or other public place located in the city and established for the use of vehicles;
(3) "Person" means and includes any individual, firm, co-partnership, association or corporation;
(4) "Operator" means and includes every individual who operates a vehicle as the owner thereof, or as the agent, employee or permittee of the owner, or is in actual physical control of a vehicle;
(5) "Park" or "parking" means the standing of a vehicle, whether occupied or not, upon a street otherwise than temporarily for the purpose of, and while actually engaged in, receiving or discharging passengers or loading or unloading merchandise or in obedience to traffic regulations, signs or signals or an involuntary stopping of the vehicle by reason of causes beyond the control of the operator of the vehicle;
(6) "Parking meter" means and includes any mechanical device or meter not inconsistent with this chapter placed or erected for the regulation of parking by authority of this chapter. Each parking meter installed shall indicate by proper legend the legal parking time established by the city and when operated shall at all times indicate the balance of legal parking time, and at the expiration of such period shall indicate illegal or overtime parking;
(7) "Parking meter zone" means and includes any restricted street upon which parking meters are installed; and
(8) "Parking meter space" means any space within a parking meter zone, adjacent to a parking meter and which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street adjacent to or adjoining the parking meters.

10.56.020 - Parking meter zone.¶
The following named and described areas, streets or portions of streets and such other areas, streets or portions of streets as may hereafter be included in this section by action of the city council, shall constitute the parking meter zone:
Streets or portions of streets as may be designated by resolution of the city council.

10.56.030 - Designation of parking spaces.¶
The chief of police and the director of public works are authorized and directed to mark off individual parking spaces in the parking zones designated and described in Section 10.56.020, and in such other zones as may be hereafter established. The parking spaces having been suitably designated or marked off, it is unlawful to park any vehicle in such a way that such vehicle shall not be entirely within the limits of the space so designated.

10.56.040 - Installation of parking meters.¶
In the parking meter zones the chief of police and the director of public works shall cause parking meters to be installed upon the curb or sidewalk immediately adjacent to the parking spaces described in Section 10.56.030, the installation to be placed not more than two feet from the curb nor more than four feet from the front line of the parking space as indicated. The chief of police shall be responsible for the regulation, control, operation, maintenance and use of such parking meters. Each device shall be so set as display a signal showing legal parking upon the deposit of the appropriate coin or coins, lawful money of the United States of America, for the period of time prescribed by this chapter. Each device shall be so arranged that upon the expiration of the lawful time it will indicate by a proper visible signal that the lawful parking period has expired, and in such cases the right of such vehicle to occupy such space shall cease and the operator, owner, possessor or manager thereof shall be subject to the penalties hereinafter provided.

10.56.050 - Operation of parking meters.¶
Except in a period of emergency determined by an officer of the fire or police department, or in compliance with the directions of a police officer or traffic control sign or signal, when any vehicle shall be parked in any parking space alongside or next to which a parking meter is located, the operator of such vehicle shall, upon entering the parking meter space, immediately deposit or cause to be deposited in the meter such proper coins of the United States as is required for such parking meter and as is designated by proper directions on the meter, and when required by the directions of the meter, the operator of such vehicle, after the deposit of the proper coin or coins, shall also set in operation the timing mechanism on such meter in accordance with directions properly appearing thereon, and failure to deposit such proper coins and to set the timing mechanism in operation when so required, shall constitute a violation of this chapter. Upon deposit of such coins (and the setting of the time mechanism in operation when so required) the parking space may be lawfully occupied by such vehicle during the period of time which has been prescribed for the part of the street in which the parking space is located, provided, that any person placing a vehicle in a parking meter space adjacent to a meter which indicates that unused time has been left on the meter by the previous occupant of the space shall not be required to deposit a coin so long as his occupancy of the space does not exceed the indicated unused parking time. If the vehicle shall remain parked in any such parking space beyond the parking time limit set for such parking space, and if the meter shall indicate such illegal parking, then, and in that event, the vehicle shall be considered as parking overtime and beyond the period of legal parking time, and the parking shall be deemed a violation of this chapter.

