Sec. 4-6.601. Required personnel: Unit operators.¶
In addition to any other requirements contained herein, no service may utilize a driver or pilot to operate a unit unless:
(a) He or she is familiar with the geographic area of the organization's service area;
(b) He or she has adequate knowledge of all the hospitals within the service's operating area;
(c) He or she can operate a two-way radio;
(d) He or she can operate a unit under emergency conditions. (§ 1, Ord. 1515, eff. December 19, 2019)
Sec. 4-6.602. Change in personnel: Notice required.¶
Each service or agency must provide written notice to the Ambulance Licensing Officer within ten (10) days of any change in personnel or units unless an alternate plan has been approved by the LEMSA. (§ 1, Ord. 1515, eff. December 19, 2019)
Sec. 4-6.603. Personnel: Certification required.¶
Services may utilize only those drivers and attendants who are appropriately licensed, certified and accredited. In the case of paramedics and registered nurses, ALS services may utilize only those attendants who currently meet state and LEMSA guidelines. (§ 1, Ord. 1515, eff. December 19, 2019)
Sec. 4-6.604. Ambulance personnel qualifications.¶
(a) All personnel while on duty must carry all applicable certificates and permittee identification, and comply with the LEMSA Administrative Policy and Field Treatment Guideline Manual.
(b) All EMT and paramedic personnel who operate ambulances and CCT units must have a current California driver's license, California ambulance driver's certificate, and a medical examiner's certificate.
(c) Permittee's EMT personnel assigned to provide BLS service under this chapter must meet the minimum qualifications:
(1) EMTs must hold current, valid EMT certification in the State of California.
(2) EMTs shall be certified in cardiopulmonary resuscitation (CPR/AED) according to the policies of the LEMSA and State of California.
(3) EMTs assigned to provide CCT driver/assistant service must meet the additional qualifications specified in the county's CCT policy.
(d) Permittee's paramedic personnel assigned to provide CCT service under this chapter must meet the minimum qualifications:
(1) Paramedics must hold current, valid paramedic licensure in the State of California.
(2) Paramedics shall be accredited by the LEMSA and hold current and valid ALS certifications.
(3) Paramedics assigned to provide CCT patient care must meet the additional qualifications specified in the LEMSA's CCT policy.
(e) Permittee's registered nurse personnel assigned to provide CCT service under this chapter must meet the minimum qualifications specified in the LEMSA's CCT policy.
(f) All drivers must complete an Emergency Vehicle Operation Course (EVOC) driver training course, or its equivalent.
(g) The permittee shall retain on file at all times copies of all current and valid licenses, certifications, and/or accreditations of all emergency medical personnel performing services under this chapter. (§ 1, Ord. 1515, eff. December 19, 2019)
Sec. 4-6.605. Employees: Work hours.¶
An emergency ambulance service shall submit to the LEMSA any changes to their work schedule for employees, including scheduled breaks and related staffing levels, for approval prior to implementation. (§ 1, Ord. 1515, eff. December 19, 2019)
Sec. 4-6.606. Advanced life support: Air unit staffing.¶
An operational air ALS unit should be staffed by two (2) paramedics or two (2) registered nurses and, as a minimum, must be staffed by no fewer than one paramedic or authorized registered nurse and one EMT. (§ 1, Ord. 1515, eff. December 19, 2019)
Sec. 4-6.607. Attendants: Ability.¶
Services must insure that their attendants are free of physical defects or diseases which may impair their ability to attend to patients. No person, service, or agency shall be out of compliance with Government Code section 8355 in matters relating to providing a drug-free workplace. (§ 1, Ord. 1515, eff. December 19, 2019)
Sec. 4-6.608. Air ambulance attendants: Training required.¶
Air ambulance attendants used by a service must have training in aeromedical physiology, aircraft safety, emergency aeromedical procedures, and any other specialized training required by the LEMSA based on current Association of Air Medical Services (AAMS) national standards. Sec. 4-6.609. Medical transport vehicles: Driver and attendant requirements.¶
Drivers and attendants utilized on medical transport vehicles shall be at least eighteen (18) years of age, shall hold a current certificate in level C basic cardiac life support from the American Heart Association/ American Red Cross, and first aid from the American Red Cross, and shall demonstrate compliance with all applicable state and local laws and regulations. Sec. 4-6.610. Personnel standards.¶
Ambulance companies shall maintain personnel standards that include orientation to the LEMSA Administrative Policy and Field Treatment Guideline Manual, special training (as deemed necessary by the EMS Medical Director), uniforms and appearances, safety apparel, identification, driver training, work-hour scheduling limitations, with due consideration for collective bargaining agreements and/or state and federal regulations where they apply. Sec. 4-6.611. Medical control.¶
All ambulance personnel are to provide patient care in accordance with the LEMSA Administrative Policy and Field Treatment Guideline Manual and as directed by standing or specific orders issued by the EMS Medical Director, or his or her designee. (§ 1, Ord. 1515, eff. December 19, 2019)
