2.08.010 - Office created—Appointment.

The office of city manager in and for the city is created and established.

The city manager shall be appointed by the city council, shall hold office during the pleasure of the council and shall receive such compensation as the council shall from time to time determine.

2.08.020 - Powers and duties.

Subject to the direction and control of the city, the city manager shall be the administrative head of the municipal government with general powers to act as such. In addition to such general powers, and not as a limitation there-on, it shall be his duty and he shall have power:

(1) To see that all ordinances and regulations of the city are enforced;

(2) To exercise control over all departments of the municipal government and direct the work and duties of all appointive offices;

(3) To employ and dismiss all municipal employees, and transfer the same from one department to another, except as otherwise provided by law or this chapter;

(4) To superintend the construction of all public works within the municipality;

(5) To act as purchasing agent for the municipality and no supplies shall be purchased by any of the departments of the municipality or any expenditure be submitted or recommended to the city council except upon the requisition of the city manager;

(6) To attend all meetings of the city council unless excused therefrom by the council, or the president thereof;

(7) To keep the city council fully advised as to the affairs of the municipality and recommend for adoption such measures as he may deem necessary or expedient;

(8) To have general supervision over all public parks or playgrounds of the city;

(9) To perform such other duties as may be prescribed by ordinance or resolution of the council.

Provided, however, that the legal department of the municipality and the city attorney are expressly excepted from the control of the city manager; provided, further, that the city manager shall have no control over such acts or duties of any officers of the municipality as may be prescribed by law.
