Sec. 4-6.101. Title.¶
This chapter shall be known as and may be cited and referred to as the "Emergency and Prehospital Medical Services System Ordinance of the County of Yolo."
(a) The County of Yolo (hereinafter, "County") has established an Emergency Medical Services (EMS) system containing an organized pattern of readiness and response services pursuant to California Health and Safety Code section 1787.200 et seq.
(b) The County has designated a Local EMS Agency (LEMSA) to administer the County EMS system pursuant to Health and Safety Code section 1797.200, et seq.
(c) This chapter shall be administered by the County through its designated LEMSA. The LEMSA shall administer the EMS system through the use of agreements with public and private entities as well as policies, procedures and guidelines in Health and Safety Code section 1797.204, et seq. Sec. 4-6.102. Intent and scope.¶
It is the intent of this chapter for the LEMSA to provide medical control and management of EMS in the County in conformance with California Health and Safety Code section 1443, Welfare and Institution Code section 17000, Vehicle Code section 2512, and Government Code section 37101, Health and Safety Code, Division 2.5, Chapters 1-11, sections 1797 et seq., Division 12, Chapter 5, section 13862; The Code of Regulations Title 13, Article I, sections 1100 et seq., and Title 22, Division 9, Chapters 1-8, sections 100001 et seq.
The LEMSA shall develop and implement policy, procedure, and guidelines setting forth minimum requirements for the authorization and operation of ground and air EMS providers for the purpose of providing organization and resources required to maintain an EMS system that meets state mandates and the health and safety needs of the residents of and the visitors to the County.
The County of Yolo reserves the right to establish exclusive ambulance zones, in compliance with section 1797.224 of the Health and Safety Code, for the provision of emergency, non-emergency and inter-facility transport of all patients that require the service of an ambulance and/or medical transport vehicle.
The necessity to establish exclusive ambulance areas is predicated on public policy and the need for an organized system for emergency and non-emergency response. Such exclusive operating areas shall be established and awarded in compliance with the provisions of California Health and Safety Code Division 2.5, section 1797.224.
An effective ambulance system cannot be assured to the public unless a reasonable business environment is established that assures the stability of ambulance service providers.
The LEMSA shall develop and implement procedures for the training, education, certification, accreditation and discipline of pre-hospital personnel in accordance with Health and Safety Code and California Code of Regulations for the purpose of protecting the health and safety of the residents of and visitors to the County.
The LEMSA shall develop and implement additional policy, procedures and guidelines as appropriate to be consistent with current healthcare practice or when mandated by Health and Safety Code and/or California Code of Regulations for the purpose of protecting the health and safety of residents of and the visitors to the County.

Sec. 4-6.103. Administration.¶
(a) This chapter shall be administered by the Yolo County Health and Human Services Agency's (HHSA) director. The county designates HHSA to be the Local Emergency Medical Services Agency (LEMSA) for the purpose of the administration of this chapter. The director of HHSA shall make necessary and reasonable policies, procedures, and/or protocols for the effective and reasonable administration of this chapter. These policies, procedures, and/or protocols shall be codified in the county's LEMSA Administrative Policy and Field Treatment Guideline Manual and may include, but not be limited to:
(1) Response time standards for non-emergency responses in each area of the county;
(2) Identification of required clinical or operational reports and dispatch records;
(3) Personnel requirements;
(4) Equipment requirements;
(5) Vehicle requirements;
(6) Other clinical, operational, and dispatch standards;
(7) Clinical and operational data reports;
(8) Special event stand-by;
(9) Emergency and disaster operations.
(b) All references herein to LEMSA Administrative Policy and Protocol ("LEMSA Policy Manual") or Administrative Policy and Field Treatment Guideline Manual or policies and medical orders/direction by the EMS Medical Director shall be interpreted as referring to the current version and all subsequent modifications to such policies and regulations. Sec. 4-6.104, Medical direction.
All emergency medical technicians (EMT) and paramedic personnel working in Yolo County are required to provide patient care in accordance with medical care policies, procedures and protocols promulgated by the EMS medical director. (§ 1, Ord. 1515, eff. December 19, 2019)