10.56.060 - Parking time limits.¶
(a) The city council, shall by resolution, duly and regularly adopted, designate those areas in which parking meters permitting a maximum parking time of two hours shall be installed, hereinafter designated as "Two hour parking meters," and those areas in which parking meters permitting a maximum parking time of one hour shall be installed, hereinafter designated as "One hour parking meters." Parking or standing a vehicle in a designated space in a parking meter zone in which is installed a one hour parking meter shall be lawful for twelve minutes upon the deposit of two one-cent coins, thirty-six minutes upon the deposit of three one-cent coins, forty-eight minutes upon the deposit of four one-cent coins, or sixty minutes upon the deposit of five one-cent coins or one five-cent coin of the United States of America. Parking or standing a vehicle in a designated space in a parking meter zone in which is installed a two hour parking meter shall be lawful for twenty-four minutes upon the deposit of a one-cent coin, forty-eight minutes upon the deposit of two one-cent coins, one hour and twelve minutes upon the deposit of three one-cent coins, one hour and thirty-six minutes upon the deposit of four one-cent coins, or two hours upon the deposit of five one-cent coins, or one five cent coin of the United States of America.
(b) The parking meters shall be operated in the parking meter zones every day between the hours of nine a.m. and six p.m., except Sundays and holidays; provided, however, that within the meaning of this chapter, the term "holiday" includes all the days determined by the laws of the state of California to be holidays, and shall also include any day designated by the President of the United States or the Governor of the state of California, as provided by law.

10.56.070 - Violations.¶
It is unlawful and a violation of the provisions of this chapter for any person:
(1) To cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person, to be parked overtime, or beyond the period of legal parking time established for any parking meter zone as herein described, or to deposit in any parking meter any coin for the purpose of parking beyond the maximum legal parking time for the particular parking meter zone;
(2) To permit any vehicle to remain or be placed in any parking space adjacent to any parking meter while the meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period prescribed for such parking space;
(3) To park any vehicle across any line or marking of a parking meter space or in such position that the vehicle shall not be entirely within the area designated by such lines or markings;
(4) To deface, injure, tamper with, open or willfully break, destroy, or impair the usefulness of any parking meter installed under the provisions of this chapter;
(5) To deposit or cause to be deposited in any parking meter any slugs, device or metal substance, or other substitute for lawful coins.

10.56.080 - Enforcement.¶
It shall be the duty of the chief of police, the police department and the city treasurer to enforce the provisions of this chapter.

10.56.090 - Collections.¶
It shall be the duty of the city treasurer to designate some competent person to make regular collections of the money deposited in the meters, and it shall be the duty of such person so designated to remove from the parking meters, all the coins deposited therein, and to deliver the coins to the office of the city treasurer.

10.56.100 - Overparked vehicle—Officer duties—Penalty for violation.¶
It shall be the duty of every police officer to take the number of any meter at which any vehicle is parked in violation of either subdivision (1) or subdivision (2) of Section 10,56.070; the state vehicle license of such vehicle; the time and date of such overparking; the make of such vehicle; and issue, in writing, and attach to such vehicle a notice of overparking.
Any operator or owner of a vehicle to whom a notice of overparking has been issued shall, within forty-eight hours of the time of the issuance of the notice of overparking, pay to the city clerk as penalty for and as full satisfaction of such overparking, the sum of three dollars. Should such owner or operator fail to make such payment within forty-eight hours, a citation in the same form and subject to the same procedure provided for by the laws of the state, applicable to the traffic violations within the city, shall be issued, and the owner or operator shall be subject to the penalties herein provided for violation of the provisions of this chapter.

10.56.120 - Reservation of powers.¶
Nothing in this chapter shall be construed as prohibiting the city from providing for bus stops, for taxicab stands and other matters of similar nature, including the loading or unloading of trucks, vans or other commercial vehicles.

10.56.130 - Exercise of police power.¶
This entire chapter is an exercise of the police power of the city for the preservation and protection of public safety; and all of its provisions shall be liberally construed with a view to the effectuation of such purpose.

10.56.140 - Parking meter fund created.¶
There is created a special fund to be known as and called the "parking meter fund" into which shall be deposited all receipts derived from the operation of parking meters, and out of which shall be paid, by city warrant, the expenses of proper regulation of traffic upon the public streets of the city, including cost of supervision, regulation and control of vehicles in the parking meter zones, and the cost of purchase, maintenance and control of the parking meters.
